The motion was made by Tom Clark to hold an ~ecutive Session
pursuantto A.R.S. 78-431.03 A 1 to discuss personnel. The
motion was seconded by Mike Calvin. The vote was unanimous
in favor of holding an Executive Session.
John R. Moffitt, Town Attorney, stated to the members of the
public and press that an open meeting could not be held, since
an agenda had not been posted that included Petitions and
Comments from the public.

Marshal Robert G. Stonehouse reported that the tapes from

reasons.
Mayor Bill Schisler stated the flag pole ~ill be moved to Town Hall
and flag will only fly during Town Hall business hours.
Mayor Bill Schisler stated a wall heater had been purchased for the
Town Hall.
Mayor Bill Schisler stated seven applications had been mailed to Hous~
in~ and Urban Development concerning the Marana Canning Company. A
public hearing for Marana Canning Cc~pany will be held December 20,
1982 and January 24~ 1983.
Mayor Bill Schisler ar~uounced that Ed Vance of Office of Planning and
Economic Development will be at Town Hall, January 25, 1983.
M~yor Bill Schisler spoke on the chip and seal project and the rail-
road crossing at Marana Road.

from the agenda. The motion was made by Bill Schisler to ap-

by MIke Calvin, ~he vote was unanimous in favor of approving
the agenda with item deleted.
APP~0VAL OF MINUTES:
The motion was made by Bill Schisler to approve the ~inutes of
Special Meeting, December 8, 1981 and t~he Minutes of the Regular
M~eting of December 1~, 1981. The motion was seconded by Frank
Douc~tte. The vote was unanimous in favor of approving the Min-
utes of December 8 and December 14, 1981 Meetings.
PETITIONS AND C0~MENTS:
Betty 2tm Leaming read a statement for the record that she did
not and does not agree with the position taken by a majority of
the Town Council last Saturday regarding allowing the Marshal to
conduct an internal investigation of his own department. Betty
Ann Leaming stated she felt that an outside agency should conduct
the investigation of the Marshal's Office regarding tapes and re-
sponse time for all concerned persons. Betty ~ Leaming stated
she would prefer that the Department of P~blic Safety of Arizona
investigate all the records and give the Council a report as to
what happened Thursday, January 7, 1982.
Myra ~mith stated she met with Victor Wilde, Chief Criminal
Deputy County Attorney, to find out what could be done to keep
suspected and convicted criminals off 2he streets. Myra ~mith
stated she will begin circulating petitions this week asking for
the resignation of George Cornevea~x, Director of the Correctional
Volunteer Center and also for an investigation into the judicial
decisions of Pima County ~perior Court Judge G. Thomas Machan.
Myra Smith announced that a meeting to discuss the formation
of a '~conmmnity watch" anti-crime program will be held Saturday,
January 16, 1982, at the A~ra Valley Volunteer Fire Department,
1~300 North Trico Road, Marana.
Several Members of the Town Council (Mr. Clark & Mr. Calvin)
indicated support for M~fra Smith's efforts.
Frank Doueette submitted a petition to Mayor Frew stating that
ms_ny people support +~he Marshal amd his Staff 100%..
51 people signed the petition.
The petition is on file at the Marshal's Office.

Mayor Don Frew reported that $10,000.00 was received January 11, 1982
from the Local Government Transportation Assistance Fund.

Legal Re~ort:
John R. Moffitt, Town Attorney, submitted written report on po-
tential liability of the Town for users of the former Marshal's
Office building. (Copy in file).
The motion was made by Mike Calvin to allow John R. Moffitt
to mail letter to Stephen D, Neely asking to be appointed a Spe-
cial Deputy County Attorney to assist in the prosecution of the
La Grand brothers for ~e murder of Ken Hartsock. The motion
was seconded by Bill Sehisler. The vote was unanimous in favor
of allowing the letter to be mailed to Stephen D. Neely. (Copy

Magistrate Renort:
A written report was filed by Judge Harry A. Hansen.
Financial ~eport:
A written report was filed by Dorothy M. Honeycutt.
Plarming and Zonir~ Report:
Dr. George F. Leaming reported no building permits were issued for
the month of December, 1981.
Preliminary Minutes of the Planning Commission Meeting of
December 9, 1981 and Minutes of the December 30, 1981 Plarming Com-
mission Meeting were submitted to the Town Council. It was asked
that the Tm0gerine Business and Industrial Park Vicinity Plan be
placed on the agenda for February' 8, 1982.

