Pursuant to A.R.S. §38-431.02, notice is hereby given to the members of the Marana
Town Council and to the general public that the Town Council will hold a meeting open
to the public on March 22, 2022, at or after 6:00 PM located in the Council Chambers of
the Marana Municipal Complex, 11555 W. Civic Center Drive, Marana, Arizona.
ACTION MAY BE TAKEN BY THE COUNCIL ON ANY ITEM LISTED ON THIS
AGENDA. Revisions to the agenda can occur up to 24 hours prior to the meeting.
Revised agenda items appear in italics.
The Council Chambers are wheelchair and handicapped accessible. Persons with a
disability may request a reasonable accommodation, such as a sign language interpreter,
by contacting the Town Clerk at (520) 382-1999. Requests should be made as early as
possible to arrange the accommodation.
This Notice and Agenda posted no later than 24 hours prior to the meeting at the Marana

EXECUTIVE SESSIONS
Pursuant to A.R.S. § 38-431.03, the Town Council may vote to go into executive
session, which will not be open to the public, to discuss certain matters.
E1 Executive Session pursuant to A.R.S. §38-431.03 (A), Council may ask for
discussion or consideration, or consultation with designated Town
representatives, or consultation for legal advice with the Town Attorney,
concerning any matter listed on this agenda for any of the reasons listed in
A.R.S. §38-431.03 (A).
FUTURE AGENDA ITEMS
Notwithstanding the Mayor’s discretion regarding the items to be placed on the
agenda, if three or more Council members request that an item be placed on the
agenda, it must be placed on the agenda for the second regular Town Council
meeting after the date of the request, pursuant to Marana Town Code Section
2-4-2(B).

Initiative 15: Ensure capital improvement projects advance the community's economic
development goals and adhere to aesthetic standards.
Subject:Relating to Public Works; presentation, discussion, and possible direction
regarding the draft Town of Marana Five-Year Capital Improvement Program
for Fiscal Years 2023 through 2027 (Mo El-Ali, Jim Conroy, and Jing Luo)
Discussion:
Providing infrastructure is a primary function of a local government.
Maintaining public safety, adequate transportation systems, parks and
recreation facilities, adequate water and wastewater systems, Town services, and the
community's quality of life are all heavily dependent on how the Town handles
infrastructure issues.
As part of the programming of the Town budget, the Town Council adopts a five-year
Capital Improvement Program (CIP). The CIP is a comprehensive, five-year plan of
capital projects that will support the continued growth and development of the Town.
The CIP establishes the Capital Budget, which is the capital outlay portion of the
annual budget. The CIP is used in implementing the General Plan and supporting the
Town's adopted Strategic Plan by developing a prioritized schedule of short-range and
long-range community capital needs, evaluating projects, and analyzing the
community's ability and willingness to pay for them in the most cost-effective way.
The Town uses the CIP as its method in determining future infrastructure
requirements and planning the financing of facilities to maintain service levels

provided to Town citizens.
The CIP covers a five-year planning horizon (Fiscal Years 2023-2027) and identifies
infrastructure and facility projects that the Town will undertake during this timeframe
as well as the funding sources available for projected expenditures. Town staff solicits
input from various departments for capital improvement projects. Finance reviews
fund balances for each fund, current fiscal year-end estimates, and upcoming fiscal year
budget and provides five-year revenue projections. Staff reviews and revises the
Town's five-year CIP on an annual basis. Projects for the upcoming fiscal year will be
programmed as a part of the budget adoption.
Town staff will present the program for Council input. Direction given will be used to
finalize next year's capital budget.
Financial Impact:
Most of the programmed capital projects are aligned with revenue sources dedicated
for their particular area such as transportation fund, impact fees, federal and state
funds, and water capital fund. There are some projects that will make requests of the
general fund.
The final program will be brought before council as a part of the FY2023 budget
adoption.

Subject:Relating to Boards, Commissions and Committees; selecting three
potential topics for the Marana Citizens' Forum Spring 2022 session

Discussion:
The Marana Citizens’ Forum was established by the Town Council to discuss,
deliberate, and make recommendations back to the Council on matters that are
important to our community. As part of the topic selection process, several topics of
current interest are compiled and presented by Town staff to the Town Council to then
narrow down the list to the top three topics.
Upon Council approval of three potential topics, Town staff will prepare a brief
background report for each of the potential session topics to provide context for the
topics and will present the topics to the Forum delegates. A single topic will then be
selected by a vote of the Marana Citizens’ Forum delegates.
The following provides a list of potential topics for the Spring 2022 session. These
topics were proposed by Town staff and forum delegates, or are topics that have been

recommended as a topic of interest during prior sessions.
Green building best practices: Potential research on how to implement best
practices in Town projects to assure lowered future maintenance costs and
enhance citizen health.

Enhance outdoor recreation/tourism experience: Potential research and
development of programs to enhance recreation/tourism experience in Marana.
2.
Promote the Marana Regional Airport: Identify potential programs and
campaigns to promote the Marana Regional Airport.
3.
Establish an internship program for Marana teens: Creation of an internship
program in conjunction with local businesses, schools, government, and
non-profit organizations.
4.
Community Partnerships: Identify organizations that collaborate with the Town
and that the Town provides any financial support. Determine how to measure
return on investment, performance metrics, and expectations.
5.
At tonight’s meeting, each Council Member will be asked to select his or her top three
choices. Staff will take the three top choice topics to the orientation meeting on March
24, 2022, and the delegates will vote on the topic they prefer to discuss for the Spring
2022 session.

Council's pleasure.
Suggested Motion:
No motion is necessary. After tallying the Council Members’ topic selections, staff will
forward the top three topics to the Forum for the Spring 2022 session.
