Regular Council meetings are usually held the first and third Tuesday of each month at 6:00 PM at the Ed Honea Marana Municipal Complex, although the date or time may change and additional meetings may be called at other times and/or places. Contact the Town Clerk or watch for posted agendas for other meetings. This agenda may be revised up to 24 hours prior to the meeting. In such a case a new agenda will be posted in place of this agenda. Council Member Officer complemented Water Department staff for assisting an individual on her way to a funeral who got stuck in a ditch. Vice Mayor Ziegler said she attended the elected officials breakfast last week. She also attended ribbon cutting events for MyPlace Hotel and H2O Hydrogen. Mayor Post said he had lunch with County Administrator Jan Lesher and complemented her on her insightfulness and character. He said he looks forward to a strong relationship with the County. He said he also had lunch with the Mayors of Sahuarita and Oro Valley. He said they discussed RTA Next and the discussion caused Mayor Post concern for the future. MANAGER'S REPORT: SUMMARY OF CURRENT EVENTS Deputy Town Manager Erik Montague said the Town issued a total of 82 single-family residential permits in January 2025. Last January, the Town issued 118 permits. He provided updates on the Marana Aquatics and Recreation Center (MARC), the Tortolita Preserve trail, and the Twin Peaks over Rattlesnake Pass construction projects. He said the Youth Legacy and Branding Iron Marana awards were opening up for nominations to recognize residents and businesses for their services to the community. The nomination forms can be found on the Town's website and will be accepted through February 28. He highlighted the Citizen Police Academy taking place between February 19 and May 14. Applications are available on the Town's website. He also said a new Real Talk with the Town podcast has been released focusing on fire evacuation and emergency planning. Vice Mayor Ziegler asked if the Twin Peaks over Rattlesnake Pass project was on schedule. Mr. Montague said that it was. Vice Mayor Ziegler asked for an estimated completion date. Public Works Director Fausto Burruel said estimated completion was in late 2026. Council Member Cavanaugh said the update was good news. D2 Relating to Legislation and Government Actions; discussion and possible action or direction regarding all pending state, federal, and local legislation/government actions and on recent and upcoming meetings of other governmental bodies (Terry Rozema) Mr. Montague provided an update on legislative activities in the state. He said there are currently a total of 725 House bills and 505 Senate bills, and he highlighted and provided an update on the following bills: • There are mirror bills moving through the House and the Senate that would prohibit municipalities from regulating the aesthetic design of single-family residential units. The Town is opposed to both of these bills. • SB 1083 (relating to sober living homes) is scheduled for a hearing on February 5, 2025, and would require the Arizona Department of Health Services (ADHS) to obtain documentation from local jurisdictions assuring that sober living homes are complying with local laws. The Town is supporting this bill. He said there is no movement yet on the bill. There is also a proposal that would allow for the state to lease the Marana correctional facility to Immigration and Customs Enforcement (ICE). Mr. Montague said that because these bills impact the Marana community, they will be tracked closely. Mayor Post said that the housing bill made it out of committee and did much better than he hoped it would. He said that bill will be a tough one to fight. Udall, Town Clerk/Assistant Town Attorney Date: February 18, 2025 Strategic Plan Focus Area: Not Applicable Subject: Relating to Mayor and Council; possible public statements by applicants for the vacant Marana Town Council seat; discussion about and interview of candidates for the vacancy; and appointment of a new Council member (Terry Rozema) Discussion: On January 7, 2025, Jon Post was appointed to fill the vacancy in the Town of Marana's mayoral seat resulting from the passing of the late Mayor Ed Honea. Mayor Post's appointment has now created a Council member vacancy on the Marana Town Council. Town Code Section 2-1-4 sets forth the procedure for filling Council vacancies and provides as follows: 1. The Town Clerk shall advertise, post, and give public notice of the vacancy and availability of the seat. 2. Anyone interested in filling the vacancy shall submit to the Town Clerk an application, resume, and other supporting materials as desired, and the Town Clerk shall distribute the application materials to all Council members. 