RELATING TO ECONOMIC DEVELOPMENT; APPROVING THE MARANA
MATTERS: COVID19 SMALL BUSINESS ASSISTANCE PROGRAM TO ASSIST SMALL
BUSINESSES LOCATED WITHIN THE TOWN OF MARANA IMPACTED BY THE
COVID-19 PANDEMIC; AND APPROVING A CORRESPONDING BUDGET
CAPACITY TRANSFER FROM THE GENERAL FUND CONTINGENCY LINE ITEM TO
THE ECONOMIC DEVELOPMENT DEPARTMENT BUDGET IN THE FISCAL YEAR
2020-2021 BUDGET
WHEREAS the Town Council is authorized by A.R.S. § 9-240(A) to control the
finances of the Town; and
WHEREAS, on March 13, 2020, the United States government declared a National
Emergency related to the COVID19 pandemic; and
WHEREAS, on March 17, 2020, Mayor Ed Honea issued a Proclamation of Local
Emergency in response to the actions taken by federal, state, and local jurisdictions in
addressing conditions related to the COVID19 pandemic outbreak; and
WHEREAS small businesses within the Town of Marana have been negatively
affected by the COVID19 pandemic; and
WHEREAS on July 21, 2020, the Town Council adopted the fiscal year 2020-2021
budgetary document and overall financial plan which set the legal level of budgetary
control at the department level for the General Fund and at the fund level for all other
funds; and
WHEREAS transferring amounts within the fiscal year 2020-2021 budget will not
significantly impact the General Fund; and
WHEREAS reallocations of budgetary amounts between the contingency line item
in the General Fund to other line items are necessary from time to time; and
WHEREAS the Town Council finds that approving the Marana Matters: COVID19
Small Business Assistance Program and approving the budgetary reallocations
addressed by this resolution are in the best interest of the Town of Marana.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF
THE TOWN OF MARANA, ARIZONA, as follows:

SECTION 1. The Marana Matters: COVID19 Small Business Assistance Program
as described in Exhibit A,attached to and incorporated by this reference in this resolution,
is hereby approved.
SECTION 2. The transfer of $100,000 in budget capacity from the General Fund
contingency line item to the Economic Development Department budget in the fiscal year
2020-2021 budget for the business assistance program is hereby approved.
SECTION 3. The Town's Manager and staff are hereby directed and authorized to
undertake all other and further tasks required or beneficial to carry out the terms,
obligations, and objectives of this resolution.
PASSED AND ADOPTED by the Mayor and Council of the Town of Marana,
Arizona, this 19th day of January, 2021.
