Civic Center Drive, Marana, Arizona 85653 Council Chambers, August 22, 2023, at or after 6:00 PM Ed Honea, Mayor Jon Post, Vice Mayor Patti Comerford, Council Member Jackie Craig, Council Member Herb Kai, Council Member John Officer, Council Member Roxanne Ziegler, Council Member SUMMARY MINUTES CALL TO ORDER AND ROLL CALL Mayor Honea called the meeting to order at 6:00 PM and directed the Town Clerk to call the roll. Council Member Kai and Council Member Officer were absent. All other Council Members were present, constituting a quorum. PLEDGE OF ALLEGIANCE/INVOCATION/MOMENT OF SILENCE: Led by Mayor Honea. APPROVAL OF AGENDA 1 Vice Mayor Post moved to approve the agenda as presented. Council Member Ziegler seconded the motion. Motion passed, 5-0. Mayor Honea gave permission to Anthony Cerasani to address the Council. Mr. Cerasani praised the Town's Police Department and Code Enforcement Division for assistance he received. He presented the Council with a letter and Code Enforcement notice, which were returned to him before left. Special Council Meeting Summary Minutes August 22,2023 Page 1 of 3 COUNCIL ACTION Al Ordinance No. 2023.027: Relating to Annexation; annexing into the corporate limits of the Town of Marana that territory known as the Post Marana Pumpkin Patch Annexation, approximately 370 acres of land located southeast of the intersection of W Hardin Road and N Trico Road in Section 14, Township 11 South, Range 10 East; approving a plan to provide the annexed territory with appropriate levels of infrastructure and services to serve anticipated new development; and establishing original Town of Marana zoning (Jason Angell) Vice Mayor Post declared a conflict of interest and recused himself from the dais at 6:04 PM. Development Services Director Jason Angell presented on this item. A copy of the presentation slides is on file with the Town Clerk's Office and attached to these minutes as Exhibit A. Mr. Angell said Town staff evaluated this annexation request against the Town's annexation policy, and he mentioned that the details of the resulting analysis are included in the staff report accompanying the agenda materials. Mr. Angell highlighted a few main points. He said the Town would assume the maintenance of an additional 3.1 lane-miles of road at an estimated cost of approximately $22,400.00 annually in road maintenance. He said the Police Department's boundaries will be expanded to cover the annexation area, but that associated costs to the Town are anticipated to be minimal. Mr. Angell said that estimated annual tax revenues generated from the subject property are believed to be sufficient to cover the additional costs to the Town, and that there was no need for water or sewer infrastructure to be extended to the property, since it is currently on a well and septic system. Mr. Angell explained that the current Pima County zoning for the subject property is Rural Homestead (RH), and that the proposed Town of Marana translational zoning would be Agricultural (AG). He said that the applicant has submitted a request for a conditional use permit to allow for the continued use of the property for outdoor amusement, which is scheduled to be heard before the Planning Commission next week. If approved,the CUP would allow for the Post Pumpkin Patch operations to continue on the property. EXECUTIVE SESSIONS Pursuant to A.R.S. § 38-431.03, the Town Council may vote to go into executive session, which will not be open to the public, to discuss certain matters. El Executive Session pursuant to A.R.S. §38-431.03 (A), Council may ask for discussion or consideration, or consultation with designated Town representatives, or consultation for legal advice with the Town Attorney, concerning any matter listed on this agenda for any of the reasons listed in A.R.S. §38-431.03 (A). FUTURE AGENDA ITEMS Notwithstanding the Mayor's discretion regarding the items to be placed on the agenda, if three or more Council members request that an item be placed on the agenda, it must be placed on the agenda for the second regular Town Council meeting after the date of the request, pursuant to Marana Town Code Section 2-4-2(B). Mayor Honea asked for future agenda items. There were no future agenda items. ADJOURNMENT Mayor Honea asked for a motion to adjourn. Council Member Comerford moved to adjourn the meeting. Council Member Craig seconded the motion. Motion passed, 4-0. Meeting adjourned at 6:09 PM.
