HomeMy WebLinkAboutCouncil Presentation - Ord 2023.033 Amending the fee schedule for public art polciyOrdinance No. 2023.033: Amending the Town of Marana comprehensive fee schedule Jason Angell, Development Service Director September 19, 2023 BACKGROUND & FY 2024 GOALS •First comprehensive schedule in 2009 •Commitment to maintaining the schedule •Goals in comprehensive fee schedule update •Standardize fees across departments •Ensure fees are fair, equitable and reflect the value of services provided to customers •Eliminate errors, inconsistencies and unused items within the existing comprehensive fee schedule •Identify opportunities to streamline, consolidate and modernize to encourage/facilitate development 2 FY 2024 CHANGE SUMMARY •Total of 2 Requested Changes for FY 2024 Update •Added Fees: 2 •Eliminated Fees: 0 •Total Modification to Existing Fees: 0 3 DEVELOPMENT SERVICES PROPOSED CHANGES 4 Proposed Additions: •Marana Public Art Fee •General Plan Map Amendment -Minor; In conjunction with a Translational or Non-Site Analysis Rezoning PRIVATE DEVELOPMENT CONTRIBUTIONS •Commercial, office, and multi-family shall contribute 1% of the building permit valuation. •Industrial uses shall contribute 0.5% of the building permit valuation. •The maximum contribution for any one private development project shall be $150,000 5 CIP All Capital Improvement Projects with an estimated budget of $500,000 shall include a minimum of 1% of the total project contribution to the Marana Public Art Fund. •Town Engineer will assure the 1% is added to the project’s total budget. •Funds may be used to incorporate artwork for the CIP itself, or go into the Marana Public Art Fund. •Town Manager may waive the requirement for projects that are determined to be solely maintenance obligations. 6 General Plan Map Minor Amendment –Translational or Non-Site Analysis Rezoning Translational or Non-Site Analysis Rezoning is a simplified rezoning process, that is a streamlined process created to provide a low-cost rezoning alternative for our residents. •Translational or Non-Site Analysis Rezoning -$550 (existing) •General Plan Major Amendment -$3,000 (existing) •General Plan Minor Amendment -$1,500 (existing) •General Plan Minor Amendment for Translational or Non-Site Analysis Rezoning -$500 (ADD) 7 Staff Recommendation Staff recommends approval of Ordinance No. 2023.033 8
