Civic Center Drive, Marana, Arizona 85653 Second Floor Conference Center,June 7, 2023, at or after 5:00 PM Ed Honea, Mayor Jon Post, Vice Mayor Patti Comerford, Council Member Jackie Craig, Council Member Herb Kai, Council Member John Officer, Council Member Roxanne Ziegler, Council Member SUMMARY MINUTES CALL TO ORDER AND ROLL CALL Mayor Honea called the meeting to order at approximately 5:05 PM and directed the Town Clerk to call the roll. Vice Mayor Post, Council Member Craig, and Council Member Officer were absent. All other Council Members were present, constituting a quorum. PLEDGE OF ALLEGIANCE/INVOCATION/MOMENT OF SILENCE: Led by Mayor Honea APPROVAL OF AGENDA Council Member Comerford moved to approve the agenda as presented. Council Member Kai seconded the motion. Motion passed, 4-0. ITEMS FOR DISCUSSION/POSSIBLE ACTION D1 Relating to Parks and Recreation: Presentation and discussion regarding public art concepts for fabrication and installation in the Multi-Generational Community Center Special Council Meeting Summary Minutes June 7,2023 Page 1 of 5 and Aquatics Facility and possible direction related to the final public art design concept and next steps. Town Manager Terry Rozema introduced this item and its presenters, Joseph O'Connell, Founder/Artist at Creative Machines, Inc., and Adan Banuelos, Design Engineer at Creative Machines, Inc. Mr. Rozema said these artists have been working on two different design concepts of the outdoor artwork for the Community and Aquatic Center, and he said that this meeting is the time for Council to provide input on which design concept to select so the project can continue on schedule. Clarifying questions were asked and answered throughout the presentation. Mr. O'Connell explained where they were in the design process and showed a presentation slide outlining the process. A copy of the presentation slides is on file with the Town Clerk's Office. Please see the slides for details, including depictions, photographs, and images related to the concept designs. Mr. O'Connell explained that once the design concept was chosen, there would be opportunities for feedback on schematics and other specifics related to the chosen concept. Mr. O'Connell showed several photos related to Marana's heritage and natural beauty. He showed slides related to concept number one, Points in Time, which involved different sized shadow-box circles that would have artwork depicting Marana's heritage and natural beauty with backlighting, along with port holes to see through the wall. He then showed slides related to concept number two, At Home in the Desert, which involved a mountain landscape with similar, but bigger, layered heritage artwork on a that would also have backlighting at night. Sample materials of the artwork layers (big and small for each concept) were passed around and handled by Council Members. Mr. Rozema asked if the concepts would be painted blue as depicted in the slides. Mr. O'Connell said that was the current design, but that they could be painted in different colors, and he welcomed input. Mr.Rozema pointed out that the photographs shown in the slides would be incorporated into the heritage artwork in both concepts, and that the samples passed around and shown in the slides were only examples. Council Member Kai expressed concern that the artwork might detract from the architecture of the Community Center building itself. Mr. Rozema explained that the location of the artwork was on a section of the building that would not block the windows and covered the community room area where it was not desirable to see inside the building. He also explained that the artwork wrapped around the wall to pull people from the sidewalk into the front door of the building. Special Council Meeting Summary Minutes June 7,2023 Page 2 of 5 Mayor Honea said he really liked both concepts, especially concept number one. He highlighted that the modern history of Marana was based on the cotton industry and wanted to see more cotton and farming depicted in the heritage artwork. Mr. Rozema stated those things would be incorporated and that what was shown in the slides was only by way of example. Mayor Honea asked if the heritage artwork could depict people from different cultures. Mr. Rozema said it would be difficult to depict ethnicity and race in this art form, but that it could be done on the artwork in the interior of the building. Council Member Comerford said she did not care for the circles concept in concept number one because they looked like bubbles. Council Member Ziegler agreed. Mr. Rozema said that concept number one had a water-flow feel that would help the artwork tie into the aquatics center. He asked the artists which concept would depict the most detail, and Mr. Banuelos said concept number one because the artwork would be smaller and easier to detail and people would need to come up closer to the artwork to see it. Mr. O'Connell