Background on Impact Fees
•Authorized under ARS §9-463.05
•Can only be used (and credits given) for new improvements, not maintenance
•Can NOT be used to improve existing deficiencies –only build equivalent level of service
•Must be for a proportionate share
•Must use current land use assumptions and infrastructure needs for a 10-year cycle
•Land use assumptions and infrastructure improvement plans shall be updated at least every five years

1.Land Use Assumptions (LUA) and Infrastructure Improvement Plans (IIPs)
•Public Posting (May 13), Public Hearing (August 3), Adoption on September 20, 2022
•Park IIP Amended on December 6, 2022
2.Stakeholder Meetings
•June 23 and November 22, 2022 (Virtual Lunch Meeting with MPA)
•Continuous Communications with Stakeholders –Meetings, Phone Calls, Emails
3.Impact Fee Study
•Notice of Intent to Assess Development Fees Published September 23, 2022
•Draft Fee Documents Posted on Web Site September 30, 2022
•Public Hearing November 1, 2022

Water Impact Fees Modifications
•In November, Marana Water received a 2nd WIFA Loan with $3,454,431 in principal
forgiveness for the Twin Peaks and Picture Rocks Interconnect Projects combined.
The end balance of $1,000,982 will be paid back by impact fees
•The water Infrastructure Impact Fees for Twin Peaks Benefit Area have been
reduced significantly
•Added the following language to water resources impact fees: “ Water meter sizes
are determined by the number of fixtures. In case where the number of fixtures may
be served by a 5/8” meter, but a 3/4” meter is required only for the purpose of
providing adequate flow for a residential sprinkler system, the Town will charge a
Water Resources impact fee based on a 5/8” meter.”

•The Lower Santa Cruz River Levee fee of $500 per acre was re-
affirmed in 2017 and will be re-affirmed, unchanged, by this
process
