Civic Center Drive, Marana, Arizona 85653 Second Floor Conference Center, June 28, 2022, at or after 6:00 PM Ed Honea, Mayor Jon Post, Vice Mayor Patti Comerford, Council Member Jackie Craig, Council Member Herb Kai, Council Member John Officer, Council Member Roxanne Ziegler, Council Member Pursuant to A.R.S. §38-431.02, notice is hereby given to the members of the Marana Town Council and to the general public that the Town Council will hold a meeting open to the public on June 28, 2022, at or after 6:00 PM located in the Second Floor Conference Center of the Marana Municipal Complex, 11555 W. Civic Center Drive, Marana, Arizona. ACTION MAY BE TAKEN BY THE COUNCIL ON ANY ITEM LISTED ON THIS AGENDA. Revisions to the agenda can occur up to 24 hours prior to the meeting. Revised agenda items appear in italics. The Council Chambers are wheelchair and handicapped accessible. Persons with a disability may request a reasonable accommodation, such as a sign language interpreter, by contacting the Town Clerk at (520) 382-1999. E1 Executive Session pursuant to A.R.S. §38-431.03 (A), Council may ask for discussion or consideration, or consultation with designated Town representatives, or consultation for legal advice with the Town Attorney, concerning any matter listed on this agenda for any of the reasons listed in A.R.S. §38-431.03 (A). ADJOURNMENT Marana Town Council Study Session Meeting June 28, 2022 Page 2 of 14 Council-Study Session C1 Meeting Date:06/28/2022 To:Mayor and Council From:Steven Cheslak, Principal Planner Date:June 28, 2022 Strategic Plan Focus Area: Not Applicable Subject:Resolution No. 2022-070: Relating to Development; approving a Final Plat for Marana Center III, Lots 2-10 located east of Interstate 10 and southeast of Twin Peaks Road (Steve Cheslak) Discussion: Request Engineering & Environmental Consultants, Inc, is requesting approval of a final plat for Marana Center III, Lots 2-10, a nine-lot commercial subdivision that is a resubdivision of Lot 2 of the Marana Center Tract A, Lots 1 and 2 Final Plat, approximately 48 acres in size. On August 5, 2014, the Marana Town Council adopted Resolution No. 2014-073, approving a subdivision plat in the Marana Spectrum Specific Plan area, known as Marana Center Final Block Plat Parcels 1-5. On January 19, 2016, the Marana Town Council adopted Resolution No. 2016-003, approving a final plat for Marana Center Parcel 1 Re-subdivision, Tract A and Lots 1 and 2 of Marana Center Parcel 1. On December 7, 2021, the Marana Town Council adopted Resolution No. 2021-153, approving a final plat for Marana Center Tract A, Lots 1 and 2. The property owner is now proposing to re-subdivide Lot 2 of the Marana Center Tract A, Lots 1 and 2 Final Plat into nine lots to attract and facilitate commercial development. Zoning The plat area is located within the Marana Spectrum Specific Plan area. Access and Traffic Circulation The plat area has direct access from the three adjacent roadways: Twin Peaks Road, Marana Center Boulevard, and Linda Vista Boulevard. Utilities The subdivision will be served by Marana Water. Sewer service will be provided by Pima County Wastewater. Northwest Fire District, Tucson Electric Power, and Southwest Gas will provide their respective services. Staff Recommendation: Staff has reviewed the proposed final plat against the requirements of the Marana Spectrum Specific Plan, as well as the Marana Town Code and the Marana General Plan. The proposed plat is in substantial conformance with all required development regulations, and staff recommends approval. The purpose of Strategic Plan V is to provide focus to municipal operations over the next few years. The strategic planning process thus far has included reviewing the progress that has been made since Strategic Plan IV, community input, and working sessions with Department Leadership and the Marana Town Council. During tonight's study session, Mayor and Council will engage in a strategic planning session, which will include discussion regarding Strategic Plan V goals and actions. The objective of the study session is to identify and approve the specific goals and actions that should be attained over the next few years.
