NORTHWEST FIRE DISTRICT / CHIEF BRAD BRADLEY
The Northwest Fire District was established in 1984 by a group of citizens
interested in establishing a higher level of Fire and Emergency Medical services
on the Northwest Side of Tucson. In the late 1980's and into the 1990's both the
Town of Marana and the Northwest Fire District experienced growth that caused
the two jurisdictions to overlap. In the late 1990's the Town of Marana
recognized the need for qualified and consistent fire and emergency medical
coverage throughout the Town Limits. Marana initiated a competitive process
to identify a fire service provider that could meet the Town's needs. Northwest
Fire was chosen as a result of this process and was granted permission by the
Town to respond to emergencies and annex properties in all areas of the Town
that were not already within a defined fire protection district. Since this
agreement was enacted, Northwest Fire has successfully annexed properties
within the Marana Town boundaries and become the Town's predominant fire
and emergency medical service provider.
For more than twenty years the Town of Marana and the Northwest Fire
District have worked collaboratively to ensure the safety and well-being of our
mutual residents and visitors. Agreements between the District and the Town
exist to ensure that our two institutions make the most of taxpayer funding by
reducing duplicate fees, sharing use of facilities, coordinating new growth, and
promoting new development. In 2019 the District and Town came to a mutual
agreement on the revision of the International Fire Code to reduce confusion
and redundancy for developers, business owners, and home builders. This
initiative was a joint venture that was designed with the best interest of the end
user in mind. To ensure that Marana is a safe place to live, work, and play the
District and Town collaborate before, during, and after each of the four Marana
signature events. Ensuring that the residents and visitors of Marana can come
together to celebrate and socialize in a safe environment is of paramount
importance for elected officials and staff from both organizations.
Keeping pace with the rapid growth occurring within the Town of Marana,
Northwest Fire has invested nearly $50 million in buildings and millions more in
response apparatus and other capital investments within the boundaries of the
Town of Marana. Six of the eleven fire stations operated by the District fall within
the town limits. In 2019 two new fire stations were opened thanks to voter
approved bond funding. Station 337 is located near the Gallery Sports Club in
Dove Mountain and was a relocation from the original fire station located near
the new MUSD K-8 stem school located in the southern half of Dove Mountain.
As growth continued in the Dove Mountain region, it became difficult to
maintain our standard for response time to the far reaches of the Dove
Mountain Community. The new station 337 allows for a rapid and equitable
response time throughout the Dove Mountain area. Station 341 on Tangerine
west of 1-10 was built simultaneously and was needed to keep pace with growth
in the area of the Gladden Farms Community and the surrounding area. Both
new stations reaffirm our commitment to the residents and the Town to maintain
the highest level of readiness and response.
In addition to these facilities, the District's Training Center, Fleet Facility
and Administration Building are also located within the boundaries of the Town.
Due to our own growth, the current administration building for the District has
reached capacity and voter approved bond funding has been secured to build
a new Administration building. To further our mutual commitment and
collaboration, the Town and District negotiated the sale of a piece of Town
owned property next to Fire Station 336 on Marana Main Street to build the new
District Administration facility. The building is currently being designed by an
architect firm and we hope to occupy the building in the second half of 2021 .
With a full understanding and appreciation of the investment that the
residents and business owners within the District commit to us each year, it is
important to provide the best possible return on that investment in as many ways
as possible. That is why the District committed itself to achieve an Insurance
Service Office rating of 1 which was formally enacted on July 1, 2019. The ISO
scoring which ranges from 1 to 10 determines the cost of insurance premiums for
property owners within the District boundaries. The ISO Score of 1 obtained by
the District ensures that property owners within the District pay the lowest
possible insurance premiums. Only 373 fire departments out of the more than
40,000 evaluated by ISO currently hold an ISO rating of 1 .
The District is also in its third 5-year cycle as an accredited agency with
the Commission on Fire Accreditation International. As an accredited agency
we undergo extreme vetting on all our business and response processes every
five years to maintain our accredited status. Northwest Fire is 1 of only 270 fire
departments in the United States to achieve accreditation and 1 of only 87 to
achieve accreditation and an ISO rating of 1 .
While the Town of Marana and the Northwest Fire District may be two
separate government entities, our collective goal is to work together as
seamlessly as possible. Every person inside of our respective boundaries should
be able to enjoy time with their family and friends, find comfort in their homes,
and build their businesses knowing that collectively we work day and night to
ensure the safety and protection of each of you.
MHC HEALTHCARE / CLINT KUNTZ
MHC Healthcare is the oldest community health center in Arizona, providing
continuous care since its incorporation in 1957. We began by providing medical
care to migratory farm workers and other locals in Marana.
By 1964, we had the funds to build a clinic specifically for MHC Healthcare and
doubled our staff. We established our Sliding Fee Scale, making it possible to
deliver healthcare to a broader population, especially low income and
medically underserved patients.
