Pursuant to A.R.S. §38-431.02, notice is hereby given to the members of the Marana
Town Council and to the general public that the Town Council will hold a meeting open
to the public on November 6, 2024, at or after 6:00 PM located in the Council Chambers
of the Marana Municipal Complex, 11555 W. Civic Center Drive, Marana, Arizona.
ACTION MAY BE TAKEN BY THE COUNCIL ON ANY ITEM LISTED ON THIS
AGENDA. Revisions to the agenda can occur up to 24 hours prior to the meeting.

Meeting Times
Welcome to this Marana Town Council meeting. Regular Council meetings are usually
held the first and third Tuesday of each month at 6:00 PM at the Marana Municipal
Complex, although the date or time may change and additional meetings may be called
at other times and/or places. Contact the Town Clerk or watch for posted agendas for
other meetings. This agenda may be revised up to 24 hours prior to the meeting. In such
a case a new agenda will be posted in place of this agenda.
Speaking at Meetings
If you are interested in speaking to the Council during the Call to the Public or Public
Hearings, you must fill out a speaker card (located in the lobby outside the Council
Chambers) and deliver it to the Town Clerk prior to the convening of the meeting.

All persons attending the Council meeting, whether speaking to the Council or not, are
expected to observe the Council rules, as well as the rules of politeness, propriety,
decorum and good conduct. Any person interfering with the meeting in any way, or
acting rudely or loudly will be removed from the meeting and will not be allowed to
return.

To better serve the citizens of Marana and others attending our meetings, the Council
Chambers are wheelchair and handicapped accessible. Persons with a disability may
request a reasonable accommodation, such as a sign language interpreter, by contacting
the Town Clerk at (520) 382-1999. Requests should be made as early as possible to
arrange the accommodation.

CALL TO THE PUBLIC
At this time any member of the public is allowed to address the Town Council on any
issue within the jurisdiction of the Town Council, except for items scheduled for a Public
Hearing at this meeting. The speaker may have up to three minutes to speak. Any
persons wishing to address the Council must complete a speaker card located outside
the Council Chambers and deliver it to the Town Clerk prior to the commencement of
the meeting. Individuals addressing a meeting at the Call to the Public will not be
provided with electronic technology capabilities beyond the existing voice amplification
and recording capabilities in the facilities. Pursuant to the Arizona Open Meeting Law, at
the conclusion of Call to the Public, individual members of the Council may respond to
criticism made by those who have addressed the Council, and may ask staff to review
the matter, or may ask that the matter be placed on a future agenda.

CONSENT AGENDA
The Consent Agenda contains items requiring action by the Council which are generally
routine items not requiring Council discussion. A single motion and affirmative vote will

Discussion:
The purpose of this item is to present a summary of the Town's first quarter financial
results (July -September) for the Town's General Fund and other selected major funds
for fiscal year 2024-2025. It is important to note that these results are preliminary,
unaudited and subject to change based upon adjusting entries, as necessary. The
attached provides a high-level revenue and expenditure summary at the end of the
current quarter.
Revenue
Overall, revenues are within or above expectations for all funds at this time of the year,
with the possible exception of the HURF.
• Revenues for the General Fund are better than expected due to better than
anticipated permit fees and investment income.
• HURF fund is slightly below expectations but as revenues are consistent with
prior year revenues for the first quarter, we expect to achieve our budget
projections by year-end.
• Bed Tax Fund revenues are within expectations. Overall, hotel activity has shown
a slight reduction in the first quarter, but remains consistent with prior year
trends.
• Half Cent Sales Tax fund revenues which will be used for the multi -generational
community and aquatics center continues to average collections in excess

of $600,000 per month since its inception as retail sales taxes remain strong
through the first quarter.
• Transportation fund revenues are significantly above expectations at this time of
year as builders are working on a number of large commercial projects,
including the completion of some projects such as the Fry's grocery store which
opened in October 2024.
• Charges for services revenues in the enterprise funds are within or above
expectations for this time of year.
Additional detail on these variances is included within the visualization slides attached
to this item.
Expenditures
Expenditures in all funds are at or below expectations. This is partly due to the timing
of one-time projects and programs which are expected to occur in future quarters.
• General fund expenditures include a one-time payment to pay down the
Town's Police pension unfunded liability, as approved by Council during the
adoption of the fiscal year 2024-202 budget.
• The Water and Water reclamation funds expenditures are within expectations for
the first quarter. Amounts included debt service payments that happen during
the first quarter of the fiscal year.

