SUMMARY MINUTES
CALL TO ORDER AND ROLL CALL
Mayor Honea called the meeting to order at 6:02 PM and directed the Interim Town Clerk
to call the roll.Present: Mayor Honea,Vice Mayor Post,Council Member Craig,Council
Member Officer, and Councilmember Ziegler. Excused: Council Member Comerford,
Council Member Kai. The Interim Town Clerk stated a quorum was present.
PLEDGE OF ALLEGIANCE/INVOCATION/MOMENT OF SILENCE: Led by Mayor
Honea.
APPROVAL OF AGENDA
Vice Mayor Post moved, and Council Member Officer seconded, the motion approving
the agenda as presented. Motion passed, 5-0.
CALL TO THE PUBLIC
Mayor Honea opened the meeting to receive public comments.

Sharon Foltz commented on the proposed rezoning of certain real property located at the
southwest corner of Tangerine Road and Thornydale Road, which rezoning was
considered and recommended to the Town Council for approval by the Planning
Commission at the August 31, 2022 Planning Commission meeting. Ms. Foltz explained
her opposition to the rezone and submitted to the Interim Town Clerk a letter dated
August 30,2022,titled,"RE:PCZ2109-001 SWC Tangerine and Thornydale Specific Plan."
A copy of the letter is on file in the Town Clerk's Office.
PROCLAMATIONS
PR1 Proclamation honoring Sgt. Steve Johnson, Marana Police Department, on his
retirement (David Udall): Proclamation read by the Interim Town Clerk.
PR2 Proclamation recognizing and commemorating the 21st Anniversary of 9-11
(David Udall): Proclamation read by the Interim Town Clerk.
PR3 Proclamation recognizing September 16, 2022, as "POW / MIA Recognition Day"
(David Udall): Proclamation read by the Interim Town Clerk.
MAYOR AND COUNCIL REPORTS: SUMMARY OF CURRENT EVENTS
Council Member Craig applauded Item Cl.
Mayor Honea praised the recent Arizona League of Cities and Towns conference.
MANAGER'S REPORT: SUMMARY OF CURRENT EVENTS
Town Manager Terry Rozema praised Steve Johnson's 46 years of public service. He
stated the Town issued 40 single-family residential permits in August and that last
August we had 86. He reminded the Council of the Town's Concerts in the Courtyard
series starting up on September 15, 2022. Mr. Rozema commented the Town's upcoming
Fall Festival signature event. He provided an update on the community and aquatic
center project. Mr. Rozema also commented on the Marana Municipal Complex drainage
project. Additionally, he acknowledged construction work on Avra Valley Road.
PRESENTATIONS
P1 Relating to Budget;presentation of preliminary year-end results(July-June)for the
Town's General Fund and other selected major funds for the 2021-2022 fiscal year
(Yiannis Kalaitzidis)
Finance Director Yiannis Kalaitzidis provided a PowerPoint presentation regarding the
fourth quarter financial health of the Town's general fund and other selected major funds

for the 2021-2022 fiscal year. A copy of the PowerPoint presentation is on file in the Town
Clerk's Office.
Mayor Honea asked if the reserve fund would be affected by the increases in revenue.
Mr.Kalaitzidis explained that, overall,the Town would have an increase of$700,000 that
could be available for projects.
Council Member Ziegler asked how much money the Airport owed. Mr. Kalaitzidis
said it was just under $500,000, but the number was not final yet. Council Member
Ziegler commented that the Airport has been in the red for years and asked whether the
Town should pay down the debt. Mr.Kalaitzidis stated the debt balance has come down
significantly and that there is growing economic development at the Airport.
Council Member Ziegler asked Town Manager Terry Rozema if it would be beneficial
to pay down Airport debt. Mr. Rozema stated that the Town is approximately two or
three years out from paying off the debt and that it was probably not beneficial to spend
reserve funds on Airport debt at this time. He stated that it ultimately was a Council
decision and something staff could look into.
Council Member Ziegler asked for Mayor Honea's opinion. Mayor Honea said the debt
has been coming down consistently and likely would be eliminated in the next two to
three years.
CONSENT AGENDA
Cl Resolution No. 2022-090: Relating to Budget; approving a new capital
improvement project, Tangerine Traffic Interchange Improvements, and
approving the transfer of up to $600,000 in budgeted expense authority from
the Regional Transportation Fund to the Other Agency Fund in the fiscal year
2022-2023 budget to fund the project (Fausto Burruel)
C2 Resolution 2022-091: Relating to Budget; approving the transfer of 5435,157.80 in
budgeted expense authority from multiple projects in the general fund to increase
the project budget for the Marana Municipal Complex Drainage Improvement
Project in the fiscal year 2022-2023 Budget (Fausto Burruel)
C3 Resolution No. 2022-092: Relating to the Marana Regional Airport;approving and
authorizing the Town Manager to execute the Lessor's Consent to Leasehold Deed
of Trust and Estoppel Certificate for the benefit of Western Alliance Bank, related
to the Marana Regional Airport Lease Agreement with The J.D. Russell Company
for the lease of approximately 1.078 acres of real property located at 11155 N. Air
Commerce Way at the Marana Regional Airport (Jane Fairall)

