History
•1990 –Ordinance 90.04, Rancho Marana Specific Plan (RMSP)
•1999 –Ordinance No. 99.13, Amended the RMSP into east and west plan areas
•2005 -Ordinance 2005.05, Further amended Rancho Marana West Specific Plan
(RMWSP)development regulations and included design criteria
•2008 –Ordinance No. 2008.14, Revised RMWSP to implement the “Town Center”,
amended general development standards, design criteria and permitted uses
within the Town Center land use designation
•2015 –Town purchases vacant Town Center area acreage
•2021 –Town Council approves Town Center location for new Community Center

•Amend Development Standards related to street frontage,building
separation,building height,traffic access,parking,signs and noise.
•Amend Design Standards for street design,lighting,pedestrian
access,decorative and architectural design requirements that are
impractical or difficult to translate into real-world practices.

Highlights
Examples of Development Standards amendments:
•Buildings along the Main Streets shall have entrance doors that are unlocked during normal business hours.
•A minimum of one pedestrian access shall be provided for every 150 feet of building frontage along theMainStreetsforconnectionsbetweentheparkinglotsandthestreet.
•Blocks shall have vehicular access limited to side streets.Vehicular access to blocks from side streets isencouraged.
•No freestanding pole sign or One ground monument sign is permitted for individual businesses or a development complex.
•Site lighting shall match the existing street and pedestrian lighting on Marana Main Street and Civic Center Drive.
•Delete Individual Parking Plan requirement
•An event or development shall be considered to produce a noise disturbance if the sound level emitted by saiddevelopmentexceedsthefollowingatthepropertyline:
a.Noise levels in excess of 55 decibels during the hours of 7:00 a.m. to 10:00 p.m.
b.Noise levels excess of 45 decibels during the hours of 10:00 p.m. to 7:00 a.m.

Highlights
Examples of Design Standards amendments:
•Building fronts shall have pedestrian friendly storefronts.
•Alleyways and street corners shall be enhanced by one or more of the following:
1)Framed views
2)Features that convey an element of surprise
3)Walk through show windows
•At least one pedestrian access shall be provided for every 150 feet of building frontage along the
main streets. The access shall provide for connections between the parking lots and the street.
•The suggested style will be Spanish Renaissance Revival Vernacul ar
•Pedestrian area lighting shall utilize subdued warm-white mercury or incandescent lamps

This is a discretionary item for the Town Council to consider. Should the Council choose to approve this item, staff recommends it be based upon the recommended findings and subject to the recommended conditions.
