HomeMy WebLinkAboutCouncil Presentation - Marana Consolidated Plan Public Hearing Town Council2023 –2027 Consolidated Plan Program Year 2023 Action Plan Town of Marana Community and Neighborhood Services Department May 2, 2023 Consolidated Plan Overview •As a new entitlement community, the Town of Marana is required to create a plan of the Town’s housing and community development needs, resources, priorities, and proposed activities to be undertaken for the Community Development Block Grant (CDBG) program. Consolidated Plan Overview •The Town is currently in the process of preparing its 2023 –2027 Consolidated Plan for the U.S. Department of Housing and Urban Development (HUD). •In addition to the Consolidated Plan, the Town must perform an assessment of Fair Housing (AFH) in accordance with the Fair Housing Act. The Planning Cycle Consolidated Plan Process •30 interviews completed •10 focus groups held •326 survey responses •Review of other housing and social service-related reports and documents •Secondary data collection from the American Community Survey, HUD CHAS database, Pima County’s Point-in-Time homeless count, and other sources Top Needs Identified HOUSING •Affordable rental units •Diversity of housing types (i.e., townhomes, condos, apartments, etc.) •Zoning changes PUBLIC SERVICES & PUBLIC FACILITIES •Sidewalks and crosswalks •Road improvements in some neighborhoods •Public transportation Strategic Plan Goals: Affordable Housing Goal: Low-to moderate-income residents will have access to safe, decent, and affordable housing Public Services Goal: Improve access to public services for low-to moderate-income residents Homeless Prevention Goal: Increase access to homeless prevention programs for low-to moderate-income residents Public Facilities & Infrastructure Goal: Enhance the quality and use of the public facilities and infrastructure in Marana Fair Housing Priorities and Goals 1.Increase the number of affordable housing units and preserve existing units 2.Increase community education about affordable housing 3.Increase understanding of housing discrimination and Fair Housing 4.Develop fair housing monitoring and reporting policies in Marana 9 Program Year 2023 Action Plan July 1, 2023 –June 30, 2024 Marana’s Growth Demographics Base Year: 2010 Most Recent Year: 2021 % Change Population 31,443 50,834 +61.7% Households 11,487 19,020 +65.6% Median Income $67,542 $94,983 +40.6% Anticipated Funds for Program Year 2023 •Annual allocation* (Year 1): $208,691 •Planned Projects (Year 1): -Home Repairs: $135,649 -Utility Assistance Payments: $21,303 -Colonia Cleanups: $10,000 -Program Administration: $41,738 * The annual allocation of CDBG funds is subject to Federal appropriations and changes in demographic data used in HUD's formulas for each respective program. Planned Project: Home Repairs Year 1 Amount: $135,649 Project Description: Funds will be used to provide home repairs to eligible residents who qualify for the program. Home repairs may include, but are not limited to, roof repairs or replacements, water heater replacements, heating or air conditioner repairs or replacements, and structural repairs. 12 Planned Project: Utility Assistance Payments 13 Year 1 Amount: $21,303 Project Description: Funds will be used to provide utility assistance to prevent shutoff to eligible households. Planned Project:Colonia Cleanups 14 Year 1 Amount: $10,000 Project Description: Funds will support biannual dumpsters and providing addressing in the Colonia neighborhoods to help remove blight and maintain health and safety of homes and the neighborhood. Planned Project:Program Administration 15 Year 1 Amount: $41,738 Project Description: Funds will be used for administrative costs to support the administration of HUD Community Planning and Development Programs. Next Steps •Submit all the required documents to HUD for their 45-day review period, by May 15th •Update the Town’s CDBG Program Guidelines to include the Utility Assistance Program and the Environmental Review Process 16 QUESTIONS
