HomeMy WebLinkAbout02/20/2007 Blue Sheet Wheeler Taft Abbett Library TOWN COUNCIL MEETING INFORMATION TOWN OF MARANA MEETING DATE: February 20, 2007 AGENDA ITEM: J.4 TO: MAYOR AND COUNCIL FROM: Frank Cassidy, Town Attorney SUBJECT: Resolution No. 2007-29: Relating to intergovernmental relations; approving and authorizing the manager to include an item in the 2007-2008 fiscal year's budget pursuant to an intergovernmental agreement between the Town of Marana and Pima County and the Pima County Library District for the design, construction, equip- ping and furnishing of the children's addition of the Wheeler Taft Abbett, Sr. Library at Continental Ranch. DISCUSSION In August 2004, the Mayor and Council entered into an intergovernmental agreement with Pima County and the Pima County Library District for the Continental Ranch Library, now known as the Wheeler Taft: Abbett, Sf. Public Library (the "Library"). Consistent with that agreement an alternate bid was extended for an additional 5,000 square feet of constructed building build-out area for the Library. The result of this process was an award for a bid in the amount of $549,000. Based upon the intergovernmental agreement, Marana's share of this amount will be $270,000. To properly complete the design, construction and furnishing of the Library, it will be necessary for the Town of Marana to include this amount in its 2007-2008 fiscal year budget. RECOMMENDATION Staff recommends adoption of Resolution No. 2007-29, approving and authorizing the Town Manager to include an item in the 2007-2008 fiscal year's budget not to exceed $270,000 for the children's addition of the Wheeler Taft: Abbett, Sr. Public Library at Continental Ranch. SUGGESTED MOTION I move to adopt Resolution No. 2007-29. {00004059.DOC /} FJC/ch 2/13/07 MARANA RESOLUTION NO. 2007-29 RELATING TO INTERGOVERNMENTAL RELATIONS; APPROVING AND AUTHORIZING THE MANAGER TO INCLUDE AN ITEM IN THE 2007-2008 FISCAL YEAR'S BUDGET PURSUANT TO AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE TOWN OF MARANA AND PIMA COUNTY AND THE PIMA COUNTY LIBRARY DISTRICT FOR THE DESIGN, CONSTRUCTION, EQUIPPING AND FURNISHING OF THE CHILDREN'S ADDITION OF THE WHEELER TAFT ABBETT, SR. PUBLIC LIBRARY AT CONTINENTAL RANCH. WHEREAS the Town of Marana and Pima County and the Pima County Library District have entered into an intergovernmental agreement, authorized by Town of Marana Resolution number 2004-103, for the design, construction, operation, maintenance and ownership of a library at Continental Ranch, now known as the Wheeler Taft Abbett, Sf. Public Library (the Library) ; and WHEREAS that intergovernmental agreement expressed an intent for the County to design, construct, equip and furnish the Library up to a maximum cost of $4,500,000 with the Town of Marana reimbursing the County for any and all costs in excess thereof; and WHEREAS the intergovernmental agreement provided for an alternate bid process for an additional 5,000 square feet of constructed building build-out area for the Library; and WHEREAS the alternate bidding process has resulted in the award for the 5,000 square foot children's addition going to the responsive low-bidder in the amount of $549,000; and WHEREAS the Town of Marana's share ofthis additional expenditure is $270,000; and WHEREAS the Mayor and Council of the Town of Marana wish to authorize the Town Manager to include a provision for this amount in the 2007-2008 fiscal year budget; and WHEREAS the Mayor and Council of the Town of Marana find that it is in the best interests of the public to adopt this resolution. {00004058.DOC I} - 1 - FJC/ch 2/13/07 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE TOWN OF MARANA, that the Town Manager is hereby authorized to include an item in the 2007-2008 fiscal year's budget not to exceed $270,000 to provide for the partial payment of the costs associated with the design construction, equipping and furnishing of the children's addition of the Wheeler Taft Abbett, Sr. Public Library at Continental Ranch.
