SUMMARY MINUTES
[Please note that the meeting was initially noticed to take place in the 1st Floor Executive
Conference Room. The location of the public meeting was changed shortly before the meeting began
due to two candidates being in attendance and the possibility of more attending. Signs were posted
on the door leading to the Executive Conference Room and to the Council Chambers notifying any
on site of the change.]
CALL TO ORDER AND ROLL CALL
Committee Chair Post called the meeting to order at 1:00 PM and directed the Town
Clerk to call the roll. All Committee Members were present, constituting a quorum. Also
present were Town Manager Terry Rozema, Town Attorney Jane Fairall, Town
Clerk/Assistant Town Attorney David Udall, Candidate Julie Prince, and Candidate
Katy Collins.
PLEDGE OF ALLEGIANCE/INVOCATION/MOMENT OF SILENCE
APPROVAL OF AGENDA
Committee Chair Post asked for a motion to approve the agenda.
Vice Chair Ziegler moved to approve the agenda as presented. Committee Member
Cavanaugh seconded the motion. Motion passed, 3-0.

COMMITTEE ACTION
Al Review of applications,discussion and consideration of candidates for the vacancy
on the Marana Town Council, and selection of the candidate(s) that will be forwarded to
the Mayor and Council for consideration during the February 18, 2025, Special Town
Council Meeting (Terry Rozema)
Mr. Rozema introduced this item. He said there is currently a vacancy on the Marana
Town Council and that the Town had solicited applications for the position. He said the
town received a lot of applications and that the Council has had several days to review
them. He said it is now up to the Committee to determine how many will move forward
in the appointment process and be considered before the Town Council on February 18,
2025.
Committee Chair Post proposed that the Committee select no more than six candidates
to recommend to the full Town Council. Vice Chair Ziegler and Committee Member
Cavanaugh agreed.
Committee Member Cavanaugh said there were a lot of great candidates that applied.
He said many of them were great citizens but were not fully engaged in Town affairs,
such as by attending Council meetings. He said that his reasoning for not recommending
applicants to the full Council was based on the lack of that kind of engagement with the
Town and asked if that was an appropriate benchmark for him to judge by. Committee
Chair Post affirmed that it was.
Committee Chair Post recommended that each of the Committee Members select two
candidates to move forward. He said if some of their choices overlap, the Committee
could recommend less than six.
Committee Chair Post informed the Committee that there were two candidates who
requested that their candidacy not be discussed in executive session: Julie Prince, who
was present, and Phyllis Farenga. He said the Committee would not discuss their
candidacy in executive session. He asked Candidate Julie Prince and Candidate Katy
Collins if they would like to address the Committee.
Ms. Prince approached the dais. Vice Chair Ziegler asked Ms. Prince to introduce
herself, including how long she has lived in the Town, how engaged she has been in the
Town, and whether she has attended or viewed Town Council meetings. Ms.Prince said
her most recent interaction with the Town Council was in 2022 when she attended
regarding the death of a man who died on Coachline Road.She said Mayor Honea asked
the Police Chief at the time, Reuben Nunez, to help establish a neighborhood citizens'
committee to address the concerns, and she participated in that committee to help that

area be safer.She said she has been a reporter for years and has attended many municipal
council meetings and other government meetings across the country as part of her work.
She said she has worked with Town staff regarding issues at the El Rio Preserve.She said
in 2009, she was selected as the Marana representative for the Tucson-Pima County
Bicycle Committee. She also helped work on the Silverbell Road widening project and
was involved with the Twin Peaks Road expansion.
Committee Member Cavanaugh asked Ms. Prince if she thought the efforts put in place
after the incident on Coachline worked. She said she thought they did.
Ms.Collins approached the dais and introduced herself.She said she was thankful to be
part of this selection process. She said she has been involved in watching the Council
meetings online and was able to recently attend one in person. She said she has lived in
Marana for three years.She said she does not sit on any boards but is involved in Marana
without a title.She described herself as a connector and has many friends and connections
throughout the Town. She has attended the events in the Town and complemented the
events. She uses social media to spread awareness of what is happening in Marana. She
said she loves the family friendly community in Marana. She said Marana has a lot of
young families with children and that it would be helpful to have a voice on the Council
representing that part of the community.
Vice Chair Ziegler said she has heard over the years that Marana does not have enough
activities for young children and asked Ms. Collins what her recommendations were.
Ms. Collins said the Town could encourage an environment where children were
welcome. She said current Town events already do a good job of this, but that the Town
could encourage businesses where the children have play areas while parents have time
together. She recommended farm schools or co-ops and other alternative after-school or
during-school learning opportunities regarding agriculture, farming, etc., and cornhole
competitions and other events utilizing Marana parks or at the Marana Aquatics and
Recreation Center (MARC). Vice Chair Ziegler asked what she thought about bowling
alleys. Ms. Collins said it depends on the age of the children. Vice Chair Ziegler said she
did a lot of bowling growing up.She said the Council needs to think about more activities
for children.
Committee Member Cavanaugh said Ms. Collins would be excited about the MARC
opening and the opportunities for children it will provide. Ms. Collins said she has
watched the videos about lifeguard hiring and said the MARC looks amazing.
Committee Member Cavanaugh thanked her for viewing the Council meetings online
and being an informed citizen.
Committee Chair Post asked for a motion to go into executive session.

Vice Chair Ziegler so moved. Committee Member Cavanaugh seconded the motion.
Motion passed, 3-0.
[An executive session was held on Item E2 below, beginning at 1:22 PM and concluding at 1:49
PM.]
After the executive session concluded, in open session, Vice Chair Ziegler moved to select
the following candidates for the Mayor and Council to consider during the February 18,
2025, Special Town Council Meeting: Teri Murphy, Todd McGee,Jack Neubeck, and Katy
Collins. Committee Member Cavanaugh seconded the motion. Motion passed, 3-0.
EXECUTIVE SESSIONS
Pursuant to A.R.S. § 38-431.03, the Town Council may vote to go into executive session,
which will not be open to the public, to discuss certain matters.
El Executive Session pursuant to A.R.S. §38-431.03 (A), Council may ask for
discussion or consideration, or consultation with designated Town representatives, or
consultation for legal advice with the Town Attorney, concerning any matter listed on
this agenda for any of the reasons listed in A.R.S. §38-431.03 (A).
E2 Executive Session pursuant to A.R.S. § 38-431.03(A)(1) for discussion and
consideration of candidates for appointment to the Town Council.
ADJOURNMENT
Committee Chair Post asked for a motion to adjourn.
Committee Member Cavanaugh moved to adjourn the meeting. Vice Chair Ziegler
seconded the motion. Motion passed, 3-0. The meeting was adjourned at 1:51 PM.
