Civic Center Drive, Marana, Arizona 85653 Council Chambers,June 1, 2021, at or after 6:00 PM Ed Honea, Mayor Jon Post,Vice Mayor Patti Comerford, Council Member Jackie Craig, Council Member Herb Kai, Council Member John Officer, Council Member Roxanne Ziegler, Council Member SUMMARY MINUTES CALL TO ORDER AND ROLL CALL Mayor Honea called the meeting to order at 6:00 PM and directed the Clerk to call the roll. Mayor Honea, Vice Mayor Post, Council Members: Jackie Craig, Patti Comerford (Excused), Roxanne Ziegler,John Officer (Excused), and Herb Kai. PLEDGE OF ALLEGIANCE/INVOCATION/MOMENT OF SILENCE: Led by Mayor Honea. APPROVAL OF AGENDA Vice Mayor Post, moved and Council Member Kai second the motion to approve the agenda as presented. Motion passes, 5-0. CALL TO THE PUBLIC No comments were offered during the meeting. PROCLAMATIONS MAYOR AND COUNCIL REPORTS: SUMMARY OF CURRENT EVENTS 1 Regular Council Meeting Summary Minutes 06/01/2021 Mayor Honea reported that several individuals attended the 2340 Foundation Event at the Ritz Carlton. He attended the PAG RTA Meeting a week ago and expressed that there are some problems there that all are trying to fix. He and Town Manager Terry Rozema attended the groundbreaking for Roche Swiss Company that build Ventana,and has built one building in Marana at approximately 60,000 sq. ft. They will build another 60,000 sq. ft. building, and hope to build that quickly as well. There will likely be some 100 or more employees employed with them. MANAGER'S REPORT: SUMMARY OF CURRENT EVENTS Town Manager Rozema reported on the following: • Council Executive Report for May has not yet been completed; however, it will be completed and ready for posting to the Town's website by end of week. • Development Services issued 82 SFR permits for the month of May, compared to last year of 57 issued. • Town staff has been working on recruiting the new Airport Manager. Two candidates were interviewed, and the Town selected one of the candidates for the position. The Town made the selected candidate an offer that which was accepted. At this point,details are now being finalized and a start date will soon be provided. • The Town had a number of new hires over the last few weeks in a few departments. • The Marana Pool has opened as of May 29. PRESENTATIONS P1 Relating to Intergovernmental Relations; Presentation and update by Tony Smith, President and CEO of the Pinal Partnership on change in leadership, new projects, and future plans (Libby Shelton) Tony Smith, President and CEO of the Pinal Partnership provided a PowerPoint Presentation to Council. (A copy of the presentation is on file in the Town Clerk's Office for review, as well as on the Town's website at www.Maranaaz.gov.) Mayor Honea introduced Tony Smith stating he is a former mayor of City of Maricopa, a Pinal County Supervisor, and he is now leading the Pinal Partnership. Mr. Smith provided an overview of the activities that are occurring in Pinal County, and provided a PowerPoint Presentation of his report. (A copy of the presentation is on file in the Town Clerk's Office as well as available on the Town's website at www.MaranaAZ.gov for review.). P2 Relating to Finance; presentation of the Town's Fiscal Year 2020-2021 Third Quarter Investment Report and report regarding compliance with the Town's Investment Policy (Yiannis Kalaitzidis) 2 Regular Council Meeting Summary Minutes 06/01/2021 Finance Director Yiannis Kalaitzidis provided a PowerPoint Presentation on the Town's Fiscal Year 2020-2021 Third Quarter Investment Report and report regarding compliance with the Town's Investment Policy. (A copy of the presentation is on file in the Town Clerk's Office for review as well as provided on the Town's website for review.) CONSENT AGENDA Cl Resolution No. 2021-072: Relating to Development; approving a final plat for Gladden Farms Block 31, Lots 1 -115 and common areas A-1 - A-9 and B-1 - B-3, located generally north and east of Mike Etter Boulevard and south of West Moore Road (Anita McNamara) C2 Resolution No.2021-073: Relating to Development;approving a development plan for the Camino de Oeste Rental Homes located at the northeast corner of North Camino de Oeste and West Tangerine Road (Cynthia Ross) C3 Resolution No. 2021-074: Relating to Addressing; renaming "Breakers Road" located south of Tangerine Road to "Marana Tech Drive" (Jacob Payne) C4 Resolution No.2021-075:Relating to Public Works;authorizing the Town Manager to sign all documents and do all other things necessary or prudent to obtain land use rights from the Central Arizona Project (CAP) needed for the Santa Cruz River Shared Use Path CalPortland Segment, Town of Marana Project No. PK023 (Jane Fairall) C5 Resolution No. 2021-076: Relating to Marana Regional Airport; approving and authorizing the Town Manager to execute the Landlord's Release and Consent among Pima Aviation, Inc., Zions Bancorporation, N.A. dba National Bank of Arizona, and the Town of Marana relating to the Amended, Restated and Consolidated Marana Regional Airport Lease Agreement with Pima Aviation, Inc., for the lease of real property