This financial brief is intended to provide a broad overview and status of revenues and expenditures for the Town's selected major funds through the first
quarter of fiscal year 2025 (July 2024 - June 2025). Major funds included in this financial brief are the General Fund, Highway User Revenue Fund
(HURF), Bed Tax Fund, Half Cent Sales Tax Fund and Transportation Fund. Also included are the Airport, Water, and Water Reclamation enterprise funds.
Please note that all amounts are preliminary, unaudited and subject to change based upon adjusting entries, as necessary.

The General Fund is the Town's primary operating fund. Sales Tax, Intergovernmental Revenues and Licenses, Fees, & Permits make up over 95% of budgeted revenues for the fund.
Overall, collections are above expected levels through the first quarter of FY2025. Sales tax and contracting tax revenues are slightly above budgeted expectations due to continued
economic stability. Intergovernmental revenues include amounts received from the State's shared revenue program and are distributed based upon population estimates and economic
conditions. Licenses, Fees, & Permits also exceed expectations with greater first quarter revenues this year due primarily to higher than anticipated new commercial permits. Other

General Fund Relevant Information

General Fund expenses through the first quarter of FY2025 overall are as anticipated. Personnel & Benefits expenses are in line with expectations and include a one-time down payment of
the Public Safety Pension Retirement System's outstanding liability balance. Capital Outlay is associated with several projects and capital equipment purchases, many of which will occur
later in the fiscal year. Other Financing Uses is related to budgeted transfers which will also be completed later in the year, as well as $7.76 million in restricted budget, the majority of
which is for the Facilities Project Design Startup plan.

The Highway User Revenue Fund or HURF is set by the collection of fees and taxes from users of the State's roads and highways which the State collects. Cities and towns receive a
percentage of revenues based on population estimates and gasoline sales within each county. First quarter HURF revenue collections are slightly below budgeted expectations when
excluding revenues from charges for services and investment income. Charges for services are payments in lieu of fees collected from third parties to be expended for the preservation of
roads. Significantly higher than anticipated investment income is the result of investment decisions from the prior year.

Transportation Fund Relevant Information
The Transportation Fund comprises 75% of all contracting taxes collected by the Town and is used for new road construction and reconstruction projects. First quarter revenue collections
are surpassing expectations to date due to stronger than anticipated construction activity throughout the Town. Charges for Services is comprised of drainage in lieu of fees. Other
revenue includes donations, investment income, and planned transfers.

The Bed Tax Fund accounts for the collection of the discriminatory portion of revenues restricted for tourism initiatives. First quarter revenue collections for FY2025 are in line with
expectations. They are less than FY24 first quarter revenue due to a one-time refund included in last year's revenues. Room occupancy is slightly lower compared to FY2024. However,
overall hotel revenues continue to be resilient with room pricing rates remaining significantly above pre -pandemic levels while overall demand has fully recovered to normal prior year
cycles.

The Bed Tax Fund spending is as expected through the first quarter of FY2025. Personnel & Benefits expenses are less than budgeted to date as the hiring of a new Tourism & Marketing
Specialist did not occur until late in the quarter. Contracted Services is primarily related to the annual State Land lease payment, which is normally paid during the second quarter, and also
includes planned advertising costs in support of tourism activities. Operating Supplies & Equipment includes developer rebates. Other Financing Uses is restricted budget for
unanticipated needs and includes $500,000 for future tourism related opportunities not yet identified by the department.

Discussion:
The Mayor and Council adopted Ordinance No. 2023.009 on April 4, 2023, to add
Chapter 9-14 (Short -Term and Vacation Rentals) to the Marana Town Code (MTC),
providing comprehensive regulations of short-term/vacation rentals in the Town, to
the extent permitted by state law. The Arizona Legislature adopted Laws 2024, Chapter
196 (House Bill (HB) 2720), signed by Governor Katie Hobbs on May 21, 2024, and
effective on September 14, 2024, which among other items, revised Arizona Revised
Statutes (A.R.S.) §9-500.39 to provide that a municipality may regulate vacation or
short-term rentals to require that the owner of a vacation or short-term rental must
reside on the property if the property contains an accessory dwelling unit (ADU) that is
being used as a vacation or short-term rental.
The proposed ordinance will add a provision to MTC Chapter 9-14 in accordance with
HB 2720 that provides that an ADU may be used as a short-term rental in the Town
only if and while a property owner resides on the property that contains the accessory
dwelling unit.

