POSE OF ELECTION; PROPOSING AN EXTENSION OF l'~iE ALTERNATIVE LOCAL EXPENDI'~'Ui~E LIMITATION; DESIGNATING Tm~ DEADLINE FOR VOTER REGISTRATION; AND DESIGNATING T~ PLACE AND THE LAST DATE FOR CANDIDATES TO FILE NOMINATION PAPERS. WHEP~EAS the Arizona State Constitution permits the submission to the voters of the Town of an alternative local expenditure limitation; and WHEREAS the voters of the Town of Marana on March 26, 1985 adopted an alternative expenditure limitation - home rule option; and WHEREAS the Town Council of the Town of Marana, Arizona has determined that an extension of the alternative local expenditure limitation is necessary for the Town of Marana. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Town of Marana, Arizona as follows: Section 1. DesiGnation o__f Election Date; Purpose That March 21, 1989, has been set as the time for holding the Primary Election in the Town of Marana for the purpose of nominating candidates for Councilmembers whose names shall appear on the ballot at the General Election to be held on May 16, 1989. Any candidates receiving a majority of all the votes cast at the Primary Election will be declared elected without running at the General Election. Section 2. Alternative Expenditure Limitation - Home Rule Option That March 21, 1989 has been set as the time for holding an election in the Town of Mararia for the purpose of submitting to the voters of the Town of Marana the following alternative local expenditure limitation: "Shall the following be adopted by the Town of Marana as an alternative local expenditure limitation: "The Mayor and Council of the Town of Marana shall annually, as part of the annual budget, adopt an expenditure limitation to govern the Town of Marana budget for the fiscal year immediately following such adoption. The expenditure limitation shall be adopted each year after a public hearing at which the citizens of the Town of Marana may comment on the proposed expenditure limitation. No expenditures may be made in violation of such Ordinance, nor may any proposed expenditures be in excess of estimated available revenues, except as the Mayor and Council may, by 3/4 vote, declare an emergency and suspend the expenditure limitation. The suspension of the expenditure limitation shall be in effect for only one fiscal year at a time. Not included within the expenditure limitation are funds and expenditure of funds exempt under Article 9 Section 20 of the Arizona Constitution." Section 3. Designating Deadline for Voter Reqistration Pima County registration and voting lists will be used for the municipal election. In order to be qualified to vote you must be registered by January 30, 1989. Section Candidate Nomination Forms Candidates seeking municipal office papers and other materials which must be Marana Town Hall beginning December 20, 4. Desiqnatin~ Date and Place to File may obtain nomination filed by candidates at 1988. Candidates must file nomination papers and other nomination forms by 5:00 P.M. on January 19, 1989 at Mararia Town Hall in order for their names to appear on the Primary Election ballot.
