authorizing a preliminary plat for Tangerine Ridge Lots 1 - 61
and Common Areas "A", "B", and "C".
DISCUSSION
Reauest
The applicant is requesting preliminary plat approval for a 6l-lot single family subdivision, consisting of
lots 1-61 and Common Areas "A", "B", and "c" on 116.7 acres.
Location
The subdivision is generally located south of Tangerine Road west of Miggity Lane.
Backe:round
This proj ect was presented to the Planning Commission on January 31, 2007. The Planning Commission
is forwarding this preliminary plat to the Town Council with a unanimous recommendation for approval.
This property represents a portion of the Tangerine Hills annexation approved by the Marana Town
Council June 7, 1988 by Ordinance 88.13. The Town Council approved a rezoning for the Tangerine
Hills Specific Plan from Zone "P" to "R-36" (Residential, one dwelling per 36,000 square feet) on
November 5,2002 by Ordinance 2002.25.
Proiect Description
This plat proposes 61 single-family lots with the smallest lot of 36,243 square feet net (.83 acres) for lot
40, and an average lot size of 44,590 square feet; building height will be limited to 25 feet. Much of this
area is covered with vegetation that has a high resource value. To protect and preserve this vegetation a
rezoning condition restricts the total site to a maximum of 30% percent. The grading envelopes are
conceptual and will be finalized on the approved grading plans. The area outside of the grading limits
will be protected from disturbance by deed restrictions.
Impact Fees
Each residential unit will pay the required $3,028 for public park and trail system facilities as adopted by
Ordinance No. 2006.12. In lieu of the dedication of school lands, the developer is voluntarily
contributing $1,200 per new residential dwelling unit to the Marana Unified School District for school
improvement.
Open Space
With a gross density of .52 dwelling units per acre, an onsite park is not required. However, ample open
space provides for passive recreation. The net area of the project minus roadway dedications is 112.78

acres. A rezoning condition restricts total site disturbance to 30%, allowing 33.83 acres to be graded for
drainage, private streets, and pads including bank protection for each lot. The remaining ungraded area
(78.95 acres) includes natural undisturbed open space in Common Area "C", and areas outside each lot's
building envelope.
Public Facilities
There is no sewer service to the property; the developer is proposing a private septic system for each lot
or alternative private on-site wastewater disposal system that will meet the requirements of the Town of
Marana and Pima County Department of Environmental Quality. Tucson Water is the water service
provider and Trico Electric is the electric service provider for this subdivision.
Circulation/Transportation
The primary access for the proposed subdivision is from Tangerine Road. Approximately 1.3 miles of
private streets are included in this preliminary plat, with a proposed gated entrance and turn-around
approximately 200 feet south of Tangerine Road. The subdivision's main road has five cul-de-sacs
branching off in either direction as it extends south and west.
Tangerine Road has an existing Public Right-of-Way (ROW) of 100 feet, the developer will dedicate an
additional 125 feet of ROW by final plat for the future expansion of Tangerine Road to create its share of
a 350 foot planned ROW. The developer will provide an eastbound right turn lane and a west bound left
turn lane on Tangerine Road at the subdivision's primary access street. These roadway improvements
will be constructed by the developer prior to application of the first building permit.

RECOMMENDATION
Staff recommends approval of the preliminary plat for Tangerine Ridge. Staff has reviewed the request
against the requirements of the Marana Land Development Code, the Marana General Plan and the
Rezoning Conditions of Ordinance 2002.25. This preliminary plat is in conformance with all required
development regulations and design guidelines.