BUSINESS:
Marsma Volunteer Fire Denartment:
Chief William M. Gaudette filed a written report for the month of
November and December, 1981.
Fire Marshal ReQuest:
The motion was made by Bill Schisler that the Town of Marana re-
quest Paul Sanders, Division of Emergency Serwices, State of Arizona~
appoint WiltiamM. Gaudette an ~ssistant Deputy Fire Marshal. The
motion was seconded by Mike Calvin. The vote was unanimous in fa-

Founder'~ Day - 0etcher 2. 1982 - Marana Lion's Club:
Paul D. Sou~h~ President of the Umrana Lion's Club~ notified the
Council that it would be honored to sponsor the Sixth Annual
arana Founder's Day Parade and Fair as per the agreement be-
tween the Town of Marana and the Marana Lion's Club on October
2~ 1982. The motion was made by U/ke Calvin to accept the pro-
posal of the Marana Lion's Club. The motion was seconded by
Bill Schisler. The vote was unanimous in favor of accepting
the proposal of the Marana Lion's Club.
Town Marshal's Building:
Potential liability of the Town for users of the former Marshal's
Building was presented by John Ro Moffitt,(Legal Report)
Gas Heat - Town Complex:
Bill Schisler reported on the various heaters for the Town Hall,
Bill Schisler offered to shop for a gas wall heater with vendors.
F~el Tank~:
Bill Schisler reported that William Martin from the State Fire
arshal Office had inspected the fuel tanks on January 4, 1982.
A letter was written to Eloy Machine Company requesting specifi-
cations for fuel tanks. Fuel tanks must be U.Lo approved or
made to specifications subject to State of Arizona Fire Code.
Ordinance No, 82,01 - Farm Machinery:
The motion was made by ~ike Calvin to call a Special Council
Meeting to discuss safe marking of farm equipment using Town
streets and roads. The motion was seconded by Tom Clark. The
vote was unanimous in favor of calling a Special Council Meeting
to discuss safe marking of farm equipment using Town streets and
roads.
Budget Review Committee Report:
The Budget Review Committee met December 30, 1981 to discuss rev-
enues and expenditures of the Town. The Budget Review Committee
met January 6~ 1982 with Marshal Robert G. Stonehouse to discuss
spending. The Budget Review Committee will meet at a later date
with Harry A. Hansen. Dorothy ~oneycutt and Robert R. Kern.
Personnel Policy Committee Report:
Bill $chisler reported the next Personnel Policy Conm]ittee Meeting
is January 19, 1982. Items that have been discussed are Com-
pensation, Work Schedules, Personal Leave and Grievance Procedures.
Bill Schisler reported a rough draft of Personnel Policies may
given to Council for study within the month.
Request for ~eflectors on Utility Poles:
Betty Ann Leaming offered to submit another letter to Tucson
Electric Power Company requesting reflectors on utility poles.
Town Audit:
The motion was made by Betty Ann Leaming not to pay the auditor
until he appears before Council in public session and explains to
Our satisfaction why he did not actually measure the gasoline in
storage but still stated that the amount in the audit report ac-
curately represented the amount of gasoline on hand. The motion
was seconded by F~d Honea. In discussion it was revealed by the
Mayor that most of the fee had already been paid and that only
1,000.00 of the fee remained unpaid.

Resolution 82-001 - Returning Unused Ia~d to Robert Honea
was read by John R. Moffitt, Town Attorney. The motion was
made by Tom Clark to return unused land to Robert Honea and
adopting Resolution 82-001. The motion was seconded by Mike
Calvin. The vote was unanimous in favor of adopting Resolution

Memo ge: Bonds, Marshal's Department:
Judge Harry Ao Hansen reported procedure of collecting bonds
and read Ordinance 77-5 Establishment of a Magistrate Court
of the Town of Marana pertaining to the collection of monies
and excerpts from Arizona Revised Statutes regarding the same.
Betty Ann Leaming and Mike Calvin are %o meet with John R.
Moffitt, Marshal Robert G. Stonehouse and Judge Harry A. Hansen
to discuss bonds.

January 11, 1982
I would like the record of this meeting to show that I did not and
do not agree with the position taken by a majority of the Town Council
last Saturday regarding allowing ~he Marshal to conduct an internal
investigation of his own department. For the ~rotection of all concerned,
I feel that the investigation of responses by the Marana Marshal's Office
and the Pima County Sheriff's Department should be conducted'by an
independent outside agency. I would prefer that the Arizona Department
of Public Safety examine the records of both the Marana Marshal's Office
and the Pima County 911 System and give the C6uncil a report of what really
happened last ThUrsday morning. Thank you.

