SUBJECT: Informational Item: Town of Marana 2007 General Plan Update
Informational report reviewing the content and schedule for updating the
2003 Marana General Plan.
DISCUSSION
The purpose of this informational item is to present the Mayor and Council with a review of the
work begun earlier this year in updating the current General Plan.
The current plan was approved by Town Council in November, 2002 and ratified by the public in
March, 2003. That plan was a state mandated update of the 1997 Marana General Plan with
added provisions for meeting Growing Smarter legislation from 1998 and 2000. Since that time,
Marana has seen significant growth and change throughout the community. This new version of
the 2003 General Plan will update all existing information, update our planning efforts with the
latest development trends, and provide a solid blueprint for the next five years. The 2007
General Plan Update will be updated in five years, as it will be due for a major review and
ratification by the public in 2013.
The 2007 update will include the following major sections:

These plan elements will be updated from the 2003 General Plan:

· Circulation
· Growth Areas
· Public Facilities and Services
. Water Resources
· Cost of Development
· Environment
. Recreation and Open Space
· Economic Development
A new element - Housing - will also be added to this update. Although not required for
communities under 50,000 population, this element is being added now to begin addressing
issues of housing availability and affordability.

State of Arizona Growing Smarter legislation requires municipalities to adopt specific guidelines
for public participation for the General Plan update. This will be accomplished with presentation
of a Public Participation Plan to the Town Council on April 3, 2007 for review and adoption.
That plan will include a variety of outreach programs to solicit public input throughout the
planning process.
PROJECT SCHEDULE
In order to prepare, review, and adopt the 2007 Marana General Plan this year and meet Growing
Smarter requirements, the first draft of the plan must be sent out for review in early June. There
will be a 60 day review period for outside agencies and neighboring jurisdictions. Prior to and
during the review period, there will be stakeholder and focus group meetings, open houses in
different areas of the community, and general input on the plan. Input received from those
meetings and reviews will be incorporated into the General Plan Update.
At the end of the 60 day review period, Staff will make appropriate changes and we anticipate
bringing the refined General Plan update to a joint session of the Town Council and Planning
Commission in early September. Following that meeting, there will be public hearings at
regularly scheduled meetings of the Planning Commission and Town Council, with adoption
anticipated in November 2007.
