Civic center Drive, Marana, Arizona 85653 Boardroom on the 2nd Floor, December 11, 2018, 8:30 AM w 10:30 AM Ed Honea., Mayor Jon Post, Vice Mayor David Bowen, Council Member Patti Comerford, Council Member Herb Kai, Council Member John Officer, council Member Roxanne Ziegler, council Member MINUTES CALL To ORDER AND ROLL CALL: Mayor Hon.ea called the meeting to order at 8:40 a.m.. and welcomed the attendees. Council Quorum-, Vice Mayor Post, present; council Member Bowen, present; Council Member Kai, present; Council Member officer, present; council Member Ziegler, present; Council Member Comerford, absent. Staff members present: Town Manager Jamsheed Mehta; Deputy Town Manager Erik Montague; Town Attorney Frank Cassidy; Assistant to the Town Manager Tony Iunter; Interim Town Clerk Hilary H. Hiser APPROVAL OF AGENDA: The Council did not make a formal approval of the agenda. DISCUSSION 1. Introduction of Legislative Delegation from District 9 and District 1.1. Legislative District 9: Representative Randy Friese Marana Special COL11161 Meetilig MillUteS -- _legislature May 12/11/2018 Legislative District 11: Representative Mark Flnchern; Representative -elect Bret Roberts; Senator -elect Vince Leach Each legislative representative gave a brief introduction highlighting his particular legislative focus areas. Also, each. representative Identified which committees he would be serving on In the up --coming legislative year. 2. Presentation: Marana Community Update by Town Manager Jamsheed Mehta, summarizing local trends and important issues. Mr. Mehta briefly presented an overview of the Town of Marana. He noted the majority of the town's 126 square miles and 47,000 residents are in Legislative District 11.. The southern portion of Marana, predominately Its commercial district, is located within the boarder of Legislative District 9. Mr. Mehta also noted that Marana's jurisdictional boundaries are located in both Pima County and Pinal County. Mr. Mehta transitioned to Marana's current and future growth trends. He Identified three development areas within Marana, noting that most areas in Town have entitled land and approved development plans. He explained that Marana is focusing its capital construction efforts on regional transportation projects to increase connectivity within the community and to surrounding areas. Additionally, the Town continues to Invest in water Infrastructure to accommodate the needs of current and future residents. Concluding his presentation, Mr. Mehta identified three policy priorities needed for continued growth: • Sustaining and strengthening State Shared Revenues, like HURF ■ Promoting Economic Development through incentives and programs ■ Continuing to advance water capacity and quality through infrastructure investment 3. Breakfast Meet and Greet with Town council, Legislative Delegation, staff., and guests. Mayor Honea opened the reminder of the meeting to an informal discussion between the Marana Town Council and the legislative representatives present. The topics of legislative interest included the following: • The use of HURF funds to address regional and state road maintenance needs and its impact on local economic development • The need to identify revenue streams to help address the deficits in the facility and infrastructure budgets of area schools Z Marana special Council Meeting Minutes — Legislature Day 12/11/2018 • Addition of technical/ vocational education campuses in more rural areas, and expanding two-year community college degrees to four-year community college degrees • Identify additional sources of funding for public safety • The impact of the new $32 vehicle registration fee for generating public safety operating funds • Future developments and investments in Pinal County regarding railroad depot and shipping logistics centers • Using Arizona's natural resources for energy development and solar power sharing between western states • The long-term impact of the Transaction Privilege Tax (TPT) on local revenue sources and the equitable distribution of sales tax revenues to municipalities • Streamlining the collection of digital goods sales tax and creating consistency across municipalities • Possible changes to the Arizona income tax to adjust for federal tax changes • Legislative changes statutes governing community facilities districts and consequences for municipal authority/ oversight related to bonds and board management • State Land obligations and the relationship with surrounding municipalities • Strategies for increasing the cooperation among municipalities and the Legislature related to drafting bills, supporting bills, and approval of bills ADJOURNMENT: Mayor Honea thanked all the attendees and adjourned the meeting at 11.-01 a.m. CERTIFICATION I hereby certify that the foregoing are the true and correct minutes of the Marana Town Council meeting held on December 11, 2018. 1 further certify that a quorum was present. /_ 1', I I/ I I a — Hilary H.