0~DINANCE NO. 82.01 FARM MACHINEEY:
Betty Arm Lemming spoke in behalf of the proposed Ordinance No.
82.01 - Farm Machinery. The statement made by Betty Arm Leaming
is attached and made a part of the Minutes. Tom Clark spoke a-
gainst the proposed Ordinance. George F. Lemming spoke regarding
problems of on conzing traffic when a wide piece of machinery is
also traveling the streets and roads. Betty ~hm Lemming spoke
regarding visibility of machinery at dusk traveling the roads
and streets. Betty Arm Lemming spoke of speed lindts on Town
roads and streets. Bill Schisler spoke of flags on extremities
of wide farm machinery using streets and roads. Frank Doucette
spoke of flags on extremities of wide farm machinery using streets
and roads. Ed Honea spoke of courtesy of farm machinery persormel
using the streets and roads. George F. Lemming spoke of lumi-
nescent flags on extremities of farm machinery. The liability of
the Town of Marana was discussed in regards to an accident with
farm machinery and motorists. There were no objections voiced
by the Councilmembers %o research the cast of signs, Slow Moving
and Farm Vehicles, to be erected at the Town of Marana entrances.
The motion was made by Bill Schisler to table Ordinance No. 82.01 -
Farm Machinery until February 9, 1982, Regular Council Meeting.
The motion was seconded by Tom Clark. The vote was unanimous in
favor of tabling Ordinance No. 82.01 - Farm Machinery.
C0~INITY DEVELOPMENT BLOCK GP~TS:
Don Frew, Mayor, reported on Co~mmunity Development Block Grants
Small Cities Program. The program s~u~mary was distributed to each
Councilmember.
Mayor Don Frew reported that the Council of GOvernments eau prepare
a Community Development Block Grant application for the Town. The
Councilmembers discussed various items that could qualify for a
Community Development Block Grant.
Planning and Zoning Commission is to place Con~nunity Development
Block Grants on their Regular Maeting Agenda of January 27, 1982.
The motion was made by Tom Clark that the Planning and Zoning Com-
mission and each Councilmember submit a list of five eligible pro-
grs~s for a CDBG in the order of priority at the Regular Council
Meeting, February 9, 1982. The motion was seconded by Ed Honea.
January 20, 1982 1.
Mr. Mayor, I would like to speak briefly in behalf of my proposed
ordinance
First the ordenance is N__O~ an attempt to restrict the movement of
farm equipment on the Town's roads or prevent ~armers from using
Towns roads. I appreciate our farmers, and want them around for
a long time.
In fact, the ordinance is designed to protedt both farmers and
other users of the Town's roads from the consequences ~f ~osible
accidents. We have already ha~3 serious accidents involvin9
farm equipment and other drivers in the past 3 years, and I, for
one, do not want to wait until somebody else qets killed before
doing something about the problem and I do not want to see any
farmer put out of business because of a lawsuit resulting from
a major accident involving his equipment. And I certainly don't
want the Town to be liable for any unsafe conditions.
The problems that I am tryinm to solve with this ordinance are two:
First, we have a number of roads (Marana.Road, Sanders, Sandario
Avra Valley Road, and Darts of Grier) where cars and trucks travel
fast-much faster than most farm equipment and the other vehicles
on the road. That is the resason for section i and 2 of the ordinance
so that faster moving vehicles can see the slower ones in time to
slow down or pass safely.
It is a danger now because many of the farm vehicles and equipment
are not properly marked. They are especially hard to see at dusk
or shortly after sunset.

Second, we have a number of roads (Marana Road, Sanders, Sandario,
and Grier), that have only 12 feet wide traffic lanes and only narrow
about 4 feet wide) shoulders or no shoulders at all. On these
streets, when a car or truck meets, and extra-wide (more that 16 feet
wide) piece of farm equipment coming in the opposite direction, the
driver has no place to go unless he sees the equipment far enouah
ahead to turn off into a side road or driveway. Often, these pieces
of equipment that are extra-wide have extensions to the side that are
low and close to the Davement. These cannot be seen by oncoming drivers
until it is too late to turn off. Then, all they can do is stop
suddenly or get it.
That is the reason for Section 3. It is not intended for wide roads
such a Avra Valley Road, or dirt roads adjacent to fields where all
the traffic is going slow anyway.
In addition to the ordinance, I would also like to ask the Council
to vote to put signs saying "CAUTION-SLOW MOVING AND WIDE FARM
VEHICLES" at entrances to the Town on:
1.- Marana Road just west of 1-10;
2.- Sandario Road just south of I-!O
3.- Marana Road just east of the Santa Cruz River Bridqe;
4.- Sandario Road just north of the High School;
5.- Avra Valley Road just west of Happy Acres;
6.- Avra Valley Road just west of Sanders; and
7.- Moore Road just west of 1-10
These siqns would notify any driver enterin~ the Town that they must
drive carefully and look out for this specific traffic hazard This
should also help to protect drivers of farm equipment.