clarified that concept number two had the same amount of detail, but that it was enlarged against the mountain backdrop and designed to be viewed more from a distance. Council Member Ziegler said she was not a fan of the circles in concept number one and really liked the mountain landscape in concept number two. She said she liked the detail and lighting of concept number one, but not the bubble effect. Council Member Comerford agreed and asked if the Points in Time could go on top of the mountain landscape. Mr. Rozema and Mr. O'Connell clarified that both concepts would have layered heritage artwork with backlighting,but that the primary difference was the scale of the artwork. Mayor Honea said that the Town has adopted a turquoise and copper color theme, and he asked if the mountains in concept number two could be in those colors instead of in blue. Council Member Ziegler agreed, and Council Member Comerford asked if the heritage artwork,which is made of stainless steel,could be colored to be more of a copper color. The artists said they could do that and would look into the color scheme. Mayor Honea and Council Member Ziegler asked if the Town's old and new logos could be included as part of the heritage artwork. Mr. Rozema said these selections were not the primary issue at this meeting and that it would be discussed more down the road after the concept design was selected. Mr. Rozema requested feedback from the architect regarding the two concepts. Special Council Meeting Summary Minutes June 7,2023 Page 3 of 5 Mr. John Kane, Founding Partner and Design Principal at Architekton said both concepts were good, but concept number one covered three zones along the wall instead of two and radiated light really well. He preferred concept number one. Council Member Comerford asked whether the Points in Time circles could be placed in the empty space along the wall where the mountain backdrops do not cover the wall in concept number two. Mr. Banuelos and Mr. Rozema said they could do one concept or the other, but not both for budgetary reasons. Council Member Ziegler, Council Member Kai, and Council Member Comerford said they preferred the mountain landscape of concept number two. Council Member Comerford requested staff input. Public Works Director Fausto Burruel explained that concept number one would be easier to maintain from a maintenance perspective. Mayor Honea said it would be safer to do concept number one. Parks and Recreation Director Jim Conroy asked the artists what the concepts would look like at night. Mr. O'Connell said they don't know for sure,but concept number one would have tiny perforations of light illuminating against the wall in addition to the backlighting of the heritage artwork and the mountain landscape would have a more radiating backdrop of backlighting on a larger scale. Mayor Honea said he would go with either concept number one or number two, but highlighted the benefits of concept number one. Council Member Ziegler and Council Member Comerford said they preferred the landscape background of concept number two. Council Member Kai said it seemed like more heritage artwork could be displayed with concept number one than number two, and Council Member Ziegler said concept number one actually provides Marana history in the artwork. Council Member Kai agreed. Council Member Ziegler said that with a historian joining the Marana team soon, she could tolerate the circles because she likes how it shows the history. Mayor Honea said concept number one gives a more detailed history,which is what the Town is looking for.Council Member Comerford said the background for the heritage artwork was really the only difference between the two. Mayor Honea asked for a motion. Council Member Kai moved to select design concept number one (Points in Time). Council Member Ziegler seconded the motion. Motion passed, 4-0. EXECUTIVE SESSIONS Pursuant to A.R.S. § 38-431.03, the Town Council may vote to go into executive session, which will not be open to the public, to discuss certain matters. Special Council Meeting Summary Minutes June 7,2023 Page 4 of 5 El Executive Session pursuant to A.R.S. §38-431.03 (A), Council may ask for discussion or consideration, or consultation with designated Town representatives, or consultation for legal advice with the Town Attorney, concerning any matter listed on this agenda for any of the reasons listed in A.R.S. §38-431.03 (A). FUTURE AGENDA ITEMS Notwithstanding the Mayor's discretion regarding the items to be placed on the agenda, if three or more Council members request that an item be placed on the agenda, it must be placed on the agenda for the second regular Town Council meeting after the date of the request, pursuant to Marana Town Code Section 2-4-2(B). ADJOURNMENT Mayor Honea asked for a motion to adjourn. Council Member Comerford moved to adjourn the meeting. Motion passed, 4-0. Meeting adjourned at 6:08 PM.
