HomeMy WebLinkAboutCouncil Presentation 11/01/2022 - Multi-Jurisdictional Hazard Mitigation Plan2022 Multi-Jurisdictional Hazard Mitigation Plan Rita Lebsack –Safety & Emergency Management Coordinator 9/20/2022 2022 Pima County Multi-Jurisdictional Hazard Mitigation Plan The purpose of the Plan is to identify natural hazards that impact the various incorporated jurisdictions located within Pima County, assess the vulnerability and risk posed by those hazards to community-wide human and structural assets, develop strategies for mitigation of those identified hazards, present future maintenance procedures for the plan, and document the planning process. 2 The following jurisdictions participated in the planning process: •Town of Marana •Town of Oro Valley •Town of Sahuarita •City of Tucson •Pascua Yaqui Tribe •Pima County 3 Background and Scope 4 Hazard mitigation is any sustained action taken to reduce or eliminate long-term risk to human life and property from a hazard event. Hazard mitigation planning is the process of identifying natural hazards likely to occur in a geographic location, measuring threat probability, analyzing the risk, setting mitigation goals and strategies to lessen impacts to the community associated, and implementing actions. 5 Developing hazard mitigation plans enables state, tribal, and local governments to: •Increase education and awareness around threats, hazards, and vulnerabilities. •Build partnerships for risk reduction involving government, organizations, businesses, and the public Federal Funding •The federal government requires that a community have an approved hazard mitigation plan in order to qualify for federal funding programs. •This plan shall be reviewed, updated and proposed for adoption, every five years. 6 7 Mitigation actions are presented for the following natural hazards: •Flood •Erosion •Wild Fire •Drought •Extreme Heat •Severe Wind •Earthquake •Extreme Cold •Landslide 8 Union Pacific train derails between Twin Peaks and Avra Valley -July 10, 2018 Due to exceptionally heavy monsoon rains, a Union Pacific train derailed 27 freight cars in Marana requiring a major mitigation effort. Pre-existing mutual aid agreements aided local agencies to assist Northwest Fire with on-scene disaster management. Marana Police Department, Tucson Fire Department, Golder Ranch Fire District, Town of Marana, Pima County Sheriff and the Arizona Department of Public Safety all joined the effort. “Public safety is a team effort,”. “No one person could take care of all of this, it requires a network.” -Brian Keeley, Deputy Chief of Preparedness Northwest Fire 9 Questions