The vote was unanimous in favor of the Planning and Zoning Com-
mission and each Councilmember submit a list of five eligible
programs.
Yor's ~e~ort:
Mayor Don Frew reported that Pima County will hold a Special
Election, February 9, 1982.
Mayor Don Frew reported the 900 gal. tanker auetion will be
February 17, 1982 at the Marana County Yard. The minimmm bid
is $ 150.00.
Mayor Don Frew reported that the tanker ~d fire engine from
Arizona State Land Management will arrive January 26, 1982o
Mayor Don Frew reported that the matter of the paint and beads
for the Pavement Stripping Project had been referred to John
R. Moffitt, Town Attorney, January 18, 1982.
yor Don Frew reported the spreader arrived January 20, 1982.
The spreader was billed at $ 300.00,
Mayor Don Frew reported $ 54.14 had been paid to the Marshal's
Office. This was for lunches for search party organized on
January 16, 1982.
Mayor Don Frew reported that a $ 6000.00 force account is in
effect for the Marana Railroad Crossing.
Mayor Don Frew reported he has contac%ed Pima County in regards
to re-naming the Marana Park the Ken Hartsock Park.

in attendance at the Executive Session January 9, 1982

The motion was made by Bill Schisler to approve the Min-

and the Special Council Meeting of January 20, 1982. The
motion was seconded by Mike Calvin. The vote was unan-
imous in favor of approving the Minutes of January 11, 1982
and the Minutes of January 20, 1982.
Hetty Arm Leaming stated that she wished to abstain from
voting on the Minutes of the meeting of January 9, 1982.
The Minutes of the Special Council Meeting of January 9, 1982
were not included in the motion made by Bill Schisler to
approve the Minutes of previous meetings.
pETITIONS AND COMMENTS:
Emma Waples con~nented that constructive criticism belongs
in the Town Hall and that appreciation should be shown to
the Mayor and Council in trying to solve the Town's problems.
She also commented on the Town Marshal's Office and the trag-
edy of January 7, 1982 at Valley National Bank.

Mayor Don Frew reported the 900 gallon boot trailer
for oil will be auctioned at the Pima County Maintenance
Yard in Marama, February 17~ 1982 at 9:30 A.M.
Mayor Don Frew reported the cost of the tanker was
50.00, cost of repairs to fire truck was $ 425,00,
cost of paint for trueks was $ 317.31 for a total cost
of $ 792.21
Mayor Don Frew reported that ~knais Paint Company will air
freight a new sau~ple of paint to Marana on February 11, 1982.
Mayor Don Frew reported that Ferris Bead Company is to
pick up beads that failed the State test and new beads
from Potter Industries were delivered on February 9, 1982.
Mayor Don Frew reported that Co~m~unity Development Block
Grant written con~ments must be submitted by February 15~ 1982.
Mayor Don Frew reported that Cortaro Water User's ~ssocia-
tion would exchange excavation in pavement permit fee for
water for Town water truck.
Mayor Don Frew reported that the Town needs an additional
2,000.00 to finish the Marana Rail-road crossing.

letter to Tucson Electric Co~pany and that the letter
be mailed to Tucson Electric Company. John R. Moffitt re-
ported the deed to Robert Honea (un-used levee land) has
been recorded.

Marshal Stonehouse answered that no such investigation was
being conducted. He also answered that no time limit had
been placed on when or whether he would ask for an investi-
gation by an outside agency.