WHEREAS the Arizona Legislature adopted Laws 2024, Chapter 196 (House Bill
2720), signed by Governor Katie Hobbs on May 21, 2024, and effective on September 14,
2024, which among other items, revised Arizona Revised Statutes (A.R.S.) §9-500.39 to

its residents.
NOW THEREFORE BE IT ORDAINED BY THE MAYOR AND COUNCIL OF
THE TOWN OF MARANA, as follows:
SECTION 1. Marana Town Code Title 9 (Business Regulations), chapter 9-14
(Short -Term and Vacation Rentals), section 9-14-9 (Compliance with laws; prohibited
uses) is hereby amended as follows (with additions shown with double underlining):
9-14-9 Compliance with laws; prohibited uses; accessory dwelling units
A. The operation of a vacation rental shall be in compliance with all federal, state, and local laws,
including this chapter.
B. The use of a vacation rental property for any of the following uses or purposes is strictly
prohibited:
1. Any nonresidential use.
2. Holding a special event that requires a permit or license pursuant to a town ordinance or
state law or rule.
3. Operating a retail business, restaurant, event center, banquet hall or similar use.

4. Housing sex offenders.
5. Operating or maintaining a sober living home.
6. Selling or offering for sale, consideration, or entrance fee, liquor or illegal drugs.

8. Obscenity as prohibited by A.R.S. Title 13, Chapter 35.
9. Operating or maintaining an adult -oriented business including nude or topless dancing.
10. Any other use prohibited by A.R.S. §9-500.39 or the town code.
C. A vacation rental lacking a valid transaction privilege tax license issued by the State of
Arizona shall not be rented or offered for rent.
D. No person or entity may receive payment or accept a fee, directly or indirectly, for facilitating
the rental of a vacation rental operating in violation of this code or other law.
E. The failure of any designee to comply with this chapter shall not relieve the owner of liability
under this chapter.
F. An accessory dwelling unit constructed on or after September 14, 2024 may be used as a short-
term rental only if and while an owner resides on the property that contains the accessory
dwelling unit. For purposes of this paragraph "accessory dwelling unit" has the same meaning
as prescribed in A.R.S. §9-461.18.
SECTION 2. The various town officers and employees are authorized and
directed to perform all acts necessary or desirable to give effect to this ordinance.
SECTION 3. All ordinances, resolutions, or motions and parts of ordinances,
resolutions, or motions of the Council in conflict with the provisions of this ordinance are
hereby repealed, effective as of the effective date of this ordinance.
SECTION 4. If any section, subsection, sentence, clause, phrase or portion of this
ordinance is for any reason held to be invalid or unconstitutional by the decision of any
court of competent jurisdiction, the decision shall not affect the validity of the remaining
portions of this ordinance.
SECTION 5. This ordinance is effective on the 31st day after its adoption.

Discussion:
The budget for fiscal year 2024-2025 was adopted on June 18, 2024, which set the legal
level of budgetary control at the department level for the General Fund and at the fund
level for all other funds. Council approval is required for budgetary transfers between
the General Fund departments, between funds, and for any transfer of contingency.
The Council approved budget also includes funding for year one of the Town's
five-year Capital Improvement Plan.
The purpose of this item is to add a new, named project to the Capital Improvement
Plan. The Technology Services Department, recently renamed as the Information
Technology Department, is planning a new project to redesign the Town's network,
which may include a hybrid management approach of the Town's internal network,
and a network service provider. This project was anticipated and portions of it were
included in the adopted budget. However, after adoption of the budget, it was
determined that the project met the requirements to be a formally named capital
project based on the scope, cost and anticipated useful life of the assets replaced.
The new project will be known as the Network Redesign project and will replace the
outdated network infrastructure with one capable of accommodating future growth.
This Network Redesign project is vital to the Town's communication and operational

processes. The current network supports essential services like police dispatch and
water payments, and all other internal operational needs. This redesign and hardware
update ensures that the Town's network operates with greater reliability, enhanced
security, and improved performance.
Financial Impact:
This project will begin in the current year and be completed in fiscal year 2025-2026.
The Information Technology Department budget has adequate budget capacity within
the department budget for the portion of the project planned for the current year. Staff
plans to submit a supplemental request for the remainder of the budget appropriation
to complete the project as part of the next year budget.
Staff Recommendation:
Staff recommends approving the addition of a new Capital Improvement Project
known as the Network Redesign project and authorizing staff to assign a new project
number in fiscal year 2024-2025 budget.

