HomeMy WebLinkAboutResolution 2022-087 Approving and Authorizing the Submission of an Application for Funds from the Water Infrastructure Finance Authority of Arizona (WIFA) MARANA RESOLUTION NO. 2022-087 RELATING TO UTILITIES; APPROVING AND AUTHORIZING THE SUBMISSION OF AN APPLICATION FOR FUNDS FROM THE WATER INFRASTRUCTURE FINANCE AUTHORITY OF ARIZONA (WIFA) TO FUND THE CONSTRUCTION OF THE TWIN PEAKS INTERCONNECT PROJECT AND THE DESIGN AND CONSTRUCTION OF THE PICTURE ROCKS INTERCONNECT PROJECT AND AUTHORIZATION TO INCUR DEBT WHEREAS the 2017 Water Infrastructure Improvement Plan (IIP) identified that the Twin Peaks Interconnect and Picture Rocks Interconnect projects are required to meet future water demand in Marana and to help mitigate the impacts of per-and polyfluoroalkyl substances (PFAS) and 1,4 Dioxane for water customers; and WHEREAS on November 15, 2021, President Biden signed into law the Infrastructure Investment and Jobs Act(Act)which includes ten billion dollars to address PFAS contamination in drinking water; and WHEREAS the funds from the Act are being managed and distributed by the Water Infrastructure Finance Authority of Arizona (WIFA); and WHEREAS the Act funds distributed by WIFA will either be a grant or a loan with a forgivable portion; and WHEREAS Town staff seek to use ACT funds distributed by WIFA to fund both the Twin Peaks Interconnect and Picture Rocks Interconnect projects; and WHEREAS to complete the application process for these funds from WIFA, authorization to incur debt must be approved by Town Council; and WHEREAS the Mayor and Council feel it is in the best interests of the Town and its citizens to complete the application process for WIFA funds and to authorize incurring debt. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE TOWN OF MARANA, ARIZONA, approving and authorizing Town Staff to complete the application process for funds from WIFA and to incur debt. - 1 - 00083007.DOCX/1 Resolution No.2022-087 IT IS FURTHER RESOLVED that the Town's Manager and staff are hereby directed and authorized to undertake all other and further tasks required or beneficial to carry out the application process.
