SUMMARY MINUTES
CALL TO ORDER AND ROLL CALL
Mayor Honea called the meeting to order at 6:04 PM and directed the Town Clerk to call
the roll. Vice Mayor Post, Council Member Craig, and Council Member Officer were
absent. All other Council Members were present, constituting a quorum.
PLEDGE OF ALLEGIANCE/INVOCATION/MOMENT OF SILENCE: Led by Mayor
Honea.
APPROVAL OF AGENDA
Council Member Ziegler moved to approve the agenda. Council Member Kai seconded the
motion. Motion passed, 4-0.

Council Member Ziegler requested that the Police Department start issuing more
citations in the Dover Mountain and Saguaro Bloom areas.
Mayor Honea attended a conference for the League of Arizona Cities and Towns in
Phoenix and said he would be speaking at a memorial service for Mr. Paul Marsh on
Wednesday, September 6, 2024.
MANAGER'S REPORT: SUMMARY OF CURRENT EVENTS
Town Manager Terry Rozema said the Town issued 53 single-family residential permits
for the month of August. Last August, there were 91 permits issued. He said there would
be a ribbon cutting on September 14, 2024,for the CalPortland segment of the Shared Use
Path. He also highlighted awards received by the Parks and Recreation Department at a
recent statewide conference.

Town Clerk/Assistant Town Attorney David L. Udall noted for the record regarding
Item C4 below that he had neglected to include the Roll Call paragraph in the August 20,
2024, draft summary minutes. He said corrected copies had been placed before each
Council Member for adoption.
C1 Ordinance No. 2024.015: Relating to Administration;revising Marana Town Code
Title 3 (Administration), chapter 3-1 (Officers and Employees), section 3-1-1 (Town
officers) to clarify that the duties of a Town officer may be assigned to a Town employee
serving in another position and that a Town officer may designate other Town employees
to fulfill some of the Town officer's responsibilities; and designating an effective date

C2 Ordinance No. 2024.016: Relating to Business Regulations;revising Marana Town
Code Title 9 (Business Regulations), chapter 9-13 (Mobile Food Vendors), section 9-13-7
(Operational requirements) to clarify that the parking requirements provided in Section
9-13-7(G)apply only to mobile food vendors parking in the right-of-way;and designating
an effective date (Jane Fairall)
C3 Ordinance No. 2024.017: Relating to Traffic and Highways;revising Marana Town
Code Title 12 (Traffic and Highways), chapter 12-7 (Construction in Town Rights-of-
Way), section 12-7-12 (Fees; late fees) to delete a provision requiring the Town Engineer

to maintain a copy of the Town's fee schedule; and designating an effective date (Jane

C4 Approval of Special Council Meeting Summary Minutes of August 13, 2024 and
approval of Regular Council Meeting Summary Minutes of August 20, 2024 (David L.

Council Member Kai moved to approve the consent agenda. Council Member Ziegler
seconded the motion. Motion passed, 4-0.

COUNCIL ACTION
Al Resolution No. 2024-082: Relating to Development; approving and authorizing
the Mayor to execute the First Amendment to Payson Farms Development Agreement
(Jane Fairall)
Town Attorney Jane Fairall presented on this item. She said the development agreement
amendment involves property now known as Remington Ranch. She said the current
developer is American Homes for Rent. She said the amendment primarily involves non-
substantive changes designed to conform to language now used in the Town's recent
ordinances and development agreements and to comply with the Town Code, as
amended. The amendment would also extend the development agreement for ten more
years. Please see the amendment included in the agenda materials for more detailed
information.
Council Member Ziegler moved to adopt Resolution No. 2024-082. Council Member Kai
seconded the motion. Motion passed, 4-0.
A2 Resolution No. 2024-083: Relating to Transportation; approving and adopting the
Marana Transportation Master Plan (Fausto Burruel)
Public Works Director Fausto Burruel introduced this item and its presenter, Ms.Phillis
Davis with Kittleson & Associates. He thanked Town staff, stakeholders, and citizens
involved in various aspects of the project. He also thanked the local media and the Town
Council.