Request
EPS Group, Inc., representing the owner, KB Home Tucson, Inc., is requesting approval
of a final plat consisting of 60 lots and 5 tracts on approximately 12.3 acres of land
generally located north of Tangerine Road and east of Interstate 10 within a portion of
Section 36, Township 11 South.
Zoning
The zoning of the property is SP, Mandarina Specific Plan, created by Ordinance
2009.02, adopted by the Marana Town Council on February 17, 2009. The Specific Plan
was administratively amended on October 30, 2019, and again on November 2, 2022.
Land Use
The proposed final plat is a resubdivision of Block 14 of the Final Block Plat for
Mandarina Blocks 14-20, approved by the Mayor and Town Council on August 20,
2024, via adoption of Resolution No. 2024-076. The size of the proposed project is
approximately 23 acres in gross area. There are 122 lots proposed with a density of 6.7
(RAC). The platted lot area is approximately 14 acres in size. Tracts A through M are

Access and Traffic

parcels located within the overall platted area will be dedicated by this plat.
Utilities
Water and sewer service for the subdivision will be provided by Marana Water. TRICO
Electric and Southwest Gas will provide the electric and natural gas services.
Preliminary Plat
The Mandarina Preliminary Plat Lots 1-906 (PRV2110-001) was approved by Town
staff on April 15, 2022.
Staff Recommendation:
Staff has reviewed the proposed final plat against the requirements of Ordinance No.

Request
EPS Group, Inc., representing the owner, KB Home Tucson, Inc., is requesting approval
of a final plat consisting of 60 Lots and 5 Tracts on approximately 12.3 acres of land
generally located north of Tangerine Road and east of Interstate 10 portion of the East

The proposed final plat is a resubdivision of Block 15 of the Final Block Plat for
Mandarina Blocks 14-20, approved by the Mayor and Town Council on August 20,
2024, via adoption of Resolution No. 2024-076. The size of the proposed project is

approximately 12.3 acres in gross area. There are 60 lots proposed with a density of 6.1
(RAC). The platted lot area is approximately 8.4 acres in size. Tracts A through E
are approximately 1.4 acres and the public right of way area totals approximately 2.4
acres.
Access and Traffic
Access for the project is provided off Adonis Road via N. Mandarina Boulevard and W.
Hawes Road. Approximately 0.4 miles of new public right-of-way for internal access to
parcels located within the overall platted area will be dedicated by this plat.
Utilities
Water and sewer service for the subdivision will be provided by Marana Water. TRICO
Electric and Southwest Gas will provide the electric and natural gas services.
Preliminary Plat
The Mandarina Preliminary Plat Lots 1-906 (PRV2110-001) was approved by Town
staff on April 15, 2022.
Staff Recommendation:
Staff has reviewed the proposed final plat against the requirements of Ordinance No.
2009.02, the Mandarina Specific Plan, the Marana Town Code, and the Marana General
Plan. The final plat is in substantial conformance with all required development
regulations and staff recommends approval.
Suggested Motion:
I move to adopt Resolution No. 2024-100, approving the final plat of Mandarina

RELATING TO DEVELOPMENT; APPROVING THE FINAL PLAT FOR MANDARINA
- PARCEL 2, LOTS 123-182 & TRACTS A-E GENERALLY LOCATED NORTH OF
TANGERINE ROAD AND EAST OF INTERSTATE 10 WITHIN A PORTION OF THE

