HomeMy WebLinkAbout02/06/2007 Blue Sheet MOU for Grant Application TOWN COUNCIL MEETING INFORMATION MEETING DATE: TOWN OF MARAN A February 6, 2007 AGENDA ITEM: 1.7 TO: MAYOR AND COUNCIL FROM: Richard Vidaurri, Chief of Police SUBJECT: Resolution No. 2007-17: Relating to the Police Department: approving and authorizing full execution of a Memorandum of Understanding with the Pima County Attorney's Office and the Town of Marana as a partner in the U.S. Department of Justice Office of Violence Against Women Rural Grant Application. DISCUSSION The Pima County Attorney's Office is applying for a $325,685 two-year grant from the US Department of Justice Office of Violence Against Women to establish a network ofthree Victim Witness Program Satellite Offices in order to better: (a) meet the unique needs of domestic violence, dating violence, sexual assault, stalking and child abuse victims living in the rural areas of Pima County, AZ; (b) ensure victim safety; and (c) hold offenders accountable. Partners in the project · Law enforcement: Pima County Sheriffs Office, Sahuarita Police Department, Marana Police Department, Oro Valley Police Department, and The Tohono O'odham Nation Police Department. · Not-for-profit Organizations: The Brewster Center Domestic Violence Services, Inc. and Casa de Esperanza. · Other Government: Pima County Natural Resources, Parks and Recreation Department History of collaborative relationships with Partners The Pima County Attorney's Office and its Victim Witness Program have worked regularly and for many years with the five law enforcement agencies; the Pima County Natural Resources, Parks and Recreation Department; and The Brewster Center Domestic Violence Services, Inc.. This is its first collaboration with Casa de Esperanza. As a partner the Town of Marana will agree to: · Continue providing furnished office space for North Satellite staff and volunteers and a parking space(s) for the vehic1e(s); (in-kind contribution of space) 1/3112007 · Work with the Rural Services Coordinator and Rural Satellite Advocate to provide every officer on rural patrol in the target areas with the training and protocol they need to utilize Victim Witness Program services in a way that guarantees the safety of all involved and offender accountability; (Total 2 hours per officer) (contribution of time) · Work with the Rural Services Coordinator and Rural Satellite Advocate to determine the most appropriate topics (related to domestic violence, dating violence, sexual assault, stalking and child abuse) and methods of training for their officers (eg dvd-based, videoconferencing, computer-based, in-person local, national non-local, etc); (contribution of time) · Provide agreed-to training time for each officer over the course of the two-year project; (Total up-to 10 hours per officer) (in-kind contribution of time) · Communicate regularly with the Memorandum of Understanding partners in the closest satellite; (contribution of time) · Participate in telephone conference process evaluation meetings every other month and an outcome evaluation at the end ofthe project; (Total up to 20 hours) (contribution of time) · Assist in the preparation of programmatic reports as required. (contribution of time) RECOMMENDATION Staff recommends authorization for full execution of the Memorandum of Understanding with the Pima County Attorney's Office as a partner in the U.S. Department of Justice Office of Violence Against Women Rural Grant Application. SUGGESTED MOTION I move to approve Resolution No. 2007-17. -2- MARANA RESOLUTION NO. 2007-17 RELATING TO THE POLICE DEPARTMENT: APPROVING AND AUTHORIZING FULL EXECUTION OF A MEMORANDUM OF UNDERSTANDING WITH THE PIMA COUNTY ATTORNEY'S OFFICE AND THE TOWN OF MARANA AS A PARTNER IN THE U.S. DEPARTMENT OF JUSTICE OFFICE OF VIOLENCE AGAINST WOMEN RURAL GRANT APPLICATION. WHEREAS, the Town of Marana recognizes its duty to protect its citizens through police powers and related services; and WHEREAS, the Marana Police Department is working with the Pima County Attorney's Office and other community partners to provide Victim Witness services to individuals in Marana; and WHEREAS, the Pima County Attorney's Office has identified grant funding and is acting as lead agency to seek funding for Victim Witness satellite services in rural areas of Pima County including Marana; and WHEREAS, the Marana Police Department is agreeing to participate in the grant program by providing in-kind space, furnishings, and Police Officers to receive training to help further the goals of the project; and WHEREAS, grant funding will support a Rural Services Coordinator and Rural Satellite Advocate to work with the Town of Marana and other project partners. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE TOWN OF MARANA, ARIZONA, the Town Manager is authorized to execute the Memorandum of Understanding with the Pima County Attorney's Office as a partner for the U.S. Department of Justice Office of Violence Against Women Rural Grant Application.
