RELATING TO BOARDS, COMMISSIONS AND COMMITTEES; APPROVING AND
AUTHORIZING THE CREATION OF THE MARANA CIVIC COMMITTEE AS A
SPECIAL COMMITTEE OF THE TOWN OF MARANA
WHEREAS Section 2-6-1(A) of the Marana Town Code authorizes the Town
Council to create and dissolve those special and standing boards, commissions, and
committees as the Council deems necessary; and
WHEREAS Section 2-6-1(B)of the Marana Town Code provides that the resolution
creating a board,commission, or committee shall describe the powers and purpose of the
board, commission, or committee and shall establish the number and qualifications of its
membership; and
WHEREAS Section 2-6-2 of the Marana Town Code sets forth procedures for the
application, recommendation, appointment, and removal of board, commission, or
committee members; and
WHEREAS Section 2-6-3 of the Marana Town Code sets forth the terms of office
for members of any special boards, commissions, and committees which shall be
determined by the Town Council based on the purpose of the special board,commission,
or committee; and
WHEREAS Section 2-6-4 of the Marana Town Code provides that the Council may
by resolution modify any of the procedures set forth in Chapter 2-6 related to the
application, recommendation, appointment, and removal of board, commission, or
committee members for a particular board, commission, or committee as the Council
deems appropriate; and
WHEREAS on February 21, 2023, the Town Council adopted Resolution No.
2023-018,rescinding Resolution No. 2011-100 and dissolving the Marana Citizens' Forum
in an effort to establish a new committee that serves as a better tool for civic engagement;
and
WHEREAS the Town Council desires to create the Marana Civic Committee as a
special committee of the Town of Marana to increase citizen engagement and foster
community participation in projects or programs that will benefit from public input
before implementation; and
WHEREAS the Town Council finds that the creation of the Marana Civic
Committee is in the best interest of the Town.

NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF
THE TOWN OF MARANA, ARIZONA, AS FOLLOWS:
SECTION 1. The Marana Civic Committee, as described in Exhibit A, attached to
and incorporated by this reference in this resolution, is hereby created as a special
committee of the Town of Marana, and its powers, purpose, number of members,
qualifications of members, and member terms of office shall be as set forth in Exhibit A.
SECTION 2. Pursuant to Section 2-6-4 of the Marana Town Code, the procedures
set forth in Section 2-6-3 regarding application, recommendation, appointment, and
removal of board, commission and committee members are hereby modified for the
Marana Civic Committee and the application, recommendation, appointment, and
removal of the members of the Marana Civic Committee shall be as set forth in Exhibit
A.

Marana Civic Committee
Introduction
The Marana Civic Committee is created as a special committee of the Town of Marana. The
purpose of the Committee is to increase citizen engagement and foster community participation
in projects or programs that will benefit from public input before implementation.
Powers
The Marana Civic Committee acts in an advisory capacity for various Town issues,projects,and
programs which will benefit from public input.
Quorum
A quorum is the number of members needed for there to be a proper meeting of the committee.
A quorum exists when a majority of the members are present.
Appointment
Each Town of Marana Councilmember may appoint one member and each Marana Regional
Partner, defined below, may appoint one member to the Committee, for a total of 11 members.
These Councilmember and Regional Partner appointees do not require consideration and
approval by the full Town Council.
Councilmember and Regional Partner appointments can be made at any time there is a vacancy.
If made during an active session, the appointment will become effective at the next scheduled
session.
If a Councilmember or Regional Partner member resigns or is not re-elected the Town will seek a
new appointment from his or her replacement.
Marana Regional Partners are the following organizations: Marana Chamber of Commerce,
Marana Unified School District,MHC Healthcare,and Northwest Fire District.
Term
Terms of office for Marana Civic Committee members shall be three years. In an effort to allow
fresh perspectives and input,members shall not serve consecutive terms.A minimum of one year
off is required prior to reappointment.

Removal of Members
Removal of Marana Civic Committee members shall be in accordance with Section 2-6-2 (G) of
the Marana Town Code,which provides for removal with or without cause by a majority vote of
the Town Council, except for removal of members due to poor attendance at meetings.
Committee members who are absent without prior excuse from two or more consecutive
meetings per session may be considered to have resigned and the Town shall not be required to
take any further action to remove the member.
Marana Civic Committee Process
The Marana Civic Committee serves in an advisory capacity for various Town issues, projects,
and programs on an as-needed basis. Town Council or Staff may convene the Marana Civic
Committee at any time (with sufficient notice) to request public input on an issue or issues
presented to the Committee by Town Council or Staff. The number of meetings for each session
will vary depending on the topic's complexity.
Marana Civic Committee meetings shall be held in compliance with the Arizona open meeting
law.
