A RESOLUTION PROPOSING AN EXTENSION OF THE
ALTERNATIVE L~CAL EXPENDITURE LIMITATION.
WHEREAS, THE ARIZONA STATE CONSTITUTION PERMITS THE
SUBMISSION TO THE VOTERS OF A CITY OR TOWN OF AN ALTERNATIVE
LOCAL EXPENDITURE LIMITATION; AND
WHEREAS, THE VOTERS OF THE TOWN OF MARANA IN 1985 ADOPTED AN
ALTERNATIVE EXPENDITURE LIMITATION - HOME RULE OPTION; AND
WHEREAS, THE TOWN COUNCIL OF MARANA AFTER TWO PUBLIC
HEARINGS HAS DETERMINED THAT AN EXTENSION OF THE ALTERNATIVE
LOCAL EXPENDITURE LIMITATION IS NECESSARY FOR THE TOWN OF MARANA.
NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF MARANA
THAT THE FOLLOWING ALTERNATIVE LOCAL EXPENDITURE LIMITATION BE
SUBMITTED TO THE VOTERS OF THE TOWN OF MARANA.
SHALL THE FOLLOWING BE ADOPTED BY THE TOWN OF MARANA AS AN
ALTERNATIVE LOCAL EXPENDITURE LIMITATION:
"The Mayor and Council of the Town of
Marana shall annually, as part of the annual
budget, adopt an expenditure limitation to
govern the Town of Marana budget for the
fiscal year immediately following such
adoption. The expenditure limitation shall
be adopted each year after a public hearing
at which the citizens of the Town of Mararia
may comment on the proposed expenditure
limitation. No expenditures may be made in
violation of such Ordinance, nor may any
proposed expenditures be in excess of
estimated available revenues, except as the
Mayor and Council may, by 3/4 vote, declare
an emergency and suspend the expenditure
limitation. The suspension of the expenditure
limitation shall be in effect for only one
fiscal year at a time. Not included within
the expenditure limitation are funds and
expenditure of funds exempt under Article 9
Section 20 of the Arizona Constitution."

DE DOS JUNTAS HAN DETERMINADO UNA EXTENC16N ALTERNATIVA DE
LIMITACION DE INGRESOS ES NECESARIO PARA EL PUEBLO DE MARANA; Y
A-DONDE Y CUANDO, SEA RESUELTO POR EL CONSEJO DEL PUEBLO,
DESPUES DE UNA ALTERNATIVA DE INGRESOS LIMITADO LOCALES, SEA
SOMETIDO A LOS VOTANTES DEL PUEBLO DE MARANA.
AHORA Y CUANDO GUEDE RESUELTO POR EL CONSEJO DEL PUEBLO DE
MARANA UNA ALTERNATIVA DE LIMITACION DE INGRESOS SEA SOMETIDO A
LOS VOTANTES DEL PUEBLO DE MARANA.
SI LO SIGIENTE ES ADOPTADO POR EL PUEBLO DE MARANA COMO UNA
ALTERNATIVA PARA LOS INGRESOS LIMITADOS LOCALES.
"El Alcalde y el Concejo del Pueblo de Marana adoptara'n, COMO
parte del presupuesto anual, una limitacion de gastos para
moderar el presupuesto del Pueblo de Marana para el iino fiscal
que signe inmediatamente tal adoptacio'n. La limitacio'n de gastos
sera adoptada cada ano despues de una audiencia publica en la
cual los,,ciudadanos del Pueblo de Marana podran comentar sobre la
limitacion de gastos propuesta. Ningun gasto podra ser hecho en
violacion de tal ordenanza, ni podra ser ningun gasto propuesto
en exceso de los ingresos disponibles estimados, excepto COMO el
Alcalde y el Concejo por voto de 3/4 declaren una emergencia y
suspendan la limitacion de gastos. La suspensi6n de la
limitacion de gastos serg vigente por solamente un ano fiscal a
la vez. No incluidos dentro la limitacion de gastos son fondos y
gasto do fondos exentos bajo Articulo 9, Seccio'n 20 de la
Constitucion de Arizona."
