VanHook, Community Development Director SUBJECT: Resolution No. 2007-24: Relating to Community Development; granting in-kind public safety services paid through Discretionary Funding to Perimeter Bicycling Association of America, Inc., an Arizona 501 (c)(3) non-profit organization, to support the Tour of the Tucson Mountains Bicycling Event to be held April 29, 2007, in the Town of Marana. DISCUSSION Perimeter Bicycling Association of America, Inc., founded in 1983, is a 501 (c )(3) non-profit, organization responsible for the promotion and production of six major events: EI Tour de Tucson, EI Tour de Phoenix, Cochise County Cycling Classic, Tour ofthe Tucson Mountains, EI Tour Run, and EI Tour Golf Classic. In addition, Perimeter Bicycling publishes Tail Winds, a bi- monthly newspaper, and an annual magazine, Perimeter Bicycling Journal. Each Perimeter Bicycling event raises funds for a specific nonprofit charitable agency, and in its 24-year history; Perimeter Bicycling has raised more than $25 million dollars for local and national charitable organizations. The target population for Tour of the Tucson Mountains is everyone; cyclists, non-cyclist, all ages and abilities. The Kids & Family Fun Ride will provide a means of recreation for children to participate with their family and friends. The Fun Ride aims to combat childhood obesity, "a major issue affecting our children". Bicycle Safety and education for children and youth in the community is a need being addressed by the Association. Perimeter Bicycling Staff will work closely with Marana's Parks & Recreation department and the Marana Police department to introduce instruction in safe cycling and provide training classes. The event addresses Marana's economic development by bringing together thousands of people who spend money at local businesses, in restaurants, gas stations, grocery stores, and on the arts. To encourage people to come and enjoy the event, Perimeter will focus on developing an annual community festival by including non-cycling activities at the start-finish area, for example: local arts & crafts shows, musical entertainment and other activities. A wide variety of Marana businesses are featured on the Perimeter Bicycling website under the event name. These include hotels, restaurants, and local attractions. 2/15/2007 For the 20th Tour of the Tucson Mountains held on Sunday, April 30, 2006, the Town of Marana supported Perimeter Bicycling by underwriting the cost of the Police support within the Town of Marana as follows: Police costs: $3,000 plus employee related expenses at 45.8% = $4,374 Arizona Ranger (direct cost to the Town) = $795.00 The 2006 event had a record number of cyclists (1,133) with no reports of motor vehicle and cyclist related accidents. With financial support to offset event expenses, Perimeter Bicycling has been able to hire a part time educational director to go into the Marana schools and teach safe cycling before the event. The Perimeter Bicycling Association of America has submitted a Discretionary Funding application for in-kind services estimated at $5,500 and all required documentation. RECOMMENDATION Staff recommends granting in-kind public safety services paid through Discretionary Funding to Perimeter Bicycling to sponsor the Tour of the Tucson Mountains bicycling event held April 29, 2007 in the Town of Marana. SUGGESTED MOTION I move to approve Resolution No. 2007-24. -2- MARANA RESOLUTION NO. 2007-24 RELATING TO COMMUNITY DEVELOPMENT; GRANTING IN-KIND PUBLIC SAFETY SERVICES PAID THROUGH DISCRETIONARY FUNDING TO PERIMETER BICYCLING ASSOCIATION OF AMERICA, INC., AN ARIZONA 501(C)(3) NON-PROFIT ORGANIZATION, TO SUPPORT THE TOUR OF THE TUCSON MOUNTAINS BICYCLING EVENT TO BE HELD APRIL 29,2007, IN THE TOWN OF MARANA. WHEREAS, the Town of Marana has established a Discretionary Fund to support local non-profit organizations forwarding the priorities set by Mayor and Council; and WHEREAS, Mayor and Council recognize the need to promote programs that encourage positive activities for Marana's youth and families and a sustainable environment; and WHEREAS, Perimeter Bicycling Association of America, Inc., a community-based non- profit organization, is providing programming to promote the youth and families, physical fitness, and a clean environment; and WHEREAS, on April 29, 2007, the Tour of the Tucson Mountains will start and finish in Marana, providing positive activities for youth and families and drawing participants from around the United States; and WHEREAS, Mayor and Council find that providing in-kind services through its Discretionary Fund as set forth in this resolution is in best interests ofthe citizens of Marana. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE TOWN OF MARANA, ARIZONA, to provide Perimeter Bicycling Association of America, Inc. public safety and traffic control support for the Tour of the Tucson Mountains bicycling event to be held April 29, 2007.