Vice Mayor Post moved, and Council Member Ziegler seconded, the motion approving
the Consent Agenda as presented. Motion passed, 5-0.
LIQUOR LICENSES
BOARDS, COMMISSIONS AND COMMITTEES
COUNCIL ACTION
Al Resolution No. 2022-093: Relating to Real Estate; approving and authorizing the
Mayor to execute a Real Property Agreement and related conveyance documents
in favor of Southwest Gas Corporation for the fee title sale and transfer of a new
natural gas tap site, along with perpetual easements for natural gas pipelines and
a temporary construction easement for temporary workspace over Ora Mae Harn
District Park property (George Cardieri)
Town Attorney Jane Fairall presented on this item. Ms. Fairall explained that Southwest
Gas requested to purchase an approximately 4,400 square-foot piece of real property in
Ora Mae Ham Park fronting on Barnett Road east of Lon Adams Road. She said that
Southwest Gas desires to install a natural gas tap site to increase natural gas distribution
in north Marana. The company will pay for it by installing wall and landscaping
improvements in the park. Ms. Fairall further explained that, in addition to the
conveyance of real property, perpetual and temporary construction easements will be
granted to Southwest Gas if this item is approved.
Mayor Honea asked if there were any questions. There were no questions.
Council Member Ziegler moved, and Council Member Officer seconded, the motion to
approve Resolution No. 2022-093. Motion passed, 5-0.
ITEMS FOR DISCUSSION/POSSIBLE ACTION
D1 Relating to Development and Public Works; update, discussion, and possible
direction regarding public and private projects and development applications on
the Town's Marana Current and Proposed Projects internet site (Jason Angell)
Development Services Director Jason Angell provided an update on public and private
projects and development applications in the Town, as currently listed on the following

about the various projects.
D2 Resolution No. 2022-094: Relating to Strategic Planning; approving and
authorizing implementation of Marana Strategic Plan Five (Terry Rozema)
Town Manager Terry Rozema explained this was the Council's opportunity to pass
Marana Strategic Plan Five and thanked staff, particularly Andrea Caicedo, for their
work on the plan.
Mayor Honea asked if there were any questions. There were no questions.
Council Member Craig moved, and Vice Mayor Post seconded, the motion to approve
Resolution No. 2022-094. Motion passed, 5-0.
EXECUTIVE SESSIONS
Pursuant to A.R.S. § 38-431.03, the Town Council may vote to go into executive session,
which will not be open to the public, to discuss certain matters.
El Executive Session pursuant to A.R.S. §38-431.03 (A), Council may ask for
discussion or consideration, or consultation with designated Town
representatives, or consultation for legal advice with the Town Attorney,
concerning any matter listed on this agenda for any of the reasons listed in A.R.S.
§38-431.03 (A).
E2 Executive session pursuant to A.R.S. § 38-431.03(A)(4) for discussion and
consultation with and instructions to the Town's attorneys regarding the pending
litigation entitled Connie Partridge v.City of Marana,et al.,Pima County Superior
Court Case No. C20204074.
Mayor Honea asked for a motion to go into executive session on Item E2.
Council Member Ziegler moved, and Council Member Officer seconded, the motion to go
into executive session. Motion passed, 5-0.
An executive session on Item E2 was held, beginning at 7:04 p.m. and concluding at 7:21
p.m.