WHEREAS, on February 17, 2009, the Mayor and Town Council adopted
Ordinance No. 2009.02, approving a rezoning of approximately 342 acres, generally
located north of Tangerine Road and east of Interstate 10, from Zones "E" (Transportation
Corridor), "C" (Large Lot), and "AG" (Agricultural) to Zone "F" (Specific Plan), creating
the Mandarina Specific Plan; and
WHEREAS, on October 30, 2019, Marana Town staff administratively approved an
amendment to the Mandarina Specific Plan; and
WHEREAS, on November 2, 2022, Marana Town staff administratively approved
an amendment to the Mandarina Specific Plan; and
WHEREAS, on May 17, 2022, the Mayor and Town Council adopted Resolution
No. 2022-047, approving the final block plat for Mandarina Blocks 1-7 and Parcels A, B &
C, recorded in the Pima County Recorder's Office at Sequence No. 20231590262; and
WHEREAS, on November 21, 2023, the Mayor and Town Council adopted
Resolution No. 2023-111, approving the final block plat for Mandarina Blocks 1-2, 4-5 &
8-13, recorded in the Pima County Recorder's Office at Sequence No. 20233320095, being
a resubdivision of Blocks 1, 2, 4 & 5 of the final block plat for Mandarina Blocks 1-7 and
Parcels A, B & C; and
WHEREAS, on August 20, 2024, the Mayor and Town Council adopted
Resolution No. 2024-076, approving the final block plat for Mandarina Blocks 14-20,
recorded in the Pima County Recorder's Office at Sequence No. 20242350631, being a
resubdivision of Block 1 of the final block plat for Mandarina Blocks 1-2, 4-5 & 8-13; and
WHEREAS EPS Group, Inc., on behalf of KB Home Tucson, Inc. has applied for
approval of a final plat for Mandarina - Parcel 2, Lots 123-182 & Tracts A-E, being a
resubdivision of Block 15 of the final block plat for Mandarina Blocks 14-20; and
WHEREAS, the Marana Town Council, at the regularly scheduled meeting on
November 6, 2024, determined that the final plat for Mandarina - Parcel 2, Lots 123-182
& Tracts A-E should be approved.

CALL TO ORDER AND ROLL CALL
Mayor Honea called the meeting to order at 6:01 PM and directed the Town Clerk to call
the roll. Council Member Kai was absent. All other Council Members were present,
constituting a quorum.
PLEDGE OF ALLEGIANCE/INVOCATION/MOMENT OF SILENCE: Led by Mayor
Honea.
APPROVAL OF AGENDA
Mayor Honea asked for a motion to approve the agenda.
Council Member Ziegler moved to approve the agenda. Vice Mayor Post seconded the
motion. Motion passed, 6-0.
CALL TO THE PUBLIC
Mr. John Cammarano addressed the Council. He introduced himself as the Constable
Elect in this precinct, provided some background about himself, and described his
training and experience. He said he was dedicated to serving the people of his precinct.

PR1 Proclamation Recognizing Ora Mae Harn as a Marana Local Legend (David L.
Udall)
Town Clerk / Assistant Town Attorney David Udall read the proclamation as Mayor
Honea presented it to its recipient.
MAYOR AND COUNCIL REPORTS: SUMMARY OF CURRENT EVENTS
Council Member Ziegler praised the Fall Festival event held on October 12 and thanked
Council Member Craig for her four years of service as a Council Member.
Council Member Craig said she thought that the Town of Marana was a very impressive
organization and very well run by Town Management, staff, and the Council. She said
the Council meetings involved a collegial process and that Council meetings were
efficient. She said she has really enjoyed her time service as a Council Member and
extended her wishes to Mr. Patrick Cavanaugh that he would find the position as
fulfilling as she has.
Council Member Comerford said it has been an honor to sit next to Council Member
Craig. She praised her professionalism and manner of speaking. She said she was going
to miss her.
Vice Mayor Post extended his appreciation to Council Member Craig and said it was an
absolute pleasure to get to know her. He said he respects and has always respected her
opinion and cherished what she had to say. He said he has really enjoyed serving with
her.
Mayor Honea praised the Fall Festival event. He said the Fry's grand opening would take
place in the morning on October 16, 2024. He said it was an absolute pleasure to work
with Council Member Craig and said her professionalism was second to none. He said
she has represented the Town extremely well.
MANAGER'S REPORT: SUMMARY OF CURRENT EVENTS
Town Manager Terry Rozema said there have been 35 single family residential permits
issued so far for the month of October. Last October, there were 93 permits issued. He
said phase one of Saguaro Bloom Community Park is now underway and provided an
update on the Marana Aquatics and Recreation Center (the MARC) construction. He
reminded the Council about the Concerts in the Courtyard series, including the one

taking place on October 17, 2024, that will include a treat trail event for children. He also
highlighted grants received by the Marana Police Department and praised and thanked

