HomeMy WebLinkAboutResolution 2022-010 Authorizing Transfer of Budgeted Expense Authority to Development Services DepartmentMARANA RESOLUTION NO. 2022-010 RELATING TO BUDGET; AUTHORIZING THE TRANSFER OF UP TO $92,000 IN BUDGETED EXPENSE AUTHORITY FROM THE GENERAL FUND CONTINGENCY LINE ITEM TO THE DEVELOPMENT SERVICES DEPARTMENT BUDGET IN THE FISCAL YEAR 2022 BUDGET FOR COSTS RELATED TO HIRING ADDITIONAL FULL- TIME EMPLOYEES FOR THE DEVELOPMENT SERVICES DEPARTMENT; AUTHORIZING THE CREATION OF TWO NEW FULL-TIME EMPLOYEES IN THE DEVELOPMENT SERVICES DEPARTMENT WHEREAS on June 15, 2021, the Town Council adopted the fiscal year 2021-2022 budgetary document and overall financial plan which set the legal level of budgetary control at the department level for the General Fund and at the fund level for all other funds; and WHEREAS the fiscal year 2021-2022 budget included funding for a total of 402.35 full-time employees (FTEs); and WHEREAS construction -related activity has exceeded, and is expected to continue exceeding, what was originally estimated when the budget was approved; and WHEREAS the Development Services Department needs two additional FTEs, a Building Inspector I and a Business Process Supervisor, to address the increased work- load in the department; and WHEREAS the Town Council desires to transfer budgeted expense authority in the fiscal year 2021-2022 budget of up to $92,000 from the General Fund Contingency line item to the Development Services Department budget for costs related to hiring two ad- ditional FTEs and to authorize the creation of two new FTEs in the Development Services Department; and WHEREAS transferring budget capacity from the General Fund Contingency line item of up to $92,000 within fiscal year 2021-2022 to the Development Services Depart- ment budget will not significantly impact the General Fund; and WHEREAS reallocations of budgeted expense authority between funds are neces- sary from time to time; and Marana Resolution No. 2022-010 - I - WHEREAS the Council finds that the reallocations addressed by this resolution and the creation of two new FTEs are in the best interest of the Town of Marana and its citizens. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE TOWN OF MARANA, ARIZONA, AS FOLLOWS: SECTION 1. The transfer of up to $92,000 in budgeted expense authority from the General Fund Contingency line item to the Development Services Department budget for costs related to two additional FTEs in the fiscal year 2021-2022 budget is hereby ap- proved. SECTION 2. The creation of two new FTEs in the Development Services Depart- ment is hereby approved. SECTION 3. The Town's Manager and staff are hereby directed and authorized to undertake all other and further tasks required or beneficial to carry out the terms, obliga- tions, and objectives of this resolution.
