Civic Center Drive, Marana, Arizona 85653 Council Chambers, April 23,2019, at or after 6:00 PM Ed Honea, Mayor Jon Post,Vice Mayor David Bowen, Council Member Patti Comerford, Council Member Herb Kai, Council Member John Officer, Council Member Roxanne Ziegler, Council Member SUMMARY MINUTES CALL TO ORDER AND ROLL CALL Mayor Honea called the meeting to order at 6:00 PM and direct the Clerk to call the roll. Mayor Honea, Vice Mayor Post, Council Member Bowen, Council Member Comerford, Council Member Kai (6:02 PM arrival), Council Member Ziegler and Council Member Officer were present, constituting a quorum of the Council. PLEDGE OF ALLEGIANCE/INVOCATION/MOMENT OF SILENCE Mayor Honea led the Pledge of Allegiance followed by a moment of silence being observed. APPROVAL OF AGENDA Vice Mayor Post moved to approve the agenda Council Member Ziegler seconded the motion. Motion passed, 6-0. DISCUSSION/DIRECTION/POSSIBLE ACTION April 23,2019 Study Session Meeting Summary Minutes 1 D1 Relating to Budget; review, discussion, consideration, and direction to staff regarding the fiscal year 2019-2020 Manager's recommended operating budgets for the General Fund, Bed Tax Fund, Highway User Revenue Fund, Water Operating Fund, Wastewater Operating Fund, and the Airport Operating Fund (Jamsheed Mehta and Yiannis Kalaitzidis) Town Manager, Jamsheed Mehta and Finance Director, Yiannis Kalaitzidis provided a PowerPoint Presentation on the proposed Fiscal Year 2019-2020 Manager's recommended operating budgets for the General Fund, Bed Tax Fund, Highway User Revenue Fund, Water Operating Fund, Wastewater Operating Fund, and the Airport Operating Fund. (PowerPoint Presentation is on file in the Town Clerk's Office, and the video is available for viewing on the Town of Marana's website at www.maranaaz.gov.) Mr. Mehta stated this has been an extensive process as Town staff has been at this for several months. It is just the operating budget that is being presented this evening containing the General Fund, Bed Tax Fund, Highway User Revenue Fund, Water Operating Fund, Wastewater Operating Fund, and the Airport Operating Fund on the operating side. This presentation does not include at this time, but will be provided in May with the Tentative Budget will include: Capital Improvement Plan, Debt Service, and the other Revenue Funds that are not included, i.e. RICO Funds, Court, Technology, the Insurance Fund, Community Facilities District (CFD's) Fund, and Development Impact Fees. He covered the following highlights: Accomplishments, New Investment Summary, and FY2020 Revenue Outlook. Yiannis Kalaitzidis, Finance Director will cover the Selected Operating Budget Summaries, and then the Next Steps. Mr. Mehta stated everything that Town staff does in relation to the budget reflects back to Strategic Focus Areas: Commerce, Community, Innovation, Heritage, and Recreation. These five areas there are 71 specific initiatives—mostly what staff is doing falls into those categories.
