Overview of Strategic Plan Progress

Cherished Heritage
Leverage the region’s historic and cultural legacy to strengthen community character, increase community pride, and build heritage-driven tourism.
Highlighted Accomplishments:
•Town Council adopted the new Public Art Policy on September 19, 2023. ✔COMPLETED
•The Town identified the new Marana Community and Aquatic Center as a location for public art that highlights Marana’s heritage. Selected artist,
Creative Machines, finalized the aesthetic design of the public art and are currently going through the Town’s permitting process for the art.
Looking Forward:
•Staff will begin implementation of the Public Art Policy. Next steps include working with the Public Art Review Committee to identify priority locations
for public art projects and present recommendations to Town Council.
•The Cultural Heritage Specialist position has been posted. Once hired, the Cultural Heritage Specialist will lead efforts to better showcase and
preserve Marana’s history and heritage.
Vibrant Community
Strengthen the sense of place and create opportunities for community connections.
Highlighted Accomplishments:
•On September 14, 2023, MPD was awarded its re-accreditation certification from the Arizona Law Enforcement Accreditation Program.
This certification is in effect for another four years. ✔COMPLETED
•MPD launched SPIDR Tech on August 1, 2023. This new technology tool is designed to enhance communication with the community.
•The Transportation Master Plan planning process continues. Plan completion is scheduled for March 2024.
Looking Forward:
•The Town is planning to collaborate with Pima County in a large-scale, County-wide housing study. Staff will continue to monitor Pima County’s progress in the engagement of a consultant.
•Town is on track with the launch of a new town-wide website that will better serve local government needs and improve resident outreach.
Thriving Commerce
Recruit and maintain a diverse commercial sector that is supported by local workforce training and funding opportunities.
Highlighted Accomplishments:
•Discover Marana partnered with the Marana Chamber of Commerce on the Dine & Discover Summer Challenge to encourage the community to support local during the slower summer months. Over the course of the two-month challenge, more than 800 restaurant visits were recorded.
•Town staff met with the main developer of Downtown Marana on September 27, 2023 to discuss two concepts for phase one of the area. The developer will finalize development ideas for phase one and will present finalized plans.
Looking Forward:
•A consultant has been selected for the Tourism Master Plan. Staff is working on finalizing the agreement and kick-off is scheduled for January 2024.
•The design for the Discover Marana website has been completed and migration of the content is underway. The website is scheduled to launch by the end of November 2023.
Healthy Lifestyles
Provide a variety of recreational, artistic, and cultural opportunities along with a flourishing natural environment to support healthy and active lifestyles.
Highlighted Accomplishments:
•Staff continues to work with DR Horton and the designer to adjust the scope of the Saguaro Bloom Community Park project in order to bring the project in line with recent bids. *DISRUPTION
•Parks and Recreation requested an amendment to the Parks IIP to provide additional funding for the CalPortland portion of the Santa Cruz River Shared Use Path project and Pima County has agreed to contribute an additional $170,000. The project went out to bid in early November 2023. *DISRUPTION
Looking Forward:
•The groundbreaking event for the Marana Community & Aquatic Center was held on October 20, 2023. The final permit was recently approved and the project is on track for a Spring 2025 opening.
Proactive Public Services
Foster an open atmosphere that embraces change, creativity, innovation and calculated risk, and maintains the Town’s high quality customer service.
Highlighted Accomplishments:
•The Water Department obtained a $3,000,000 grant from the Water Infrastructure Finance Authority for effluent recharge.
•The Facilities Master Plan’s (FMP) kick-off meeting was held on July 19, 2023.
The steering committee has met with the consultants on a monthly basis. Completion of FMP is anticipated for early calendar year 2024.
•Town Clerk’s Office continues to improve records management and recently implemented a file structuring system.
Looking Forward:
•Technology Services will complete phase two of the Microsoft Office 365
migration by the end of the year. Phase Two will provide the Town access to updated Microsoft Office, Teams Chat, and Teams meetings.
Next Steps
•Staff will continue working on the goals and actions
associated with all five focus areas.
•The next update is planned for February 2024.
