Greetings:
Crown West Land Group supports the benefits the proposed Tucson Electric Power Company(TEP)Grier
138 Kilovolt Substation, to be located at 13860 W. Grier Road, will bring to the Town. We have worked
closely with TEP throughout the development of our Gladden Farms community and recognize that the
new substation is needed to support reliable electric service for current,planned,and future development
in the Town and surrounding areas.
We believe the need to develop the Project is clear,as it will ensure the long-term viability and adaptability
of the electrical grid. It is our understanding that the project will provide enhanced voltage control, grid
efficiency,and help to maintain stable voltage levels throughout the system.The Grier Substation project
will strengthen electric reliability for customers, meet future energy needs,and expand power capacity in
the area to help drive economic development.
We also believe that the Project's selected site is appropriate for this use, and that with the proposed
setbacks and buffering,the facility will prove to be a benefit to the entire region.
We strongly support the approval of TEP's Minor General Plan Amendment and Rezone request.

Dear Sir/Madam,
HSL Properties supports the proposed Tucson Electric Power Company(TEP) Grier 138 Kilovolt
Substation, located at 13860 W. Grier Road, Marana,Arizona. Our company owns and operates
multiple apartment communities and hotels in the Town,including Encantada Continental Reserve,
Encantada Twin Peaks, the Hampton Inn at Twin Peaks and the Ritz-Carlton, Dove Mountain.
Additionally, we own approximately 200 development acres in the northwest quadrant of
Tangerine and Interstate 10, where we are currently building and planning multiple multifamily
communities and hotels. Given our extensive involvement and investment in the Town of Marana,
we have a vested interest in the Town's prosperity and economic development. We also advocate
for sustainable and steady growth of the Town that is made possible by investment in infrastructure.
TEP's investment in the proposed substation will deliver a key piece of infrastructure needed to
support reliable electric service for current, planned, and future development in the Town and
surrounding areas.
We understand that TEP's proposed substation will ensure the long-term viability and adaptability
of our Town's local energy grid,and it is our understanding that the project will provide enhanced
voltage control, grid efficiency,and help to maintain stable voltage levels throughout the system.
It is our firm belief that the Grier Substation project will strengthen electric reliability for existing
customers,meet future energy needs,and expand power capacity in the area to help drive economic
development and strongly support the approval of TEP's Minor General Plan Amendment and

Dear Mayor Honea,Vice-Mayor Post, Marana Town Council Members;
Diamond Ventures, Inc. is writing to provide our perspective on development adjacent to and in
close proximity to lower and medium voltage infrastructure. In suburban and urban communities,
adjacency to substations and powerlines is not uncommon. Diamond Ventures has developed
residential subdivisions with similar proximity issues to the proposed Tucson Electric Power
Company(TEP)Grier 138 Kilovolt Substation,located at 13860 W. Grier Road, Marana,Arizona
85653. Setbacks, hardscape walls and planted perimeter landscape provide screening between
property owners and between different uses. Review of TEP's Grier Substation application
indicates that TEP has incorporated these elements to mitigate and buffer the substation's impact
on the surrounding area.
Progress in advancing economic development and regional prosperity is dependent upon
continuous expansions of infrastructure capacity: water, sewer, roadways, energy and power,
communications, and flood control. Capacity and redundancy of electric power in our region's
growing northwest area and within Marana is needed to provide for the electrical needs of current,
planned, and future development in the Town and surrounding areas. In our experience,TEP does
not commit to constructing a substation until the demand and need is serious.
A 138-kV electric Substation in this vicinity will provide for greater stability, reliability and
efficiency throughout the northwest Marana system.
Understanding the inherent concerns and benefits that accompany electric infrastructure
expansion, we wanted to provide our perspective and recommend Council approval of TEP's
Minor General Plan Amendment and Rezoning request for the 138kV Grier Substation.
