SUBJECT: Ordinance No. 2007.08: Relating to Annexation; Annexing into
the Corporate limits of the Town of Marana that territory known
as The Villages of Tortolita Annexation comprised of
approximately 440 acres of land within Pinal County, on the north
side of the Pima/Pinal County line and east of Interstate 10.
DISCUSSION
This annexation of approximately 440 acres is located within Pinal County, on the north side of
the Pima/Pinal County line and east of Interstate 10 and is part of the proposed Villages of
Tortolita Specific Plan. The property lies within Section 31, Township 10 South, Range 11 East,
ofthe Gila and Salt River Base and Meridian, Pinal County, Arizona.
All notification requirements have been properly complied with for this annexation as set forth in
A.R.S. S 9-471. The Blank Petition was recorded with the Pinal County Recorders Office on
January 16, 2007. The Town Council conducted a public hearing for this annexation on
February 6,2007.
The Town has received signed petitions representing over 50% of the property owners and over
50% of the real and personal property value. The 440 acres is zoned General Rural (GR) in Pinal
County and will translate to the Town of Marana zoning designation of R-80 (Single Family
Residential with a minimum lot size of 80,000 square feet).
Included with this bluesheet is the "Infrastructure and Service Plan" for this area. Arizona
Revised Statutes requires the Council to approve a plan, policy or procedure that will provide the
annexed territory with appropriate levels of infrastructure and services to serve the new
development within ten years of the annexation becoming final. This area is within the proposed
Villages of Tortolita Specific Plan and the Infrastructure and Service Plan is a summary of the
infrastructure plan to service the entire specific plan area.
Staff is now requesting Council action adopting and finalizing this annexation.

MARANA ORDINANCE NO. 2007.08
RELATING TO ANNEXATION; ANNEXING INTO THE CORPORATE LIMITS OF THE
TOWN OF MARANA THAT TERRITORY KNOWN AS THE VILLAGES OF TORTOLITA
ANNEXATION COMPRISED OF APPROXIMA TEL Y 440 ACRES OF LAND WITHIN PINAL
COUNTY, ON THE NORTH SIDE OF THE PIMA/PINAL COUNTY LINE AND EAST OF
INTERSTATE 10.
WHEREAS, petitions, in writing, accompanied by a map or plot of said real property sought
to be annexed have been filed and presented to the Mayor and Council of the Town of Marana,
Arizona, signed by the owners of more than fifty percent of the value of the real and personal
property and more than fifty percent of the persons owning real and personal property that would be
subject to taxation by the Town of Marana as shown by the last assessment of said property, said
property being contiguous to the Town of Marana, and not now embraced within its limits, asking
that the property be annexed into the Town of Marana, and to extend and increase the corporate
limits of the Town of Marana so as to embrace same; and
WHEREAS, the Mayor and Council of the Town of Marana, Arizona, desire to approve the
annexation petitions and extend and increase the corporate limits ofthe Town of Marana to include
said territory, which is approximately 440 acres; and
WHEREAS, the Villages ofTortolita annexation is an area within Section 31, Township 10
South, Range 11 East, of the Gila and Salt River Base and Meridian, Pinal County, Arizona; and
WHEREAS, the petitions set forth a true and correct description of all the exterior boundaries
of the entire area proposed to be annexed to the Town of Maran a and had attached thereto at all times
an accurate map of the territory desired to be annexed; and
WHEREAS, no alterations increasing or reducing the territory sought to be annexed have
been made after the petition was signed by any owner of real and personal property in such territory;
and
WHEREAS, the zoning classification on the property prior to annexation was "Pinal County
Zone GR" (General Rural). In order to establish original Town of Maran a zoning without permitting
densities or uses that are greater than those permitted in Pinal County, the properties will translate to
the R-80 zone in the Town of Marana's Land Development Code; and
WHEREAS, the provisions of A.R.S. S 9-471, and amendments thereto, have been fully
observed; and

WHEREAS, proper and sufficient certification and proof of the foregoing facts are now on
file in the office ofthe Town Clerk ofthe Town of Marana, together with a true and correct copy of
the original petition referred to herein, which is on file in the office of the County Recorder.
NOW, THEREFORE, BE IT ORDAINED by the Mayor and Council of the Town of Maran a,
Arizona that:
1. The territory known as the Villages ofTortolita annexation is annexed into the Town
of Maran a and that the present corporate limits are extended and increased to include
the described area.
2. A copy of this Ordinance, together with an accurate map of the territory hereby
annexed to the Town of Marana, certified by the Mayor of the Town, shall be
forthwith filed and recorded in the office of the County Recorder of Pinal County,
Arizona.
3. The zoning classifications of "Pinal County Zone GR" (General Rural) within the
annexed area is hereby changed to "Town of Marana Zone R-80" (Single Family
Residential).
4. On file in the office of the Town Clerk of the Town of Marana, Arizona, are those
certain documents, known as Exhibits A and B, which are recorded and hereby
referred to, adopted, and made a part of this Ordinance, describing and illustrating the
Villages of Tortolita Annexation area.
PASSED AND ADOPTED by the Mayor and Council ofthe Town of Maran a, Arizona, this
20th day of March, 2007.

Infrastructure and Service Plan for Proposed Annexation
THE VILLAGES OF TORTOLITA
Roadway access will be provided by construction of roads within Villages of Tortolita
project in Pima County and Town of Marana adjacent to this parcel on the south. These
roadways will connect to both the existing Marana Road interchange on Interstate 10, and
to the proposed Villages of Tortolita Interchange. In addition, an applicant has been
made to Arizona State Land Dept. for right-of-way through State lands to the north.
When right of way is granted to Pinal County, a roadway will be constructed by Villages
of Tortolita connecting this parcel to Missile Base Road.
Sewers serving this parcel will be connected to sewers in the Villages of Tortolita
project, and extended beneath the freeway and connected to the Hardin Road Sewer
Trunk and the existing Pima County Wastewater Treatment Plant off of Luckett Road.
Domestic Water will be supplied by a new system under design for the Villages of
Tortolita. The supply source will be converted existing agriculture wells. A new storage
tank, pressure booster system and distribution mains will be constructed for operation by
the Town of Marana. Distribution lines will eventually be connected to the existing lines
within the San Lucas project to the south.
Electric Service to the parcel will be supplied by TRICO Electric Cooperative from
facilities adjacent to the site. Telephone and Cable Television lines will be constructed
throughout the project.

BEGINNING at the Section comer common to Section 36, Township 10 South, Range 10 East
of the Gila and Salt River Base and Meridian, Pinal County, Arizona and said Section 31; thence
North 00009' 17" West, along the line common to said Sections 31 and 36, a distance of 2637.73
feet to the East Quarter comer of said Section 36; thence North 00009'28" West, along said
common line, 908.93 feet to the Northwest comer of Government Lot 14 of said Section 31;
thence North 89038'59" East, along the North lines of said Government Lot 14 and Government