Ms. Davis then presented. A copy of the presentation slides is on filed with the Town
Clerk's Office. Ms. Davis said the Transportation Master Plan is designed to guide
transportation decisions for the next 30 years and includes short-term priorities and long-
term visioning. She explained the study process, where Marana is today transportation-
wise and where it is projected to be in 2055, community and stakeholder feedback, and
recommended improvements, including improvement priority. For more detailed
information, including study process phases, an overview of recommended, prioritized
improvements, and statistics, please see the presentation slides.
Mayor Honea commented that one of the major transportation concerns right now is
ingress and egress on and off of Interstate 10. He said he is hoping the plan accounts for
increased capacity to handle the ingress and egress. Ms. Davis explained the plan
includes recommended interchange and frontage road improvements designed to help
mitigate those concerns.
Council Member Kai expressed concern with closures on Interstate 10. He proposed
better communication with ADOT and proposed that Town police assist with directing
traffic to help people find the best way home when there is a closure. Ms. Davis said
ADOT has been a good partner throughout the Transportation Master Plan process and
said Town staff is in touch with ADOT frequently.
Council Member Ziegler said that transportation is the major issue in the Town right
now and said it has become a health and safety issue. She said transportation should be
the Towri s number one priority at the moment, and she requested that the short-term
plans for the Tangerine and Marana interchanges be expedited.
Council Member Comerford thanked the presenters and staff for the work put into the
Transportation Master Plan. She said she needed more time to digest the plan and did
not feel comfortable voting on it as a result. She said she would abstain from the vote.
She also expressed safety concerns regarding the backup on the freeway at the Tangerine
interchange.
Council Member Ziegler said she has not been able to go through the entire plan either,
but said she would be voting for it. She said she would not get through the entire plan,
but that she would continue to push policy forward. She said it was important to take
action now and important for interchange improvements to be expedited to resolve safety
concerns.
Council Member Ziegler moved to adopt Resolution No. 2024-083. Mayor Honea
seconded the motion. Mayor Honea and Council Member Ziegler voted Aye. Council

Member Comerford abstained. Council Member Kai voted Nay. Motion failed, with one
Nay vote, one abstention, and two Aye votes.
After the vote, Council Member Comerford and Council Member Kai requested that
this item be brought back before the Council for reconsideration. Ms. Fairall explained
that a motion for reconsideration would be placed on the agenda for the second regular
Town Council meeting following the meeting at which the original action was taken.
ITEMS FOR DISCUSSION/POSSIBLE ACTION
D1 Relating to Development and Public Works; update, discussion, and possible
direction regarding public and private projects and development applications on the
Town's Marana Current and Proposed Projects internet site (Jason Angell)
Development Services Director Jason Angell provided an update and answered
questions related to public and private projects and development applications in the
Town, as currently listed on the following website:

EXECUTIVE SESSIONS
Pursuant to A.R.S. § 38-431.03, the Town Council may vote to go into executive session,
which will not be open to the public, to discuss certain matters.
El Executive Session pursuant to A.R.S. §38-431.03 (A), Council may ask for
discussion or consideration, or consultation with designated Town representatives, or
consultation for legal advice with the Town Attorney, concerning any matter listed on
this agenda for any of the reasons listed in A.R.S. §38-431.03 (A).
FUTURE AGENDA ITEMS
Notwithstanding the Mayor's discretion regarding the items to be placed on the agenda,
if three or more Council members request that an item be placed on the agenda, it must
be placed on the agenda for the second regular Town Council meeting after the date of
the request, pursuant to Marana Town Code Section 2-4-2(B).
Mayor Honea asked for future agenda items. There were no future agenda items
requested.

ADJOURNMENT
Mayor Honea asked for a motion to adjourn the meeting.
Council Member Kai moved to adjourn the meeting. Council Member Ziegler seconded
the motion. Motion passed, 4-0. Meeting adjourned at 7:06 PM.