David Ellwood, Land Planner, representing Anderson Engineering,

Coumumit~ Develonment Block C~ant:
The Council and members of the public discussed eligible
projects to apply for a Community Development Block Grant.
The motion was made by Bill Schisler to apply for a CDBG
in the following priority: (1) Re-surfacing of 28 miles
of paved streets, (2) Santa Cruz River Channel, (3) Roads
and street drainage. The motion was seconded by Frank
Doucette. The vote was unanimous in favor of applying for
a CDBG in ~Bae above listed mar~}er.
Ordinance No. 82.01 - Farm Machinery:
Tom Clark stated that he felt the proposed ordinance would
be totally unfair to the farmers of the area. Frank Doucette
and Mike Calvin voiced the opinion that the proposed ordi-
nance was %oo strict on farmers. Betty Ann Leaming stated
she had made a survey of seven small cities: Avondale,
Chandler, Peoria, SUrprise, Tolleson, Gilbert, Mirage, con-
cerning their ordinance on farm equipment using the Town
roads and streets. The motion was made by Frank Doucette
not to accept the proposed Ordinance No. 82.01 - Farm Ma-
chinery. The motion was seconded by Ed Honea. The vote
was six yes with Betty Ann Leaming voting no. Tom Clark
stated he will approach farmers about ~ptaining farm equip-
ment signs for the entrances to the Town,
Vehicles for the Marshal's Department:
arshal Robert G. Stonehouse reported that a 1977 Dodge
would cost $ 1,050.00 and that the cost of a 1978 Chevrolet
would be $ 1,375.00. Revenues and expenditures of the Town
were discussed. The motion was made by Mike Calvin to pur-
chase 1977 Dodge and 1978 Chevrolet. The motion was sec-
onded by Frank Douaette.

EMMA WAPLES:
I think constructive criticism belongs in Town Hall
meetings. Also appreciation to the Mayor and the
Council members for their time and effort involved
in solving the Town problems.
Most people in Marana approve the operation of the
Marshal's Department. The tragedy at the Valley
National Bank was the fault of our judiciary system
in Tucson, not the Marshal.
I wish to thank the Marshal Department for the quick
apprehension of the criminals and not giving any
thought to their image problem.
As to dirty laundry, I don't have that problem. I
didn't think other people did.

Mayor Don Frew reported that a letter had been mailed to
Arizona Department of Transportation requesting em in-
crease in grant funds of $ 5,000.00 to complete the
Marana Road Railroad Crossing.
Mayor Don Frew reported that BKW Farms (Ralph Wong) had
filed an application to the State Land Department to pur-
chase state lease land located in Pinal County.
Mayor Don Frew reported ~at a 900 gal. oil boot tanker
had been purchased February 17, 1982 from an auction held
by Pima County Department of TranSportation. The price of
the oil boot tanker was $ 156.00.
Mayor Don Frew reported the availability of funds for 190 -
Section 8 Housing. The application must be made by March
16, 1982.
Mayor Don Frew reported that Ennis Paint Company (supplier
of paint markimg project) has until March 10, 1982 to sup-
ply an acceptable sample. Acceptable paint must be obtained
by March 2~ 1982.
Mayor Don Frew reported the beads (paint marking project)
from Ferro I~e. have been returned. Potter Industries,
Inc. has shipped 6060 pounds of beads to the Town. A sam-
ple of the beads has been sent to Phoenix.
Uayor Don Frew reported that David Morales is painting the
American La France Fire ]~ngine, the International tractor
and the tanker. David Morales is donating his services to
the Town.
Mayor Don Frew reported that Tom Swanson and Jess Brown of
PAG thought the re-surfacing of Town roads was a good pro-
ject for submission for a Community Development Block Grant.
By the Town's work force doing the re-surfacing project,
a 50% contribution would be met and materials could be paid
by a grant.
Mayor Don Frew reported the Corps of Engineers is beffng
transferred to San Francisco and that he could not giFe an
answer on the Santa Cruz River.
Vice-Mayor Bill Schisler reported he had attended a meeting
on Enhanced 911. Pima County is acting as the agent for the
Town of Marana. No decisions have been made.

Bill Schisler reported the fuel tanks are empty, h~_oy
Machine Company has not complied with our request for UL
approval or State Fire Code approval. The cost of purging
the fuel tanks were discussed. Tom Clark stated he would
contact Arizona Ammonia to see if they e~uld use the tanks
for liquid fertilizer. A bid would be submitted for the
purchase of the fuel tanks.
Windshield:
Mayor Don Frew reported that $gt. Naomi Blenden's windshield
was broken when she used her vehicle for the move of the
Marshalls Office to the new quarters. (Pima County Sheriff's
Substation). The motion was made by Ed Honea not to pay
the replacement cost of Sgt. Blenden~s windshield. The
motion was seconded by Tom Clark. The vote was five yes.
Don Frew and Frank Doucette voted no.

Frank Doucette reported that Tucson Electric Company will
have the reflectors installed on utility poles March 12, 1982.

