SUBJECT: Resolution No. 2007-26: Relating to Community Development;
directing the Community Development Director to enter into a
partnership with Habitat for Humanity to build affordable
workforce housing for low- to moderate-income families in
Marana.
DISCUSSION
Although the Town recognizes the important role workforce housing plays in fostering economic
growth, Marana's Community Development Department does not currently have a building
program in place. Staff is working with a number of partners to address the issues surrounding
affordable housing and are looking for the best ways to support our community's affordable
housing needs. One of these partners is Habitat for Humanity, a community-based 501 (c)(3)
organization that builds housing using a model combining community development,
volunteerism, and education, and support for homebuyers to provide workforce housing.
Habitat for Humanity is accomplishing its mission of providing housing for low- to moderate-
income families by building homes in partnership with the community. Habitat's mission has
always been one of inclusion: applicants for housing are considered solely on their need, ability
to make payments, and willingness to invest their own volunteer labor. In the last 25 years, they
have build homes for 250 southern Arizona families.
The Community Development Department currently holds the property located at 12750 North
Hester Drive, on the comer of Moore Road and North Hester, in its affordable housing land
inventory. In addition, the Town has $105,000 in committed funding thought the CDBG
program to acquire additional land to leverage into affordable housing projects. Staff is working
with Habitat and pair their volunteer capital, development history, expertise, and energy with our
resources to establish Marana Builds Habitat.
The proposed Marana Builds Habitat will be an ongoing cooperative program between Habitat
and the Town of Marana intended to leverage CDBG land acquisition dollars with Habitat's
building program to produce three to five single-family houses per year. The number of houses
will depend on the amount of funding available for land acquisition and ability to find suitable
property at an affordable price.

Staff invited Habitat Executive Director Michael McDonald out to look at the property and both
parties feel that it is the perfect spot to kick-off a collaborative effort. Not only is this land
located in a Colonia, allowing the Town to waive most of the impact and permitting fees, it also
allows Habitat to leverage state and federal dollars into the project. The Town would sell the
home lot to Habitat for the cost of sewer and water fees, plus permitting costs. The Town could
then turn around and pay those costs on behalf of the project. Habitat will forward all savings
onto the family which purchase the home.
Community Development is working with other department and community partners to establish
a volunteer base and internal protocols for the Marana Builds Habitat program and there is a
great deal of excitement among staff and supporters. Northwest Fire, the Marana Health Center,
developers, builders, and several area churches have expressed interest in forming teams to help
raise funds and walls. Working together under your direction, staff are confident that Town
employees and the community will make this partnership with Habitat an amazing success that in
turn will allow the Town to work with the County and State to leverage more dollars to expand
our community development activities and reach more Maranans.
The timing ofthis project will be critical. It would be best ifthe Town can sign a Memo of
Understanding with Habitat for Humanity - Tucson committing that organization to selling the
end product to a First-Time HUD qualified homebuyer who is a Marana area resident or
employee at or below 80% of the median household income for Pima County. Then the
Community Development, Planning, and Building Departments will work with Habitat to choose
house plans that meet Marana's design standards and complete all of the appropriate steps
needed to complete permitting and break ground mid- to late-summer. Staff, including Planning
and Building, and Habitat's management staff, feel that this time-table is realistic.
Both partners have held very positive discussions with Pima County's Community Development
and Neighborhood Conservation Department. Pima County Community Services is in full
support of the collaboration and have offered assistance with contracting, funding, and technical
support as the program moves forward.
Community Development intends to ask Mayor Honea and Supervisor Bronson to co-chair the
Town's first community build.
RECOMMENDATION
Staff recommends directing the Community Development Department to enter into a partnership
with Habitat for Humanity to build affordable workforce housing for low- to moderate income
families in Marana.

RELATING TO COMMUNITY DEVELOPMENT; DIRECTING THE COMMUNITY
DEVELOPMENT DEPARTMENT TO ENTER INTO A PARTNERSHIP WITH HABITAT
FOR HUMANITY TO BUILD AFFORDABLE WORKFORCE HOUSING FOR LOW-TO
MODERATE INCOME FAMILIES IN MARANA.
WHEREAS, the Town of Marana recognizes the need to provide safe affordable
workforce housing, and neighborhood infrastructure for its citizens; and
WHEREAS, the Town of Marana receives funding from Pima County for Affordable
Housing Land Acquisition through the Community Development Block Grant (CDBG) Program;
and
WHEREAS, Habitat for Humanity is an Arizona 501 (c)(3) organization and ha~ an
active building program to provide affordable workforce housing; and
WHEREAS, Mayor and Council recognize the value of partnering with Habitat for
Humanity to build affordable workforce housing on property purchased through the CDBG
Affordable Housing Land Acquisition Program.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE
TOWN OF MARANA, ARIZONA, directing the Community Development Department to enter
into a partnership with Habitat for Humanity to build affordable workforce housing for low- to
moderate income families in Marana.
