HomeMy WebLinkAboutResolution 89-033 asking ADEQ for a change to the stream use classification of the santa cruz river to wildlifeRESOLUTION NO. 89-33 A RESOLUTION OF THE MARANA TOWN COUNCIL, RELATING TO WASTEWATER MANAGF~4ENT: URGING THE ARIZONA DEPARTMENT OF ENVIRONMENTAL QUALITY TO CHANGE THE STREAM USE CLASSIFICATION OF THE SANTA CRUZ RIVER FROM "AQUATIC AND WILDLIFE" TO "WILDLIFE" WHEREAS, the Arizona Department of Environmental Quality designates stream use classifications for water bodies in the State of Arizona; and, WHEREAS, the Arizona Department of Environmental Quality is presently engaged in its triennial review of stream use classifications; and, WHEREAS, the Santa Cruz River and its tributaries within the Tucson metropolitian area have been designated to include "Aquatic and Wildlife" as one of their protected uses; and, WHEREAS, the Marana Town Council supports the protection of public health and the environment; and; WHEREAS, the Santa Cruz River and its ephemeral tributaries within the Tucson metropolitan area are wildlife habitats but not viable aquatic life habitats regardless of discharged effluent of stormwater quality; and, WHEREAS, the cost to treat the wastewater treatment plants discharge and stormwater runoff to comply with the "Aquatic and Wild- life" stream use water quality standards will be prohibitive; and, WHEREAS, a commitment of Town funds for a wastewater capital project cannot be justified without demonstrable public health or environmental benefits; and, WHEREAS, the Santa Cruz River and its ephemeral tributaries within the Tucson metropolitan area are viable habitats for riparian wildlife; NOW, BE IT RESOLVED THAT the Town Council of the Town of Marana urges and recommends that the Arizona Department of Environmental Quality delete the "Aquatic and Wildlife" use designation and replace it with a new "Wildlife" designation for the Santa Cruz River and its ephemeral tributaries within Pima County, provided that groundwater .' is protected as a drinking water source and that no less than secondary treatment shall be provided.
