RELATING TO BUDGET; APPROVING THE TRANSFER OF UP TO: $615,000 IN
BUDGETED EXPENDITURE AUTHORITY FROM THE GENERAL FUND
CONTINGENCY LINE ITEM TO THE POLICE DEPARTMENT BUDGET FOR
OFFICER-RELATED COSTS; $105,000 FROM THE DEVELOPMENT SERVICES
DEPARTMENT BUDGET TO THE TOWN MANAGER DEPARTMENT BUDGET FOR
THE TOWN'S MASTER TRANSPORTATION STUDY; AND $192,369 FROM THE
FINANCE DEPARTMENT BUDGET TO THE HUMAN RESOURCES DEPARTMENT
BUDGET FOR RE-ORGANIZATION OF PAYROLL-RELATED FUNCTIONS, IN THE
FISCAL YEAR 2022-2023 BUDGET
WHEREAS on June 14, 2022, the Town Council adopted the fiscal year 2022-2023
budgetary document and overall financial plan which set the legal level of budgetary
control at the department level for the General Fund and at the fund level for all other
funds; and
WHEREAS after staff salaries were established during the budget process, neigh-
boring governments established their corresponding salaries and Town staff determined
the Town's rate structure for a number of Police department job classifications should be
adjusted to remain competitive in the marketplace; and
WHEREAS during the budget process, staff underestimated the amount required
to outfit new positions added to the Police department; and
WHEREAS due to higher turnover in recent years and to remain competitive dur-
ing the recruitment process for new Police department employees and maintain con-
sistency with existing employees, salaries for new Police department employees are
sometimes above what has been budgeted for a vacant position; and
WHEREAS to adjust the budget for the Police department to address existing Po-
lice department employees' salaries, to properly outfit Police employees in newly added
positions, and to allow competitive salaries for new Police employees, a transfer up to
$615,000 to the Police department budget is required; and
WHEREAS the Town's adopted budget included funding for a master transporta-
tion study in the Town Manager department but the solicitation received for the master
transportation study requires $105,000 of additional funding; and
WHEREAS the Development Services department has$300,000 in budget capacity
toward a master plan that it intended to use to address housing; and

WHEREAS Town staff prefer to delay seeking a housing master plan to await a
housing study from the State of Arizona which will not be approved by the State Legis-
lature until sometime next year; and
WHEREAS to ensure sufficient funding for a master transportation study in the
Town Manager department budget, a transfer of up to $105,000 to the Town Manager
department budget is required; and
WHEREAS with the approval of the new Human Resources Information Systems
(HRIS) position in the Human Resources department, Town staff determined the Town
would benefit from moving payroll processing from the Finance department to the Hu-
man Resources department; and
WHEREAS this reorganization would move the existing Payroll Administrator
position and new Payroll Technician position to the Human Resources department; and
WHEREAS to ensure budget capacity for the salaries of the payroll positions and
for the corresponding payroll and non-payroll related expenses, a transfer of up to
$192,369 to the Human Resources department budget is required; and
WHEREAS transferring amounts within the fiscal year 2022-2023 budget will not
significantly impact the General Fund; and
WHEREAS reallocations of budgetary amounts between General Fund depart-
ments are necessary from time to time; and
WHEREAS the Council finds that the reallocations addressed by this resolution
are in the best interest of the Town of Marana and its citizens.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF
THE TOWN OF MARANA, ARIZONA, AS FOLLOWS:
SECTION 1.The transfer of up to$615,000 in budgeted expenditure authority from
the General Fund contingency line item to the Police department in the fiscal year 2022-
2023 budget is hereby approved.
SECTION 2. The transfer of up to $105,000 in budgeted expenditure authority
from the Development Services department to the Town Manager department in the fis-
cal year 2022-2023 budget is hereby approved.
SECTION 3. The transfer of up to $192,369 in budgeted expenditure authority
from the Finance department to the Human Resources department in the fiscal year 2022-
2023 budget is hereby approved.
SECTION 4. The Town's Manager and staff are hereby directed and authorized to
undertake all other and further tasks required or beneficial to carry out the terms, obliga-
tions, and objectives of this resolution.
