SUBJECT: Resolution No. 2007-31: Relating to Intergovernmental Relations;
supporting the planning, design, construction and funding of the
Marana regional community center, a regional public education,
recreation, library, child care, wellness and community meeting
facility in north Marana to be jointly and cooperatively operated
by and among the Town of Marana, Marana Unified School
District, Pima Community College, Pima County, the Pima
County Library District, the University of Arizona, the YMCA of
Tucson and other community partners.
DISCUSSION
Over the past year, Marana's Town Manager and staff have been in discussions with a wide
variety of community partners to explore options for the development of a regional education
and recreation center that will meet the growing needs ofthe community. Early in the
discussions Town management and representatives of the Marana Unified School District, Pima
Community College, Pima County, the Pima County Library District, the University of Arizona
and the YMCA of Tucson began drafting the concept of a regional community campus that
would be jointly and cooperatively developed, funded, built, and operated. The development of
this jointly managed complex, the Marana Regional Community Center, will allow the Town of
Marana and community partners to maximize the strengths of each organization, reduced
duplication of effort and provide the highest quality of services with the most effective use of
space and existing and potential resources.
Early planning included a community assessment process when the partners looked at the
utilization patterns of existing facilities and services, evaluated the needs of Marana and the
northwest area's growing population, and developed a plan for integrating resources to meet
those needs. The workgroup identified a list of critical elements to be designed into the Marana
Regional Community Center and an extensive list of resources and partners both public and
private to bring to the table as the project moves forward. The basic elements to be incorporated
into the Center were identified as public education, recreation, library, child care, wellness and
community meeting facilities.
The proposal is to plan, design, and construct a 15,000 foot squared full-service library facility to
be used by the general public and as the library for a new Marana High School, 8,000 foot

squared divisible meeting rooms, and 50,000 foot squared multi-generational recreation center to
meet the expanding needs of the Marana and Northwest Pima County's fast growing population.
The Town of Marana Parks and Recreation Department working with MUSD and the YMCA
envision a 50,000 foot squared community center in North Marana including a recreation center
with a 3 court gymnasium, aerobics/dance space, weight training area, elevated running track,
climbing wall, locker room and shower, multi-purpose room, preschool/daycare, art class
facilities, game room, classroom space, conference and training room, swimming pool, and
lobby reception area, site development, landscaping, and parking.
RECOMMENDATION
Staff recommends supporting the planning, design, construction and funding of the Marana
regional community center, a regional public education, recreation, library, child care, wellness
and community meeting facility in north Marana to be jointly and cooperatively operated by and
among the Town of Marana, Marana Unified School District, Pima Community College, Pima
County, The Pima County Library District, The University of Arizona, The YMCA of Tucson
and other community partners.

DESIGN, CONSTRUCTION AND FUNDING OF THE MARANA REGIONAL
COMMUNITY CENTER, A REGIONAL PUBLIC EDUCATION, RECREATION, LIBRARY,
CHILD CARE, WELLNESS AND COMMUNITY MEETING FACILITY IN NORTH
MARANA TO BE JOINTLY AND COOPERATIVELY OPERATED BY AND AMONG THE
TOWN OF MARANA, MARANA UNIFIED SCHOOL DISTRICT, PIMA COMMUNITY
COLLEGE, PIMA COUNTY, THE PIMA COUNTY LIBRARY DISTRICT, THE
UNIVERSITY OF ARIZONA, THE YMCA OF TUCSON AND OTHER COMMUNITY
PARTNERS.
WHEREAS, Town management and staff have been meeting with representatives of the
Marana Unified School District, Pima Community College, Pima County, the Pima County
Library District, the University of Arizona and the YMCA of Tucson concerning the Marana
Regional Community Center, a proposed jointly and cooperatively operated regional public
education, recreation, library, child care, wellness and community meeting facility to be
constructed in north Marana; and
WHEREAS, the Town Council finds that the proposed Marana Regional Community
Center maximizes the efficient use of extensive public building space and should be pursued and
promoted.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE
TOWN OF MARANA, ARIZONA, as follows:
SECTION 1. Town staff is authorized to take all reasonable steps to participate in the
planning, design, construction and funding of the Marana Regional Community Center.
SECTION 2. Town staff is directed to seek funding for the planning and construction of
the Marana Regional Community Center, including without limitation bond funding from the
currently anticipated 2008 Pima County bond funding program.
SECTION 3. Town staff is authorized to take such other and additional steps as the
Manager determines appropriate to carry out the purpose of this resolution.
