SUMMARY MINUTES
CALL TO ORDER AND ROLL CALL
Mayor Honea called the meeting to order at 7:00 PM and directed the Clerk to call the roll.
Vice Mayor Jon Post; Council Members Dave Bowen, Patti Comerford, Herb Kai (arrived:
6:21 PM), Roxanne Ziegler and John Officer were present. There was a quorum of council
members present constituting a quorum.
PLEDGE OF ALLEGIANCE/INVOCATION/MOMENT OF SILENCE: Led by Mayor Honea.
APPROVAL OF AGENDA
Vice Mayor Post moved and Council Member Bowen second the motion approving the agenda
as presented. Motion passes, 6-0.
COUNCIL ACTION
Al PUBLIC HEARING: Resolution No. 2019-120: Relating to Development; adopting the
Marana 2040 General Plan and calling an election to be conducted in conjunction with the
December 10, 2019 Special Session Meeting

Mayor Honea opened the public hearing to receive public testimony on this item.
Development Director Jason Angell provided a PowerPoint presentation overview on the
Make Marana 2040 General Plan. Below is an overview of the presentation. (A copy of this

General plans; open space designation (A.R.S. 9-461.06 Paragraph N)
• In applying an open space element or a growth element of a
general plan a municipality shall not designate private land or
state trust land as open space, recreation, conservation or
agriculture unless the municipality receives the written consent
of the landowner or provides an alternative, economical
viable designation in the general plan or zoning ordinance,
allowing at least one residential dwelling per acre. If the
landowner is the prevailing party in any action brought to
enforce this subsection, a court shall award fees and other
expenses to the landowner. A municipality may designate land
as open space without complying with the requirements of this
subsection if the land was zoned as open space and used as a

golf course pursuant to a zoning ordinance adopted pursuant to
article 6.1 of this chapter before May 1, 2000 and the designation
does not impose additional conditions, limitations or
restrictions on the golf course, unless the land is state trust land
that was not planned and zoned as open space pursuant to title
37, chapter 2, article 5.1.

Major Amendment, to include:
■ Staff recommended changes - #1 through #4, with changes
■ Under #4, bullet 3 of the staff recommended changes, include page 2-
15 and delete "support for."
■ In #1 of the staff recommended changes, replace "ASLD Lease Area"
with "Tortolita Preserve."
o On the FLU map, change the Tortolita Preserve area to a different shade of
the same State Land color, so it stands out a little bit.

Mr. Angell stated if the Council feel is appropriate this evening we would ask that you part of
the plan by adopting the resolution that is before you this evening the date is established
would be the voter ratification date in which this would be before the voter the council feels
that significant changes or substantial changes are necessary we would continue this item for a
future date for consideration to allow staff to make the appropriate changes at that time.
Mayor Honea stated he would do something that is a little irregular as the Planning
Commission Chair Schnee did it and it worked well for him. He has spoken with the Town
Attorney and Town Manager ahead of his motion.
Mayor Honea moved and Vice Mayor Post second the motion to do away with the SPA
(Special Planning Area) period on all state land, all state land property will be zoned LDR
(Low Density Residential) that would be two rack or less and includes the information Mr.
Angell provided relating to TP in the matrix; there are three pieces of state land specifically;
the 885 not located in town, but it is located within Marana's planning area; to place a
designation over it. The County can supersede this if it is not incorporated into one of
Marana's communities. The 8,000 acres around the preserves that will all be LDR exactly as
the Planning Commission deemed it, open space for perpetuity in its exact location. The third
state land piece is located in Pinal County on a piece of land the town is working to annex in
order to the airpark so to create jobs for our region and it should be designated to what is
deemed appropriate by Pinal County and would transition into Marana's zone.

Mayor Honea requested a roll call vote of the Council, and Town Clerk Cherry Lawson called
the roll.
Ayes: Mayor Honea, Vice Mayor Post, Council Members Comerford, Bowen, Kai, Officer
and Ziegler.
Nays: None
Motion passes unanimously, 7-0.

Mr. Cassidy stated the Council has not adopted the resolution, and still needs to take action on
it.
Mayor Honea moved and Vice Mayor Post second the motion to adopt Resolution No. 2019-
120 with the noted changes. Motion passes, 7-0.
EXECUTIVE SESSIONS
E1 Executive Session pursuant to A.R.S. §38-431.03 (A), Council may ask for discussion or
consideration, or consultation with designated Town representatives, or consultation for legal
advice with the Town Attorney, concerning any matter listed on this agenda for any of the
reasons listed in A.R.S. §38-431.03 (A).
FUTURE AGENDA ITEMS
Notwithstanding the mayor's discretion regarding the items to be placed on the agenda, if
three or more Council members request that an item be placed on the agenda, it must be
placed on the agenda for the second regular Town Council meeting after the date of the
request, pursuant to Marana Town Code Section 2-4-2(B).
