recommended conditions.

Traffic Counts and Analysis
•Turning movement counts taken during 7-9 a.m. and
4-6 p.m. in October 2019, on days when school was
in session
•Traffic on Moore Road was grown by ~2% each year
to account for increased demand
•24-hour counts taken in August 2020 and grown by a
factor 2.73 to account for COVID-19 impacts

•NB and SB earn an “F” in the morning even without the
Tortolita 30 project
•EB and WB earn an “F” in the morning with an all-way
STOP
•All approaches to the intersection earn a “B” or better
with a roundabout

Recommendations from the Traffic Analysis for Tortolita Road/
Moore Road
•Delays are expected during school drop-off/pick-up, primarily
in the morning
•Mitigation measures are unnecessary for majority of the day
•All-way STOP control is not warranted
•The Town has directed that a roundabout will be required
•Traffic signal at Dove Mountain Bl/Moore Rd may create gaps
for traffic on Tortolita Rd to enter Moore Rd
•Conduct observations when signal is operational and school is
in session prior to installing a roundabout