Mayor Don Frew reported the Com~anity Development Block
Grs~t Program was progressing well. Mayor Don Frew is
workiz~ with Suzaune Shields of Pima County Flood Con-
trol in developing a Gr~t for the Santa Cruz River Low
Flow Channel pending approval of the Corps of Engineers.
The pro~ect will be designed to do work on 5 3/10 miles
of riwer charnel.
Mayor Don Frew reported on the Contingency Plan for Emer-
gency Evacuation of the Marana School at the Grier Road
Site. The consensus of the Town Council was that the
Town of Marana Marshal's Office should be notified first
of any ewacuation at the school site instead of the De-
partment of Public Safety.
Mayor Don Frew reported he is still working on the Marana
Road Rail Road Crossing. There are suggested alternates
but no increase in monies,
Mayor Don Frew reported that the paper work must be received
from the Federal GOvernment before starting the Paint Striping
Project. The paint must be thinned and does not meet spec-
ifications. Verbal go ahead has been given by Orville Abney
of the Arizona Department of Transportation,
Mayor Don Frew reported that he was working on a Cormurdnity
Block Grant Program for streets. The cost of re-surfacing
one mile with a 24 foot width is $ 12,070.00, materials
only. Using Slurry Seal with 3/8" rock would be $ 17,250.00
per mile. Using double chip and seal applied would be
22,528.00 per mile.
Mayor Don Frew reported that no monies were available this
fiscal year for the Federal ~id Secondary Roads located in
the Town Limits of Marana. (Marana Road and Avra Valley Road).
Mayor Don Frew reported the Council had been approached re-
garding dedication of Barnett Road between Sandario Road and
Sanders Road. Barnett Road right-of-way dedication to be
placed on agenda for May t0, 1982 Regular Council Meeting.
Mayor Don Frew reported that he had a proposal from Charles
Ginn of Pima County Department of Transportation to maintain
5.75 miles of Twin Peaks ~nd Sanders Road. The Town would
agree to maintain 4.5 miles of Barnett Road, Postvale Road~
Sanders Road, ~irby Hughes Road and Hardin Road. The con-
sensus of the Council was to accept the proposal.

These pieces of equipment can be modified to meet the needs

The motion was made by Ed Hence to raise the wages of Robert
R. Kern and Frank Briggs $.50 an hour, retroactive to March
1, 1982. The motion was seconded by Bill Sehisler. The
vote was unanimous in favor of a $.50 an hour raise for
Robert R. Kern and Frank Briggs.

The motion was made by Frank Doucette to table the

Mayor Don Frew reported he had applied for 12.5 mile
of over-lay for the three Federal Aid Secondary roads
in Marana. (AFra Valley Road, Marana Road and Sandario
Road). 2he total grant application is $250,000.00.
Mayor Don Frew reported he had discussed with S~zanne Shields
and Charles Huckelberry of the Pima County Department of
Trsmsportation and Flood Control the rip-rap and ce-
mentation of Sandy Street. Low flow charmel of the
Santa CrUz River was discussed. Verbal approval has been
given by the Corps of Engineers in Los ~geles for the
work in the Santa Cruz River. Written approval from the
COrps of Engineers should arrive within one week.
Mayor Don Frew reported that an adjuster from St. Paul
Insurance Company will be in Marana, May 6, 1982 to look
at the equipment of South Tucson, A claim for the damage
of South Tucson's equipment has been filed by the Town of
Marema. No response from St. Paul Insurance Company to
the Town as to liability c~verage on our policy.
Mayor Don Frew reported he had contacted Dick Blair of
Bl~ektoppers, Inc. Mr. Blair offered to rent the Town
a 225 gal. boot trailer for $ 75.00 per day. Mr. Blair
suggested a crack filler for the roads. %"he price is
3.00 per gal.
Mayor Don Frew reported the cost of a mile of road using
3/8" Slurry Seal is $ 17,250.00 per mile.

Jack Horton reported chain link fence had been donated to
the Town by Gene Sparks. Six 45 ' trusses have been
donated by Harold Reyher with a minimum value:of $ 24,000.00
placed on the trusses by Robert Ray, Building Inspector.
Frank Doucette requested ~n Advisory Committee to work