In 1972, Marana was declared a Critical Health Manpower Shortage Area, and
MHC signed an agreement with the National Health Services Corps to provide
healthcare workers for our entire community. Just three years later, in 1975, the
University of Arizona Department of Family and Community Medicine awarded
MHC Healthcare the Hill-Burton Grant, allowing us to enlarge the clinic building.
That was the main clinic for 36 years until the move in 2011 to the current
Marana Main Health Center.
• In 2003, MHC had Health Centers in Marano, Catalina & Picture Rocks
• In 2011, Marana Main Health Center opened. MHC Main is a State-of-the-
Art 74,656 square foot facility (replaced 12,000 square foot clinic)
• In 2012, MHC Counseling & Wellness Center opened. The "CWC" is a
30,000 square foot facility adjacent to Marano Main Health Center
• By 2019, MHC had grown to 16 Health Centers throughout Pima County
• Since 2002, MHC has experienced over a 1,000% increase in patient
volume with expansion from 3 to 16 health centers
• MHC Healthcare employees over 550 people
• MHC Healthcare currently serves over 60,000 patients annually
MHC is a Patient-Centered Medical Home. A Patient-Centered Medical Home
(PCMH) is a model of primary care that focuses on the patient's entire well-
being. As such, the PCMH includes a team of care providers (e.g., physicians,
nurses, pharmacists, nutritionists, social workers, and educators). As a PCMH, we
work closely with patients and their families, recognizing the unique needs,
cultures, and beliefs of each patient. At MHC Healthcare, we coordinate care
between specialty care, hospitals, home healthcare, and community services.
MHC was one of the first organizations in Arizona to provide access to Integrated
Healthcare. As a provider of Integrated Healthcare, MHC coordinates primary
medical care with dental, counseling and wellness services for all stages of life.
Using this approach, we eliminate barriers to health services, improving total
health and well being. MHC Healthcare offers Integrated Primary Care &
Behavioral Health, Preventive & Wellness Care, Primary Care (Family Medicine,
Integrative Health, Internal Medicine, Pediatrics, Women's Health), Urgent Care,
Dental Care, Pharmacy, Radiology & Laboratory Services, and provides access
to specialty care (Cardiology, Gastroenterology, Nephrology, Oncology,
Ophthalmology, Orthopedic, Pain Specialist, and Physical Therapy). Integrated
Healthcare reduces health disparities and improves patient outcomes.
MHC Healthcare Counseling and Wellness offers Individual, Group & Family
Therapy, Children's Issues & Parenting Skills, Peer Support & Skill Building,
Psychiatric Evaluations, Domestic Violence Assessment & Treatment, Intensive
Outpatient Substance Use Treatment, MAT (Medication Assisted Treatment),
Trauma Services, support groups, housing assistance, pre-employment &
employment support, and a work adjustment program.
FUTURE
Medical Education Residency Program
MHC has partnered with Northwest Medical Center and Oro Valley Hospital to
create a new Family Medicine Residency Program and an Internal Medicine
Residency Program. These programs will train new physicians in our community
with the long term goal of increasing the number of physicians in our
community. Our first class should start in 2021 .
The MHC Healthcare Medical Education program will follow innovative models
that are emerging to address the shortage. Specifically, we will draw upon the
Creighton University model, which is used in Phoenix and on the Baylor College
of Medicine at the Children's Hospital of San Antonio, Texas, to create our
program. Starting a new residency program typically takes two or more years
and involves multiple components including:
• Institutional affiliation and training site budget/funding timeline
• Review and apply American Council for Graduate Medical Education
(ACGME) requirements
• Development of educational vision
• Creating the curriculum and program design
• Completing the ACGME application
• Development of faculty
• Preparing for a site visit and awaiting accreditation decision
• Strategically marketing the program
• Actively recruiting new residents
• The beginning: resident match and orientation.
This second residency program in Tucson (in addition to the University of Arizona)
will pay incredible dividends for the city and all of southern Arizona as it will bring
additional federal and state funds to the area and it will produce new residents
of which between 53% and 75% will reside in the areas where they are trained.
The need is urgent, the stakes are high, and the benefits incredible.
Nurse Practitioner Residency Program
MHC has partnered with El Rio Health and Mariposa Community Health Center
to create an Advanced Practice Registered Nurse (APRN) Residency Program in
Southern Arizona that creates highly competent, knowledgeable, and skilled
APRN's to serve the medical needs of not only the population of Tucson, Arizona
but to become the state model of APRN training that would provide and
improve access to quality healthcare for Arizona's most vulnerable
population. The APRN Residency Program is designed to meet the healthcare
needs of Arizona's rural population by providing residency positions for new
graduate nurse practitioners that would like to continue service at these sites.
The comprehensive residency curriculum will provide the specialized skill set and
adequate preparation for successful practice in Rural Health and Community
Health Centers.
