A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF MARANA,
ARIZONA CREATING AN ANNEXATION POLICY
WHEREAS the Town Council recognizes the importance of
annexations in managing urban growth and maintaining an economically
sound community, and
WHEREAS the Town Council understands that annexations can have
short and long term impacts on the Town budget and Town revenues and
that the best annexation decisions are made with an appropriate amount
of information.
BE IT RESOLVED by the Mayor and Council of the Town of Marana that
the Town of Marana June 19, 1990 draft annexation policy
adopted as the Town of Marana annexation policy.
PASSED AND ADOPTED by the Mayor and Council of the Town of Marana,
Arizona this 17th day of July, 1990.

INTNDDUCTION:
ARIZONA REVISED STATUTES 9-471 gives Towns authority to annex
Ufopetty provided the owners of one half or more im value of the
real ar~ personal property and more than one-half of the persons
owning real and personal lmroperty sign the annexation petitic~
and the proper procedures are followed.
History of Annexation in Marana
The Town of Marana incorporated March 21, 1977 with an area of 11
square miles. In October 1978, 2~ square miles mostyly south of
the Santa Cruz River were annexed. Since then 25 additional
annexations of largely u~developed land have increased the Town's
size to over 65 square miles by the beginning of 199~.
The Mararea Town Oouncil has followed an unofficial policy not to
initiate annexations. In other words, the ODuDcil has considered
annexations only whan property owners in an area ask to be
annexed.
The Marana Town Council has approved annexations with these
conditions:
a. The area proposed for annexation is with/n the region of the
Marana General Plan. The Town only has jurisdiction and control
of develolmneot on property wlthi~ the Town limits.
b. The Council believes the Interstate 1~ and Tangerine Road
corridors are extremely important to Marana' s future as
oon,~rcial/industrial zones. Annexations along 1-10 add
Tangerine Road which provide a broader tax base for the Town are
encouraged.
c. Growth generates substantial revenue through develo~nent fees
add building permits in its early stages add through increased
revenue sh~ring add sales taxes once c~pleted.
d. Economic develolmment in the Marana-Avra Valley area is a
primary goal of Town goverr~ent to provide jobs and enhance the
overall quality of life for people.
5U~N'S SPHERE OF INFLUENCE
The Town of Marana established planning boundaries as part of the
General Plan to have influence over physical, social, political
and enviroranental impacts which directly affect the Town as well
as to exert influence over County, State and other governmental
entities whose policies, programs a~d actions directly impact the
Town.
~hile the present Town is largely rural, agriculture and small
town in character, the Towo's General Plan represents a vision
for Marana ' s future. ~refully expanding the Town limits to
logical physical and social boundaries is part of that vision.
REASON FOR Ah~NMEXATIC~g
Property owners give a variety of reasons for requesting
annexation into Mara~a. Among the rfore cc~on reasons cited are:
a. Mararia has adopted a high quality General Plan to guide its
future growth and develotxaent.
b. It is widely accepted that a city or town can. provide better
services than a county.
c. The Pima County bureaucracy is slow to respond and often
writes the rules as they go. Marana has standards for development
add a rigorous Specific Plan process.
d. The ccm~nunity attitude is positive. Marena citizens, leaders
and businesses believe that quality and controlled growth will
improve the economic vitality of the area and enhance our quality
of life.
S~ne individual owmers simply want to be a part of the decision
making process. Those interested in develol~aent want the
seability of an adopted Gemeral Plan, appropriate standards,
timely responses and a Tow~ gov~t and citizens willing to
~rk for quality developemept.
There are many reasons for a Town to add new properties and
of them include:
Protecting the natural environment
Effectively managing urban growth
AllowJ_ng for the efficient provision of services
BriDging new revenue sources into the Town
Establishing a larger econc~ic base
Creating a stronger cc~mnunity
Annexations do have their costs. Police protection can be
expensive to provide in rural areas. Establishment of
infrastructure, such as streets, sewers and water, can be a large
expense in newly annexed areas. Requiring that develolm~eDt pay
for its OWn infrastructure will help to reduce these costs
significantly. When considering annexation, it is important to
consider both the short term costs and the long term benefits of
increasing the size of the Tow~.
TOWN ' S OBJECTIVES FOR Ah~qEXATION
(objectives are specific statements of desired future conditions
toward which effort is expended. )
a. Implement' the General Plan to attain the vision for Marana's
future.
b. Strengthening the Town revenue base so it remains attractive
as a place to invest in and live in.
c. Regulate drainage from the tributary area to minimize
downstream damage from runoff
d. Implement Town improvement and infrastructure plans to assure
timely provision of services
e. Guide Town growth with due regard for Mararia taxpayers past,
present and future investment in p~blic facilities
f. Establish Town control and identity in advance of develoI~nent
POLICIES FOR ANNEXATION
(Policies are statements that guide the course of action the Town
n~st take to reach objectives. )
a. Work to solidify the Town houndaries for efficient delivery of

services and muv~neot within the Town including:
(1.) Islands of unincorporated territory surrounded by the Town
belong in the Town. Arizona Revised Statutes prohibit the
creation of new islands~
(2) Corridors and pennisula of unincorporated territory should be
annexed for a more uniform boundary.
(3) Consideration of natural and man made bounderies
b. Include the main Transportation corridors with new
annexations. Th/s includes 1-10, Tangerine ~Dad and prograraned
Arterial NDads to gain n~w revenue sources, spur b~simess and job
develo~xnent and control zoning and i~orove~e~ts.
c. Stimulate annexation of areas with strong promise of quality
growth. As an example an area of strong promise would be land in
the path of needed infrastructure owned by a c~,a~ty developer.
d. ODDsider problems of extending services to n~w areas whan
considering and shaping annexat/ons. Services should include
sewer and water as well as police, fire and maintanance
~ivities.
e. For ereas where Town staff determines pre-existing COnditions
s~ch as street ra~intenance, flooding or sanitation will be a
drain on Town services or resources, balance the short term costs
and long term impacts of annexation. This will require a short
term (~e-development) revenue and cost analysis and independent
evidence of long term benefit to the Town.
f. Provide information to ladd owners/lessees about the
annexation process, Town General Plan, codes, services, taxes,
zDning, improvement plans and Town procedures and assist
petitioners to accomplish desirable objectives.
g. Review conceptual land use plans suhnitted with fiscal impact
analysis for develo~m~nt-orianted ar~exations to attain early
~onfor~ance with the Town General Plan.
h. Share relevant annexation/develolanent information with other
jurisdictions and service entities. As an example, with the
Marana School District for school and recreation purposes. The
School District extends east to Shannon Road and south to IDa
P~ad.
i. Provide pr.'-'~L, courteous and efficient review of all
submittals while adhering to consistent standards.
j. Make greater use of pre-annexation (developBent) agre~nents to
assure timely performance. Development agre~nents are contracts
between landowners and the Town and can include time of
develol~ent or construction, use of property and infrastructure
financing.
k. Approve annexations only when all requir~nents have been met.
