HomeMy WebLinkAboutResolution 2022-043 Rescinding Temporary Personnel Policy Regarding Employee Leave and TeleworkMARANA RESOLUTION NO. 2022-043 RELATING TO PERSONNEL; RESCINDING TEMPORARY PERSONNEL POLICY REGARDING EMPLOYEE LEAVE AND TELEWORK WHEREAS Section 3-3-1 of the Marana Town Code provides that the Town Coun- cil may adopt personnel rules, regulations and policies that follow the generally accepted principles of good personnel administration which the Council may modify or change from time to time; and WHEREAS the Town Council adopted Personnel Policies and Procedures via Town of Marana Ordinance 99.12 and Resolution 99-38 on May 18,1999, which have been amended from time to time; and WHEREAS Arizona declared a state of emergency related to the COVID-19 pan- demic on March 11, 2020; and WHEREAS the United States declared a National Emergency related to the COVID-19 pandemic on March 13, 2020; and WHEREAS the Town Council adopted Resolution No. 2020-029 approving a tem- porary personnel policy regarding employee leave and telework in response to the COVID-19 pandemic; and WHEREAS, on March 30, 2022, Arizona terminated the state of emergency related to the COVID-19 pandemic; and WHEREAS the Town Council finds that rescinding the temporary personnel pol- icy regarding employee leave and telework is in the best interests of the Town and its employees. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE TOWN OF MARANA, ARIZONA, THAT: SECTION 1. The temporary personnel policy regarding employee leave and tele - work approved by Resolution No. 2020-029 is hereby rescinded. Mayor Ed Honea ATT vzz �-- Cherry L. wson, Town Clerk MARANA AZ ESTABLISHED APPROY D AS TO FORM: Ja airall, Town Attorney Marana Resolution No. 2022-043 - 2 - ,d6� �� MARANA AZ OFFICE OF THE MAYOR PROCLAMATION WITHDRAWING THE DECLARATION OF A LOCAL EMERGENCY IN THE TOWN OF MARANA WHEREAS A.R.S. § 26-311 and Town Code section 2-3-4 (E) authorize the Mayor of the Town of Marana to declare a local emergency under appropriate circumstances; and WHEREAS A.R.S. § 26-307 allows cities and town to rescind orders that are not inconsistent with orders, rules, and regulations promulgated by the governor; and WHEREAS on March 17, 2020, Mayor Ed Honea issued a Proclamation of Local Emergency in response to the actions taken by federal, state, and local jurisdictions in addressing conditions related to the COVID-19 pandemic outbreak; and WHEREAS the Mayor's Proclamation was amended several times in response to changing conditions related to the emergency; and WHEREAS on March 30, 2022, Arizona terminated its COVID-19 declaration of emergency based on the state reaching thresholds established by the Arizona Department of Health Services that show that the COVID-19 virus is no longer as widespread as it once was; and WHEREAS Mayor Honea now finds that the local emergency declared in the March 17, 2020 Proclamation of Local Emergency has abated and the emergency declaration should now be withdrawn. NOW, THEREFORE, pursuant to A.R.S. § 26-307, the Mayor of the Town of Marana, Ed Honea: IT IS PROCLAIMED AND ORDERED AS FOLLOWS: 1. Mayor Honea's March 17, 2020 Proclamation of Local Emergency and any amendments to the Proclamation that have not been previously withdrawn or rescinded are hereby withdrawn as the local emergency has abated. 2. In accordance with A.R.S. § 26-307(B), the proclamation shall be effective when a copy is filed in the office of the Town Clerk. 1 PROCLAIMED this 3rd day of May 2022 at the Town of Marana, Arizona.
