HomeMy WebLinkAboutCouncil Presentation - Mandarina South Specific Plan RezoneMandarina South Specific Plan Rezone Town Council Public Hearing 26 July 2023 Ordinance 2023.026 Location and Request Applicant •Pew & Lake Request •Rezone to Specific Plan (SP) •Minor General Plan Amendment to Master Plan Area (MPA) Size and Location •Approximately 162 acres •West of Mandarina Boulevard and north of Tangerine Road Current Zoning •E –Transportation Corridor Zone 2040 General Plan •Land use designation is Commercial (C) 2 Regional Context 3 Proposed Land Use Mandarina South Village Center (MSVC) -A &B The Mandarina South Village Center shall be located at the intersection of Adonis Road and Tangerine Road. A broad range of retail and employment opportunities with a strong pedestrian integration shall create an exciting walkable hub. Residential uses may be integrated into this area, offering residents myriad opportunities for work and play. 4 Mandarina South Corridor (MSC) -C, D & E The Mandarina South Corridor holds a prime position adjacent to Adonis Road and Tangerine Road. The Mandarina South Corridor area shall support uses that benefit from the proximity to a major arterial. Uses in this planning area may be related to those within the Mandarina South Village Center, taking advantage of the vehicle traffic generated by the Mandarina South Village Center uses. Tortolita Corridor (TC) -F The Tortolita Corridor is uniquely situated to take advantage of both the natural beauty of the area and the proximity to the shops, employment and services that are proposed in the other Planning Areas. Nearby open space and trails, including the CAP Canal Trail, shall provide visitors and residents with easy access to recreational opportunities Mandarina South Parks & Open Space (MSPOS) The Mandarina South Parks & Open Space area is located primarily along the northern and eastern bounds of the community to provide a visual buffer to surrounding development. Open space areas are also central to the community with exact locations for parks and open space to be determined with future development plans. Minor General Plan Amendment 5 2040 General Plan •Current land use designation - Commercial (C) •Proposed land use designation - Master Plan Area (MPA) Planning Commission Recommendation The Planning Commission considered this request on July 26th, 2023Voted 6-0, 1 absent, to recommend approval to the Town Council subject to the staff recommended conditions. and the additional condition: 1.“The Property Owners shall discuss in good faith with the Town all necessary rights- of-way and accessory easements associated with the drainage infrastructure improvements to be constructed by the Town for the Tangerine Road 2A Project.” Upon further review by staff, it was determined the additional condition was not required in the draft ordinance. Tangerine Road 2A Project will proceed irrespective of development of the Mandarina South project, therefore, no additional rezoning condition related to this issue is necessary. 6 Staff Recommendation This is a discretionary item for the Town Council to consider. Should the Town Council choose to approve this item, staff recommends approval be subject to the conditions set forth in the draft ordinance. 7
