BACKGROUND

•March 17, 2020: Marana Ordinance 2020.006; Temporarily Suspending Enforcement of Town Code 14-5-4 (Non-Payment of Delinquent Bill, Filing of a Lien, Interest) effective until April 30, 2020
•April 21, 2020: Marana Ordinance 2020.007; Amending Marana Ordinance 2020.006 to Extend the Temporary Suspending Enforcement of Town Code 14-5-4 (Non-Payment of Delinquent Bill, Filing of a Lien, Interest) effective until the Mayor’s March 17, 2020 Proclamation of Emergency is withdrawn
•December 15, 2020: Marana Ordinance 2020.022; Rescinding Marana Ordinance 2020.006 as amended by 2020.007 and authorizing Town staff to implement payment plan options and other customer assistance programs for the collection of delinquent payments

•Communication went out to all customers with 60+ day balances
•Direct mailers
•Social media
•Resumed normal practices February 1, 2021
•Scheduled approximately 110 accounts for disconnection
•11 were disconnected and reconnected
•All others paid in full or entered into payment plans prior to disconnection
•Payment Plans
•116 applications –total balanced owed $78,896
•90 –6 month plan; 17 –12 month plan; 9 with no follow up
•Customer Assistance
•As of March 29, 32 eligible customers –12 COVID-19 Hardship ($4,505); 20 COVID-19 and Income Eligible ($8,762) –total $13,267
•Total delinquent customer balance as of February billing -$70,000
RECOMMENDATION

•Adopt Resolution 2021-043 authorizing the transfer of budget capacity
from the General Fund contingency to the water department for FY21 of
up to $75,000
•Amount requested looks to ensure we have adequate capacity available for those
who should need it
