HomeMy WebLinkAbout02/06/2007 Blue Sheet Heritage River Park Train purchase TOWN COUNCIL MEETING INFORMATION MEETING DATE: TOWN OF MARANA February 6, 2007 AGENDA ITEM: J. 1. b TO: MAYOR AND COUNCIL FROM: Tom Ellis, Parks and Recreation Department Director SUBJECT: Resolution No. 2007-19: Relating to Parks and Recreation; ap- proving and authorizing the Town Manager to execute all docu- ments necessary to purchase and set up the Marana Heritage River Park train equipment; waiving bid procedures for acquisi- tion of the equipment; and authorizing the use of uncommitted capital improvement program funding for this purpose and de- claring an emergency. DISCUSSION The Marana Heritage River Park master plan includes the use of a park train as a means of trans- porting park users and visitors. A park train that suits the Town's immediate and future needs for the Park has become available from an operator in Las Cruces, New Mexico. Circumstances regarding the train in Las Cruces make it possible for the Town to purchase the train and associ- ated equipment at a significantly lower cost than the cost of new equipment. Town staff has in- spected the train and have negotiated a purchase price of $230,000 for the train, 6000 feet of rail and accessories. An additional $63,000 is required to bring the park train to the Park, fabricate and construct an additional A.D.A. accessible car, and place the train into operation. Uncommit- ted capital improvement project (CIP) funds from the Parks and Recreation 2006-07 budget are available for the purchase of the park train. Marana Town Code Section 3-4-6 allows the Town to purchase the park train and accessories waiving the bid procedures normally followed. Town staff can execute the necessary documentation to procure the park train and accessories and co- ordinate the delivery and associated construction for operation. RECOMMENDATION Staff recommends authorizing the Town Manager to execute all documents necessary to pur- chase and set up Marana Heritage River Park train equipment; waiving bid procedures for the acquisition of the equipment; and authorizing the use of uncommitted capital improvement pro- gram funding for this purpose; and declaring an emergency. WHEREAS the master plan for the Marana Heritage River Park contemplates the use of a park train for transportation ofthe public along the Santa Cruz River; and WHEREAS a used park train has become available in Las Cruces, New Mexico, where it op- erated at the New Mexico Farm and Ranch Museum, and the owner is under an obligation to move the equipment from where it is currently being stored as soon as possible; and WHEREAS the circumstances surrounding the used New Mexico train equipment make it possible for the Town of Marana to purchase a park train at a significantly lower cost than the Town would spend on new park train equipment; and WHEREAS the Assistant Town Manager and the Parks and Recreation Director have per- sonally inspected the used New Mexico park train equipment and have negotiated a purchase price of $230,000 for the train, rail and accessories; and WHEREAS approximately an additional $63,000 will be needed to bring the used New Mex- ico park train equipment to Marana, to fabricate or modify a compatible rail car that is ADA compli- ant, and to acquire other necessary features (including by example and not by limitation a loading platform, trestles and utilities); and WHEREAS the Mayor and Council of the Town of Maran a wish to authorize the Town Man- ager to move forward with this purchase with all deliberate speed and with full authorization; and WHEREAS the Mayor and Council of the Town of Maran a find that it is in the best interests of the public to adopt this resolution. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE TOWN OF MARANA, as follows: Section 1. The Town Manager is hereby authorized, either directly or by delegation to the Deputy Town Manager, the Assistant Town Manager or the Parks and Recreation Director, to exe- cute all documentation necessary to acquire the used New Mexico park train, rail and accessories and {00003789.DOC / 2} - 1 - 1/12/20071:04 PM FJC to undertake all other and further tasks required or beneficial to bring it to Marana and to set it up in the Marana Heritage River Park. Section 2. Any bid procedures with respect to the purchase of the used New Mexico park train, rail, accessories and other equipment addressed by this resolution are hereby waived, pursuant to Marana Town Code Section 3-4-6 (A) and (B). Section 3. Uncommitted capital improvement program (CIP) funding from the fiscal year 2006-2007 adopted Town budget is hereby authorized for use in funding the purchases and activities addressed by this resolution. Section 4. Since it is necessary for the preservation of the peace, health and safety of the Town of Maran a that this resolution become immediately effective, an emergency is hereby declared to exist, and this resolution shall be effective immediately upon its passage and adoption.