located at the Marana Regional Airport, 11700 West Avra Valley Road (Jane Fairall) C6 Approval of the Regular Council Meeting Summary Minutes of May 18, 2021 (Cherry L. Lawson) Council Member Kai moved and Vice Mayor Post second the motion approving the Consent Agenda as presented. Motion passes, 5-0. LIQUOR LICENSES L1 Relating to Liquor Licenses; recommendation to the Arizona Department of Liquor Licenses and Control regarding an application for a Location/Owner Transfer of a Series #06 bar liquor license submitted by Javier Andres Teran on behalf of Nana's 3 Regular Council Meeting Summary Minutes 06/01/2021 Kitchen, located at 8225 North Courtney Page Way Suite 129, Tucson, AZ 85743 (Cherry L. Lawson) Ms. Lawson provided an overview of the application for a Location/Owner Transfer of a Series#06 Bar Liquor License on behalf of Nana's Kitchen. Town staff recommends that an order recommending approval be submitted to the DLLC for this liquor license application. Vice Mayor Post moved and Council Member Ziegler second the motion to submit to the DLLC an order recommending approval of an application for a Location/Owner Transfer of a Series #06 Bar Liquor License submitted by Javier Andres Teran on behalf of Nana's Kitchen, located at 8225 North Courtney Page Way,Suite 129, Tucson,AZ 85743. Motion passes, 5-0. Lawson) Ms. Lawson provided an overview of the application for an Acquisition of Control of a Series #012 Restaurant Liquor License on behalf of Nana's Kitchen. Town staff recommends that an order recommending approval be submitted to the DLLC for this liquor license application. Motion passes, 5-0. BOARDS, COMMISSIONS AND COMMITTEES COUNCIL ACTION Al Resolution No. 2021-077: Relating to Administration; approving and authorizing the Mayor to execute an Intergovernmental Agreement with Pima County for Pima Early Education Program (Lisa Shafer) Community Development Director Lisa Shafer provided an overview of Resolution No. 2021-077 approving and authorizing the Mayor to execute an Intergovernmental Agreement with Pima County for Pima Early Education Program. 4 Regular Council Meeting Summary Minutes 06/01/2021 Council Member Kai moved and Council Member Ziegler second the motion to approve Resolution No. 2021-077. Motion passes, 5-0. A2 Resolution No. 2021-078: Relating to Administration; adopting the Town of Marana Public Safety Personnel Retirement System (PSPRS) Pension Funding Policy for FY 2021-2022 (Yiannis Kalaitzidis) Mr. Kalaitzidis provided an overview of Resolution No. 2021-078 adopting the Town of Marana Public Safety Personnel Retirement System (PSPRS) Pension Funding Policy for the fiscal year 2021-2022. (A copy of the presentation is available in the Town Clerk's Office for review. Council Member Ziegler moved and Vice Mayor Post second the motion to approve Resolution No. 2021-078. Motion passes, 5-0. ITEMS FOR DISCUSSION/POSSIBLE ACTION D1 Relating to Development and Public Works; update, discussion, and possible direction regarding public and private projects and development applications on the Town's Marana Current and Proposed Projects internet site (Jason Angell) Development Services Director Jason Angell provided an overview of the public and private projects and development applications on the Town's Marana Current and Proposed Projects internet site. D2 Relating to Legislation and Government Actions; discussion and possible action regarding all pending state, federal, and local legislation/government actions and on recent and upcoming meetings of the other governmental bodies (Terry Rozema) Mr. Rozema reported he did not have any updates to offer, as there is no movement locally, statewide or on the federal level. EXECUTIVE SESSIONS Pursuant to A.R.S. § 38-431.03, the Town Council may vote to go into executive session, which will not be open to the public, to discuss certain matters. El Executive Session pursuant to A.R.S. §38-431.03 (A), Council may ask for discussion or consideration, or consultation with designated Town representatives, or consultation for legal advice with the Town Attorney, concerning any matter listed on this agenda for any of the reasons listed in A.R.S. §38-431.03 (A). FUTURE AGENDA ITEMS 5 Regular Council Meeting Summary Minutes 06/01/2021 Notwithstanding the Mayor's discretion regarding the items to be placed on the agenda, if three or more Council members request that an item be placed on the agenda, it must be placed on the agenda for the second regular Town Council meeting after the date of the request, pursuant to Marana Town Code Section 2-4-2(B). Council Member Kai requested to have Town staff to look into the housing community to determine why first time homebuyers are not able to purchase a home in today's market especially as interest rates are at its lowest rate. Mayor Honea, Vice Mayor Post and Council Member Ziegler agreed to have staff look into the housing concerns as it relates to first-time homebuyers. ADJOURNMENT Mayor Honea asked for a motion to adjourn the meeting. Vice Mayor Post, moved and Council Member Kai second the motion to adjourn the meeting. Motion passes 5-0.
