This agenda may be revised up to twenty-four hours prior to the meeting. In such a case a new agenda will be posted in place of this agenda. If you are interested in speaking to the Council during the Study Session, you must fill out a speaker card (at the rear of the Council Chambers) and deliver it to the Clerk prior to the commencement of the meeting. It is up to the Mayor and Council whether individuals will be allowed to address the Council. All persons attending the Council Meeting, whether speaking to the Council or not, are expected to observe the Council Rules, as well as the rules of politeness, propriety, decorum and good conduct. Any person interfering with the meeting in any way, or acting rudely or loudly will be removed from the meeting and will not be allowed to return. To better serve the citizens of Marana and others attending our meetings, the Council Chamber is wheelchair and handicapped accessible. Any person who, by reason of any disability, is in need of special services as a result of their disability, such as assistive listening devices, agenda materials printed in Braille or large print, a signer for the hearing impaired, etc., will be accommodated. Such special services are available upon prior request, at least ten (10) working days prior to the Council Meeting. Needless to say, I am very impressed with thc pro~ress the Town is making as it addresses the many issues usocia~ed with the ~rowih takin~ place. Additionally, the Town's plans for n Heritage Museum, which is to be located on South Sanderio Road, will prove to be a lastin~ testimony to those who worked so hard to preserve the legacy of the community. As we discusscd, Yankee Point, LLC is willing to perticipat¢ with thc Town in rcconstmctin$ the existin~ gin and storage facilhy at the new designated location. Obviously there are certain issues that need to be formally worked out; however, in ~eral wa would be wiilin~ to a~ree to the following: 1. The Town may access the cxistin~ buildings and begin removing any artifacts that might be salYaseeble for use in the new Heritsge Museum. This work could commence immediately subject to the Town indemnifying Yankee Point against any claim or injury. 2. B~land C~neral Panner Town of Marana Communication Tower In order to satisfy the need of multiple antennas for WWAN and radio systems for both the Town of Marana and Northwest Fire, I recommend erecting an 85' monopole to replace the current telephone pole at Town Hall. With the Town's decision not to allow Northwest Fire to place a four-story training tower at Station 36, it has become apparent that we need to place a large amount of antennas somewhere in very close proximity to the Municipal Complex. My research over many days and in many meetings with all parties and vendors shows me that in order to keep the "esthetics" of the new complex, gain the height needed, and retain as much separation as possible to avoid conflicting RF signals, we must utilize an alternative structure. The existing telephone pole in front of Town Hall represents a height of roughly 50'. This height is not sufficient for the placement of Northwest Fire or future Town of Marana antennas. It also will begin breaking down over time due to the sun's effect on wood. As we continue to design the frequency sharing of the two systems, it may become apparent that we would all be on the monopole. The current location of the telephone pole makes an ideal spot for its replacement since it is surrounded by mature trees, and the main focus of the area will be the Municipal Complex. Additionally, the FCC license that we have for the Town ofMarana's WWAN is predicated on that location. According to the Town of Marana Land Development Code Section 23.04.05 - Replacement of an existing Pole with a Tower Support, paragraph A Item 1: Collocation Exception - Where the Tower supports the collocation of 2 or more service providers, the maximum height of the facility shall not exceed 85' in total height. The planned design for the site includes replacing the exiting telephone/electric pole with a monopole, erecting a minimum 6' block wall to match the color of the existing Town Hall facility, supply needed electric, access to the site, equipment building no greater then 12'x 36' and any other miscellaneous items that are pertinent to the site. A side benefit of erecting such a structure is the desire for other providers (such as cell phone providers), to collocate with us. The benefit to the Town of Marana is to give its citizens increased cell coverage in the northern part of Marana where there is sketchy coverage at the present time. It will also allow Town of Marana staff themselves to receive better coverage, interoperate with other public safety and fire organizations, such as Pima County Sheriff and Northwest Fire, generate revenue, and increase the protection and responsiveness to our community.
