Honorable Mayor and Council

RE: lmpact Fees
The Southern Arizona Homebuilders Association, Tucson Association of Realtors and the Arizona Multihousing
Association appreciate your willingness to consider our perspective on the proposed new impact fee rate structure.
Your stewardship in guiding Marana towards becoming one of the most vibrant communities in Southern Arizona is
commendable. However, we again want to emphasize that we cannot support the Council adopting fee increases under
the current economic conditions which are likely to have a negative impact upon the Town's growth and our members.
We are in the middle of an unprecedented housing crisis. Many experts are predicting that our nation will be entering a
recession within the next twelve months that will significantly impact our region. Now is not the time to raise the cost of
new construction.
As highlighted during the meeting on November 1, we believe you do have alternative options. We ask that vou delav
the fees for a l2-month period until we have a better sense of the extent of housing construction and/or phase in the
fees to allow the economv to recover and permit numbers to return to the levels the studies are based on.
Respectfully,
