REGULAR COUNCIL MEETING
CALL TO ORDER. AND ROLL CALL. Mayor Honea called the meeting to order at
7:00 p.m. Town cleric Bronson called roll. All Council Members were present.
PLEDGE OF ALLEGIANCE/INVOCATION/MOMEN']C OF SILENCE. Led by Mayor
Honea.
APPROVAL OF AGENDA. .emotion to approve by Council Member Ziegler, second by
Council Member 1,Cai. .Passed unanimously.
CALL TO THE PUBLIC. David Morales spore to Council noting an article in the April
ill 2018 Explorer newspaper about the upcoming appointment of a Council Member to
fill the vacancy left by former Council Member Carol McGorray. Mr. Morales urged
Council to be open and transparent in their selection.

Mr. Paul Parisi accepted the proclamation on behalf of the National Day of Drayer.
MAYOR AND COUNCIL REPORTS: SUMMARY OF CURRENT EVENTS. Council
Member Comerford addressed the audience, stating that for the third year she is
collecting items for summer survivor kits for homeless veterans.
MANAGER°S REPORT: SUMMARY OF CURRENT EVENTS. Mr. Mehta noted that
the State of the Town is thi's Thursday at the Ritz Carlton. He also spoke to FEMA's
community rating system discount.
PRESENTATIONS
CONSENT AGENDA. Motion to approve by Council Member Bowen, second by Flee
Mayor .east. .Passed unanimously.
CT Resolution No. 2015-033: relating to the Marana Regional Airport, approving
and authorizing the Magor to execute a Land/ Facility Use Agreement between the
Town of Marana and the .Arizona Department of Forestry and Fire Management for use
of the .Airport as an air tanker base for fire suppression activities during fire season

C2 Resolution No. 2015--034: Relating to Development; approving a final plat for
Saguaro Bloom Block 2 Lots 1-170, Amenity Building Site, Common Area A and
Common area B located at approximately the northwest corner of Twin Peaks road
and Saguaro Highlands Drive (Steven Vasquez)
C3 resolution No. 2018-035: relating to ,Administration; approving and authorizing
the Mayor to execute an Educational Alliance Participant Agreement between the Town
of. Marana and Grand Canyon University for the purpose of providing educational
opportunities to Town employees (Jane Fairall)
C4 Resolution No. 2018-036: Relating to Development; approving an amended final
block plat for Gladden Farms Blocks 28, 31-34, 37, 38, 42 and 43 located within Section
35, east of the existing Gladden Farms subdivisions, with Moore Load to the north and
'Tangerine Road to the south. (Steven Vasquez)
C5 relating to Procurement; ratifying the Town Manager's approval of a change
order to the Crossroads at Silverbell District Dark Splash Dad project (PK025)
construction contract with Tapp -Con Incorporated in the amount of $27,000.00;
authorizing the transfer of appropriations if necessary for the change order; and
authorizing the Town Manager or designee to execute the necessary documents to

BOARDS, COMMISSIONS AND COMMITTEES
Bl Relating to Boards, Commissions and committees; discussion, consideration and
possible direction regarding recommendations from the Spring 2018 Marana citizens'
Forum on the topic "civic Engagement in Volunteerism, Neighborhood Meetings and
Public Forums" (Jocelyn C. Bronson). Ms. Bronson stated that she and Heath Vescovi
were privileged to facilitate the Marana citizens' .Forum for several years. She also
introduced. the delegates who were present at tonight's meeting. Several weeks ago,
Mr. Mehta gave a presentation on previous recommendations, many of which have
been. instituted. Tonight's presentation of recommendations was made by Sharon Foltz
on behalf of the entire Forum.
COUNCIL ACTION
Al Relating to Mayor and council; public statements by applicants for the vacant
Marana Town council seat; discussion about and interview of candidates for the
vacancy; and appointment of a new council member (Jamsheed Mehta). Mayor Honea
explained the process for the applicants to present their information to the council. He
also noted that he had read all of the nine applications and each candidate has a
phenomenal resume and offers expertise in multiple fields. Applicants who are not
chosen to fill the vacancy could still serve the community by sitting as a delegate on the
Marana citizens Forum, or the Planning commission or the hoard of Adjustment. Each
applicant was given three minutes to speak at the podium about themselves or
anything they wanted the council to know about thein. Applicants were taken
alphabetically beginning with Lisa Bowers, followed by Mace Bravin, Thomas Dunn,
William. "Bill" Garner, Thomas LIochard, Wayne Mortensen, Jack Neu.beck, and John.
Officer. .Applicant Pamela Youngberg was not present to give her remarks.
ITEMS FOR DISCUSSION/ POSSIBLE ACTION
D1. Relating to 'Legislation and Government .Actions; discussion and possible action
regarding all pending state, federal, and local legislation/ government actions and on,
recent and upcoming meetings of the other governmental bodies (Jamsheed Mehta).

Mayor Honea stated that Mr. Mehta had indicated there -would be no legislative report
at this time.
EXECUTIVE SESSIONS. Motion to go into executive session at 7:46 p.m. on item E2
by Vice Mayor Post, second by Council Member Bowen. Passed 6-0.
Pursuant to A.R.S. § 38-431.03, the Town.
Council may vote to go into executive session,
which will riot be open to the public, to discuss certain matters.
El Executive Session pursuant to A.R.S. §38-431.03 (A)(3), Council may ask for
discussion or consultation for legal advice with the Town Attorney concerning any
matter listed on this agenda.
E2 Executive session pursuant to A.R.S. §38-431.03(A)(1) for discussion,
consideration and possible interviews of candidates for appointment to the Marana
Town Council. Council returned to the dais at 8:10 p.m. Mayor Honea stated. that most
of the Council Members did not want to do any more interviewing and would make an.
attempt at an action. Council Member Comerford moved to appoint John Officer to the
vacant Marana Town Council seat to serve the unexpired term of former Council
Member Carol McGorray. Second by Vice Mayor Post. Mayor Honea asked Ms.
Bronson to poll the Council. Mayor Honea, Vice Mayor Post and Council Members
Bowen ., Comerford and Kai voting "aye," and Council Member Ziegler voting "nay."
The motion passed 5-1. Council Member Ziegler asked to make her feelings known
with her "no" vote. She indicated that she thought there were four of the nine
applicants that were qualified, Mr. Officer being one of them. She then congratulated
Mr. Officer on his appointment.
FUTURE AGENDA ITEMS
Notwithstanding the mayor's discretion regarding the items to be placed on. the agenda,
if three or more Council members request that an item be placed on the agenda,, it must
be placed on the agenda for the second regular Town Council meeting after the date of
the request., pursuant to Marana Town Code Section 2-4-2(B).
ADJOURNMENT. Motion to adjourn at 8:14 p.m. by -Vice Mayor Post, second by
Council Member Bowen. Passed 6-0.