Barnett Road Dedication:
Dorothy M. Honeycutt reported that Jeff Anderson of Anderson
Associates has obtained the legal descriptions for the
Barnett Road Dedication from Sanders Road th the access Road.
Jeff Anderson said Anderson Associates would complete the
Barnett Road Dedication at no cost to the Town.
Plarming Commission at January 27, 1982 Meeting had rec-
ommended the acquisition of Barnett Road from Sanders Road
to Sandario Road and the paving of Barnett Road for the ndle
and a half from Sanders Road to Lon Adams Road).
Resolution No, 82-00~ - Community Development Block CTant
Program:
Mayor Don Frew read Resolution No. 82-003. The motion was
made by Bill Sehisler to adopt Resolution No. 82-003 -
Authorizing the Submission of two applications for State
Community Development Block Grant F~nds. The motion was
seconded by Mike Calvin. The vote was unanimous in favor
to adopt Resolution No. 82-003.
Farmers C~oup Ad-~oc Committee:
Bill $chisler spoke of farm related problems regarding the
roads in the Town. Tom Clark stated he would contact ~eorge
Scott and Art Pacheo (farmers) to see if they would Serve
on the Street Advisory Committee. The Street Advisory Com-
mittee was suggested by Frank Doucette under Street Report.
Tom Clark stated he would come back to the Coumcil, June 14,
1982 regarding the two farmers serving on the ~dvisory Com-
mittee.
The motion was made by Bill Sehisler to take a five minute
eess. The mo%ion was seconded by Mike Calvin. The vote
was unanimous in favor of recessing for five minutes.

The motion was made by Bill Sehisler that the Personnel Policy
Committee review the draft copy of %he Rules of the Marana
Town Council and return to Council on J~me 14~ 1982. The

in favor of the Personnel Policy Committee reviewing the
draft copy of the Rules of the Marana Town Council.

Valley Fire District.

Mayor Don Frew stated the cost of having new Town maps drawn
to include the proposed annexation would be $ 350.00. (Max-
imtun estimate from Ruiz Engineering Corporation).
The motion was made by Bill Schisler to adopt Ordinance 82.01 -
Annexation - with the stipulation that petitioners of said
ar~exed area would pay the costs of drawing a new Town map
which includes the new boundaries. The motion was seconded
by Fd. Honea.

mount of money to get a proper building with the volunteers
that are working on the building to continue with plans for

Flood Control is submitting an application for work in the

sent to Paul Swift of P.P.E.P. Housing and Development
notifying Mr. Swift that he did not follow the proper proce-
dure requested by this Council giving him a second chance
to get the required number of signatures within a ~ mile
radius of the proposed building site and ~here is no need
of a Special Meeting. The motion was seconded by FrankDoucette.
The motion was made by Bill Schisler to recess at 7:35 P.M.
The motion was seconded by Ed Honea. The vote was unanimous
in favor of a recess.

The motion was made by Ed Honea that a letter be sent to
Paul Swift that since most of the names on the petition are
outside the ~mile radius of the proposed 24 unit rental
project and because we know of several people within the ~
mile radius that are opposed to the land use change as were
before we don't feel that there is a change of interest Or
change of attitude of ~2ae citizens in the ~ mile radius and
therefore we don't feel a Special Meeting is necessary. The
motion was seconded by Frsmk Doucette. The vote was unanimous
in favor of not having a Special Meeting for the proposed 24
unit rental project.

was made by Ed Honea to ask Crc Valley to pay dispatching
services as follows: 40~ of ~e the requested $ 49~984.00
for Town dispatchers and 40~ of $ 9~796.00 fringe benefits
which amounts to $ 23,512.00 for services of dispatching for
Oro Valley. ~le motion was seconded by Tom Clark. The vote
was unanimous in favor of asking 0rO Valley for $ 23,512.00
for dispatching services for FY 1982-83.

The Council discussed prisoners working in order to pay
their fines. Bill Schisler read liability coverage for
the Town of Marana. (Copy in file). The motion was made
by Tom Clark to adopt a policy of prisoners working to
pay their fines on a three month trial basis at the rate
of $ 4.00 per hour. The motion was seconded by Ed Honea.
Tom Clark, Ed Honea and Bill Schisler voted yes. Betty
Ann Leaming~ Frank Doucette and Mayor Don Frew voted no.
Motion failed.
MINOR TRAFFIC-NON USE OF STATE P~OSECUTOR:
Bill Schfsler reported that the State Prosecutor would not
appear for r0inor traffic citations and that the Judge and
the Arresting Officer would handle the minor traffic. The
motion was made by Bill Sahisler to have the Judge and Ar-
resting Officer handle minor traffic cases. The motion was
seconded by Ed Honea. The vote was unanimous in favor of
the Judge and Arresting Officer handle minor traffic cases.

Mayor Don Frew read letter from Marshal Robert G. Stonehouse
regarding school bus loading zone on McDuff Road. (Copy in

School Crossings. (Copy in file). The Couneil discussed
pedestrians walking on McDuff Road. The problem of parents
dropping their children off at school was discussed. The
motion was made by Ed Honea that McDuff Road be posted "NO
PARKING" on the east and west side from Grief Road to the
Access Road. The motion was seconded by Bill Schisler. There
were five yes votes. Betty Ann Leaming voted no.

reported the Town of Oro Valley had offered to pay $ 15,000.00
this fiscal year for dispatching services plus a 1978 Chevrolet
T T. Pickup valued at $ 3,400.00. Dr. George F. Leaming re-
viewed first quarter estimates in revenues.

