HomeMy WebLinkAboutResolution 2022-097 Supporting Pima County's Application for the Enabling Middle Mile Infrastructure Grant Program MARANA RESOLUTION NO. 2022-097 RELATING TO TECHNOLOGY AND INTERGOVERNMENTAL RELATIONS; SUPPORTING PIMA COUNTY'S APPLICATION TO THE NATIONAL TELECOMMUNICATIONS AND INFORMATION ADMINISTRATION FOR GRANT FUNDING FROM THE ENABLING MIDDLE MILE INFRASTRUCTURE GRANT PROGRAM AND AUTHORIZING IN-KIND SERVICES SUPPORT FOR THE PIMA COUNTY MIDDLE MILE INFRASTRUCTURE PROJECT WHEREAS the federal Infrastructure Investment and Jobs Act became law in November of 2021 and provides a new grant program intended to expand middle mile infrastructure and reduce the cost of connecting areas unserved or underserved by high- speed broadband internet; and WHEREAS in June of 2022, the Department of Commerce and the National Telecommunications and Information Administration("NTIA") announced the Enabling Middle Mile Infrastructure Grant Program ("MMI Program"), which provides federal funding for grants to eligible entities for the construction, improvement, or acquisition of middle mile infrastructure that is critical for carrying large amounts of data over long distances; and WHEERAS on August 15, 2022, the Pima County Board of Supervisors adopted Pima County Resolution No. 2022-48, approving the submission of an application to the NTIA for MMI Program grant funding to help construct a fiber optic ring that would provide middle mile infrastructure to large portions of Pima County, including to incorporated portions such as the Town of Marana, Oro Valley, and Sahaurita (the "Middle Mile Infrastructure Project"); and WHEREAS the County estimates that the grant budget for the Middle Mile Infrastructure Project will be approximately$50 million with a match requirement of$15 million; and WHEREAS the infrastructure constructed by this project will enable the development of available, accessible, and affordable high-speed local networks to the community, including to Marana citizens; and WHEREAS the Mayor and Council find that adopting this Resolution is in the best interests of the Town and its citizens. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE TOWN OF MARANA as follows: 00083674.DOCX/1 1 Resolution No.2022-097 SECTION 1. The Mayor and Marana Town Council hereby support Pima County's application to the NTIA for MMI Program grant funding to fund the Middle Mile Infrastructure Project. SECTION 2. The Town's Manager and staff are hereby authorized to provide in- kind services in support of the Middle Mile Infrastructure Project and are hereby directed and authorized to undertake all other and further tasks necessary and desirable to give effect to this Resolution.