BOARDS, COMMISSIONS AND COMMITTEES
B1 Resolution No. 2024-096: Relating to the Utilities Board; appointing the chair of
the Marana Utilities Board (David L. Udall)
Mr. Udall said the Utilities Board was in need of a new chair and said the Town Code
provided that the Town Council shall choose a chair from among the Board's
membership. He listed the current members of the Utilities Board and said that
historically the Council has chosen the Towri s Water Director to serve as its chair.
Mayor Honea moved to adopt Resolution No. 2024-096, appointing Heidi Lasham as the
Chair. Vice Mayor Post seconded the motion. Motion passed, 6-0.
COUNCIL ACTION
Al PUBLIC HEARING: Ordinance No. 2024.022: Relating To Development;
approving an amendment to the Rancho Marana West Specific Plan to rezone
approximately 249 acres of land located between Barnett Road and Moore Road, and west
of the I-10 frontage road, to create the Monarch at Rancho Marana West Specific Plan
Amendment as a separate planning area within the Rancho Marana West Specific Plan
area (Scott S. Radden)
Resolution No. 2024-097: Relating to Development; declaring as a public record filed with
the Town Clerk the Monarch at Rancho Marana West Specific Plan Amendment adopted
by Ordinance No. 2024.022 (Scott S. Radden)
Mayor Honea opened the public hearing at 6:21 PM.
Senior Planner Scott Radden presented on this item. A copy of the presentation slides is
on file with the Town Clerk's Office. Mr. Radden explained that the applicant was
requesting an amendment to the Rancho Marana West Specific Plan to delineate Monarch
at Rancho Marana West as a separate planning area. He said the proposed plan for the
area involved new opportunities for additional housing options, including single-family
residences, multi -family communities (build -for -rent or garden -style apartments), and
assisted living facilities, as well as opportunities for other employment -generating and
freeway oriented commercial uses. Mr. Radden said the Planning Commission

considered the request at its September meeting and unanimously recommended
approval to the Town Council. For more information, including map depictions of the
relevant area involved, a conceptual land use plan, and comparison tables, please see the
presentation slides. Clarifying questions were asked and answered during the
presentation.
Mayor Honea asked if the high -density residential (with 2,500 square foot lots) would
include single-family residential. He said he had no problem with apartments or casitas-
for-rent in high -density residential areas but expressed concern with single-family
residences in these areas. Mr. Garrett Aldrete, a Planner with The Planning Center, who
was present on behalf of the applicant, said that the high -density residential area could
develop as single-family residences with 2,500 square foot lots. Mayor Honea and
Council Member Ziegler expressed concern with that.
Ms. Colleen Crooks addressed the Council as part of the public hearing. Ms. Crooks
expressed concern with Moore Road being expanded without some kind of barrier
between the expanded road and her home, especially with commercial buildings being
planned along the road. She requested that trees be planted along Moore Road for her
and her neighbor. Ms. Crooks also said she does not desire for a dollar mart or gas station
to be put in in that area. Mr. Rozema invited Ms. Crooks to meet with Development
Services Director Jason Angell regarding her concerns.
Council Member Ziegler said she would continue to keep Ms. Crooks involved in the
process.
Mr. Radden explained the planned Moore Road alignment as related to the future Moore
Road interchange. He said the road toward the interchange likely will move away from
these properties.
Council Member Criag asked what was currently planned for the Cl_ commercial area
and the EC area. Mr. Aldrete said the commercial land was planned to include
neighborhood -scale services (coffee shops, bakeries, hair salons, dental offices, etc.) and
that the EC area was planned for village -commercial services, like big box stores (such as
Home Depot or Lowes). In answer to a follow up question, he said gas stations would be
permitted in this area as well.
Mr. Aldrete presented slides on this item. He said all of the development happening in
North Marana necessitated this request and highlighted some of the specifics in the
rezoning request. He clarified that if the high -density residential area developed as
single-family, the minimum lot area would be 4,500 instead of 2,500. For more detailed

Subject: Relating to Mayor and Council; selection of the Vice Mayor (David L. Udall)
Discussion:
Marana's Vice Mayor assumes the duties of Mayor in the absence, disqualification, or
resignation of the Mayor. The Vice Mayor is appointed by the Town Council for a term
of two years. On November 15, 2022, the Town Council appointed Jon Post to serve as
the Town's Vice Mayor. Section 2-3-1 of the Marana Town Code provides that "not later
than December 31 following the date of the general election, or, if no general election is
held, following the date the general election would have been held, the council
members shall choose a vice mayor from among their number by majority vote."
Any Council Member may make a motion to appoint a certain Council Member to
serve as Vice Mayor. The motion must be seconded and then voted upon. In the event
there is no second or if the motion fails, the Council may continue making motions until
a motion to appoint a Council Member as Vice Mayor is successfully passed by a
majority of the Council.