Dr. George F. Leaming presented revised vicinity plan. Dr.
Leaming read resolution for the Rising - Fiery Mobile Home Park
approved by the Planning Commission. The motion was made by
Mike Calvin to approve the vicinity plan for the Rising -Flory
Mobile Home Park dated July 21, 1982 submitted by Barger En-
gineering, with the stipulation that there be indicated along
the north, south, and west property lines a six-foot high fence
or wall appropriately landscaped on the outside of the fence or
wall, and landscaping is to hide the park from outside view to
a height of at least six feet.

or Don Frew reported that Pima County could not honor the
IGA because of the $ 8,000.00 limit in the IGA. Mayor Don
Frew reported the price of the paint will be increased by
l0 % September l, 1982 and that Pima County needs to calibrate
their machines to meet Arizona Department of Transportation
specifications.
John R. Moffitt, Town Attorney, stated that Pima County has
to calibrate their machines and do not know the cost of the
calibration. The two options are: Do the striping up to
8,000.00 or do entire striping and bill the Town of Marana
for any amount over $ 8~000.00.
Nayor Don Frew reported the amount of the striping grant is
11,023.05. The Striping grant expires September 30~ 1982.
John R. ~offitt stated that the conditions of the grant are
that the entire striping of the streets must be completed.
Ed Honea questioned the liability of the Town of Marena as
listed in the IGA.
Joku R. Yoffitt stated the Town of Marana is assuming no li-
ability according to the IGA.
The motion was made by Mike Calvin to adopt the IC~o stripe
Town streets in ~ amount not to exceed $ 12,500.00 and if
the Town is not covered by liability insurance to contact
Elaine Jones~ Town Insurance Agent. The motion was seconded
by Ed Honea. The vote was unanimous in favor of adopting the
IGA not to exceed $ 12,500.00.

Grant for the Town of Maraua streets. Johu E. Moffitt, Town

Mayor Don Frew presented two estimates for chipping
and sealing Town streets. Dick Blair of Blacktoppers,
Inc. submitted au estimate of $ 8,588.80 per mile or
61 square yard. Roy Quinn of Southern Arizona Pav-
ing Company submitted au estimate of $ 7,738.00 per
mile of $°55 per square yard. The above estimates~
are based on the contingency of the use of the Town's
three employees and use of the water truck and sweeper.
Ed Vance of the Office of Economic Planning and Devel-
opment will contact Mayor Don Frew September l, 1982
regarding grant for roads.
The Town roads to be chipped and sealed were discussed
in order of priority.
The motion was made by Frank Doucette to approach the
Office of F~onomic Plmmuing and Development regarding
using licensed contractors to chip and seal the Town
roads. The motion was seconded by Ed Honea. The vote
was unanimous in favor of approaching the Office of
Economic Planning aud Development.

submitted to Urban Development Action Grant Program

ELECTION OF VICE-MAYOR:
The motion was made by Ed Honea to elect Tom Clark to the position
of Vice-Mayor. The motion was seconded by Frmuk Doucette. The
vote was unanimous in favor of electing Tom Clark to the position
of Vice-Mayor.
ELECTION PROCLAMATION:
The Proclamation of Election read by Bill Sehisler, Mayor --- A
primary election to be held on Tuesday, March 22, 198~ snd a
general election to be held on May 17, 198~.
COI$~JNITYDEVELOPMENTBLOCK GRANT:
The Council discussed the roads to be chip and sealed under the
Community Block Grant. John R. Poffitt stated the specifications
for chip and seal were in order. Frank Doucette read a list of

RESOLUTION NO. 82-009 (MARANA CANNING COMPANY):
Mayor Bill Schisler spoke on the Community Development Action Grant,
the intents and purposes.
Tom Clark spoke on the grant to the Town of Merana and the obligations
of the Town.
A1 Williams, Narana Csm~uing Company, spoke on the proposed financing
package.
Mayor Bill Schisler stated that as of November 30, 1982 the Town of
Marana will no longer be a distressed Town.
Dr. George F. Learning stated the Marana Csrming Company application had
not been approved by the Planning and Zoning Commission.
The motion was made by Nike Calvin to adopt Resolution No. 82-009 as
presented and wiTd~ additions. (Copy in file).
The motion was seconded by Ed Honea. The vote was unanimous in favor
of adopting Resolution No. 82-009 with additions.
