Background on Impact Fees
•Authorized under ARS §9-463.05
•Can only be used (and credits given) for new
improvements, not maintenance
•Can NOT be used to improve existing deficiencies –only
build equivalent level of service
•Must be for a proportionate share
•Land use assumptions and infrastructure improvement
plans shall be updated at least every five years

5.Appendix B Table –updated last two columns due to Parks IIP update.

Improvement Plan
Changes to Parks IIP
•Majority highlighted sections within the document are due to Parks Impact Fees now being associated with non-residential uses.
•Methodology used is similar to Oro Valley and Tucson’s.
•Inflow Commuters vs. Residents to establish cost allocation percentage (96% Residential vs 4% Non-Residential).
•Service Unit for Non Residential developments is based on jobs.
•SFR Residential Fee identified in the DRAFT document presented on 8/3/2022 reflected $2,656.00/EDU.
•SFR Updated Residential Fee $2,529.63/EDU for SFR.
•New Non-Residential Fees range from $9.00 -$870.00 per
1,000 sqft based on employment level.
