•March 17, 2020: Marana Ordinance 2020.006; Temporarily Suspending
Enforcement of Town Code 14-5-4 (Non-Payment of Delinquent Bill, Filing
of a Lien, Interest) effective until April 30, 2020
•April 21, 2020: Marana Ordinance 2020.007; Amending Marana
Ordinance 2020.006 to Extend the Temporary Suspending Enforcement
of Town Code 14-5-4 (Non-Payment of Delinquent Bill, Filing of a Lien,
Interest) effective until the Mayor’s March 17, 2020 Proclamation of
Emergency is withdrawn
•The intention of the suspension was to ensure the critical access to water
to keep the community safe as well as provide temporary relief for
customers who might have experienced a COVID-19 related hardship
Background

•Suspension of disconnects was applied to all customers regardless of
circumstances
•Customers remained responsible for water usage and were encouraged to pay
if able
•Delinquencies have approximately doubled since March 2020 equating to approximately
$75,000 in past due receivables at the October billing
•It becomes increasingly difficult to get caught up the farther customers fall
behind
•Staff is developing payment plan options and financial hardship assistance program
•Ensure the utility can maintain required service delivery

•Rescind Ordinance 2020.007 with an effective date of February 1, 2021
•Provide direction to staff to continue to implement payment plan options
and other customer assistance programs