3. The Council will fill the vacant seat by motion and a majority vote. The Town Council discussed these provisions at its January 21, 2025, meeting. There was a consensus among the Council members that the new Council member should be appointed prior to the upcoming Council retreat beginning on February 19, 2025, so the newly appointed member could have the opportunity to attend and be part of those discussions. The Council voted to proceed as follows: 1. Advertise the vacant Council seat beginning on January 27, 2025, with a closing date of Monday, February 10, 2025, at noon. A selection committee was formed, consisting of Mayor Jon Post, Vice Mayor Roxanne Ziegler, and Council Member Patrick Cavanaugh, (the "Selection Committee") to review and select applications to forward on to the entire Town Council in the event there were a large number of applications. 3. The Council will convene a special meeting on February 18, 2025, at which the Council may decide who to appoint from among the forwarded applicants. The Town advertised the vacant Council seat in accordance with the direction received from the Town Council, and 22 applications were submitted. The Town Clerk forwarded all applications received to the full Town Council. One applicant did not meet the residency requirement and therefore was not considered. On February 13, 2025, the Selection Committee met to review applications, discuss and consider candidates to fill the vacancy, and to select the candidate(s) that will move forward to be considered by the entire Town Council at tonight's meeting. The Town Clerk's Office provided proper notice to all candidates regarding the Selection Committee meeting. At the meeting, the Selection Committee selected the following candidates to move forward in the process: Teri Murphy, Todd McGee, Jack Neubeck, and Katy Collins. The four candidates' redacted applications are included in the agenda materials for tonight's meeting. Redacted applications of the other candidates are included in the agenda materials for the February 13, 2025, Town Council Committee for Town Council Member Appointment (Selection Committee) meeting. At tonight's Council meeting, the Council may request public statements by the selected candidates, interview and discuss candidates either in public or in executive session, and appoint a new Council member. An executive session has been added to tonight's agenda for interview and discussion purposes, if desired by the Council. The Town Clerk's Office provided proper notice to all candidates regarding tonight's meeting. Pursuant to Section 2-1-4 of the Marana Town Code, the Council may appoint a new Council member to fill the existing vacancy by majority vote. The Mayor or any Council member may make a motion to appoint an applicant to serve as the new Council member. The motion must be seconded and then voted upon. In the event there is no second or if the motion fails, the Council may continue making motions until a motion to appoint a Council member is successfully passed by a majority of the Council. If this process does not conclude with a successful motion to appoint a new Council member, or if for any reason the Council does not complete the candidate review process at tonight's meeting, the appointment may be deferred to a later Council meeting. Mr. Post's appointment as Mayor has now created a council member vacancy on the Marana Town Council. Current residents of the Town of Marana may apply for appointment to the Marana Town Council to serve for the remainder of Mr. Post's unexpired term, which is until the results of the Town's next Council election in 2026 are determined. I listen online to council meetings and have reviewed agendas to prepare myself and become a more informed citizen. My first career was as a nationally certified American Sign Language interpreter. In this role I was a cultural liaison, bridging cultures through effective communication. I have interpreted everything from kindergarten to court (auto mechanic's school, business meetings, conferences, birth, medical appointments, legal matters, college courses, etc.). Additionally, I worked for Amazon in their Accommodations department, and have owned my own small business, providing interpreters to Deaf children in K-12 schools. I have managed people, crafted events, prepared and delivered presentations, and ensured that team members have the necessary information and support they need for efficacy and professional fulfillment. I am friendly and outgoing, organized and detail - oriented. I am on my church's social media team as well. For the past three years I have been a Home Educating mother and part-time entrepreneur. DESCRIBE YOUR EXPERIENCE OR FAMILIARITY WITH A COUNCIL-MANAGER FORM OF GOVERNMENT. My understanding is that it is a partnership of sorts, that resembles a corporation's Board and CEO (the Council being the Board of Directors, and the Town Manager being likened to the CEO). They work hand in hand, but the overall governing authority rests with the Town Council members. The Mayor and Vice Mayor are the at the top of the Town Council hierarchy, though I am not sure if their votes are weighted any differently, or if it is primarily for vision casting and overall direction.
